As many as six officers of Indian Railways Service of Mechanical Engineers
(IRSME) have been transferred after promotion to the Higher Administrative
Grade (HAG) in Railways. Accordingly, Prem Chandra, SAG/IRSME/Central
Railway, has been transferred to East Coast Railway and appointed in
HAG and posted as CME while A K Agarwal, HAG/IRSME, CME/East Coast Railway,
was shifted to IROAF and posted as CAL and S K Luthra, SAG/IRSME, CME/Northeast
Frontier Railway, is posted as CME, by re-operating the post of CME/Northeast
Frontier Railway in HAG. Similarly, Anil Handa, SAG/IRSME, CAO/RCF/RAE
Bareli, has been posted as CAO/RCF/RAE Baeli, by re-operating the post
of CAO/RCF in HAG and Ravindra Gupta, SAG/IRSME, CAO/DLF (Marhowrah),
was posted as CAO/DLF (Marhowrah), by re-operating the post of CAO/DLF
(Marhowrah) in HAG and Ram Saran, SAG/IRSME, CME/COFMOW, is being promoted
to the Higher Administrative Grade (HAG).

BOI ED launches new traditional life insurance
plan of Star Union Dai-ichi Life (UPDATED)
Star Union Dai-ichi Life (SUD Life) has launched a new limited period
single premium non-linked endowment plan, Dhan Suraksha Platinum II.
The policy comes with a dual benefit which offers a policyholder a life
cover of 10 times the premium paid in the event of death or provides
a fixed return of 1.89 times of the premium paid after a fixed policy
term of 10 years. The policy will be available for subscription up to
March 31, 2013. Dhan Suraksha Platinum II offers policy holders the
advantage of safe guarding money against market volatility, which allows
it to grow and provide considerable returns. The policy also allows
for guaranteed returns after 10 years, thereby ensuring higher efficacy
of the investment made. This one of its kind policy has been designed
to distinguish itself from the gamut of products currently existing
in the market. The product was launched at the auspicious hands of M
S Raghavan, Executive Director of Bank of India in the presence of top
management. Raghavan emphasized on the companies ethos of "Relationship
Beyond Banking" and in line with this highlighted on the products
being offered to BOI customers. Raghavan emphasized that the product
is being offered to the customer would help to provide protection and
return on the investment. The policy can be purchased by an individual
between the ages of 8 - 45 years. The maximum maturity age limit is
capped at 55 years, while the minimum is 18 years. The term of the policy
is fixed at 10 years and policyholders can procure a double benefit
of guaranteed returns by paying a single premium for a life cover. The
sum assured is calculated basis the premium amount paid, which is 10
times the premium. The minimum premium payable is Rs. 1, 00, 000 while
the maximum is Rs. 1, 00, 00,000. In case of death, the beneficiary
is entitled to 10 times of the premium paid. After the 10 year policy
term, the policyholder can get returns up to 1.89 times of the premium
paid. Dhan Suraksha Platinum II is a life insurance solution designed
for the middle class and HNI segment. Under this policy, one can also
avail of tax benefits under section 80C and 10(10D).

NBCC distributes passbook to 100 construction
workers (UPDATED)
National Buildings Construction Corporation (NBCC), a Government of
India enterprise under the aegis of the Ministry of Urban Development
(MoUD) on February 5, 2013 facilitated the distribution of Pass Book
on behalf of the Labour Department of Delhi Government to the unorganised
construction workers. The event was organised at the New Moti Bagh Complex
of MoUD stretched at 123 acres of land area, constructed by NBCC. The
passbook will work as a unique identity card for the construction workers
to give them access to various welfare schemes of the State Government
pertaining to education, medical, loan, pension scheme, and other social
and financial benefits. The passbooks which comprise details of the
family members of the beneficiaries were distributed today among 100
workers from NBCC, CPWD, PWD and DMRC as a token. As a part of the scheme,
seven meritorious students were awarded scholarships for higher education.
Earlier, a total number of 1, 20,000 workers have been registered and
benefitted by the receipt of the passbook. Acknowledging progress of
the labour division, Secretary, Urban Development (UD), Dr Sudhir Krishna
expressed delight over the success of the scheme and stressed on spreading
more awareness about the same to workers via word-of-mouth. Amongst
other welfare benefits, he also highlighted on social security supports
like funding of education, scholarships, marriages etc. The passbook
holders are also entitled to avail cashless medical facility till the
limit of Rs. 30,000/- and a sum of Rs.500/- to Rs.1000/- as pension
after attaining 60 years. Welcoming the dignitaries and extending his
gratitude towards the unstinted support from the Labour Division and
the MoUD, Chairman-cum-Managing Director (CMD), NBCC, Vishnu P. Das
said that construction workers are valued resources for industries in
infrastructure sector. Thus, benefits of an organisation lie in the
benefits of workers, he added. The event was attended by Labour Minister,
Dr. A K Walia; Secretary, Urban Development (UD), Dr Sudhir Krishna;
Joint Secretary, Urban Transport, C K Khaitan; CMD, NBCC, Vishnu P.
Das; Director (Projects), Anoop Kumar Mittal; Managing Director, DMRC,
Mangu Singh; Director General, CPWD, Rakesh Mishra. Senior Officials
and dignitaries from the Government of Delhi were also present on the
occasion.

New Lokpals may face same predicament
Lokpal Bill is again in news. But looking at the existing Lokpals,
one should not be very enthusiastic about these institutions. Finance
Ministry has so many Lokpals (ombudsmen). But they are not effective
because they don't have proper support system. New Lokpals may also
face same predicament.

Wrong practice in recruitment
These days the Centre and State Governments in the country are adopting
a wrong practice by not recruiting fresh persons at lower levels and
filling the vaccum caused as result of retirement etc., by having manpower,
Data Entry Operators etc. through private contractors, who in turn violate
all statutory rules on which the main employer has no control. In the
long run it is going to pay for this. There is no accountability, responsibility
and continuity in the process. One of the major corollary is that the
pay, other dues etc. of all category of employees are being wrongly
fixed and calculated. The Officials and Staff who are not well aware
of the rules are not aware as to what they are entitled for and what
they should get and take away whatever they get. Earlier properly recruited
people, use to get training on Cash & Accounts works, rarely there
was wrong fixations and calculations. Many of offices do not have a
regular Accountant also to check these things. Most wrong thing is the
practice of taking the services of manpower through contractors. This
amounts to treating human beings as objects, which is violation of human
rights. NHRC needs to look into this. The Ministers and Senior Officials
(spoiled brats) forcibly keep people much more than their entitlement.
As per rules in case of some their Frequent Flyers points are not coming
to the government account. Apart from this. They also take people from
the PSUs and attached subordinate offices, who perform their household
chores. Some of them, on one hand are taking transport allowance(along
with their salary) and on the other hand have vehicle hired by PSUs,
attached & subordinate offices on 24 hours basis (Parking bills
of shopping malls are being paid through government exchequer).
