A 1977 batch Madhya Pradesh cadre IPS officer Ibrahim is the first Muslim since independence to head the most prestigious IB. He has succeeded 1973 batch Bihar cadre IPS officer. Nehchal Sandhu who retired on December 31, has been appointed Deputy NSA.

Central Bank of India celebrates 102nd Foundation Day at Delhi
Central Bank of India has celebrated its 102nd Foundation Day at New Delhi on December 21, 2012. The function was presided over by P Chidambaram, Finance Minister while Namo Narain Meena, Minister of State (E&FS) and D K Mittal, IAS, Secretary-DFS graced the occasion as Guests of Honour. On this occasion, Bank launched a bucket of services like, Opening of 101 Branches, Opening of 101 ATMs, Opening of 101 Ultra Small Branches, 10001 Kisan Credit Cards, 101 Education Loans, linkage of 1001 Self Help Groups and converted 101 branches into Cent Navchetna Branches. Central Bank of India also laid down the stone of 11Rural Development and Self Development Training Institute across the country. Bank has also dedicated one mobile Medicare Unit for bed-ridden and immobile elders through Helpage India Ltd. under its Corporate Social Responsibility activities. Finance Minister said, that Banking Industry is going in its transformational phase. The Public Sector Banks have to play a greater and wider role beyond their present horizon to give pace to the reform process. He applauded the role of the Banking system in providing supportive role to the Government's endeavours. He praised the efforts of Central Bank's founder Sir Sorabji Pochkhanawalla in bringing a truly and wholly owned Swadeshi Bank. He congratulated all the Centralites and wished them for a brighter future ahead.

Quota politics

Quota politics have given rise to different political constructs. Now, the Dalits support quotas for OBCs. OBC itself is a political construct. Dalits support quota for OBCs solely because if the OBCs get quotas, the Dalits will get quotas till eternity. OBCs cite injustice to put themselves on a par with the Dalits and call others "savarna" though all OBCs are savarna and the reason for OBC quotas is not injustice but merely low representation in public jobs. In the result, age old notions of caste and creed are given new life to suit contemporary interests and third generation Dalit IAS officers and MPs leave no space for the genuinely deserving and poor amongst the Dalits to avail of the benefits of quotas.

Issue is not reservation but caste

The issue to be discussed is not reservations but caste. Caste is based on birth and SC/ST are marked as non-meritorious not on the basis of their performance but caste they have born in. We do not want to eradicate the disease but find fault with the prescriptions. All those who are proclaiming reservations as injustice should explore their own hearts whether they have treated SC/ST's as equals. The answer will be a big 'No'. Let us reform ourselves first. Efficiency is often cited as reason for doing away with reservations. Let us not forget this nation has gone to docks when these so called efficient segments were at the helm of affairs. SC/ST have entered the system very recently. Let us follow the constitution and practice equality, liberty and fraternity. I can assure then there will be no need for reservations. Even today SC/ST will not be able to enter legislative bodies without reservations. Examples can be given of Muslims. They have no reservations and they are not proportionally represented in elected bodies. Rectify first this discrimination against Muslims without resorting to reservation to re-assure SC/ST that there is no need of reservations and then comment on this constitutional provision for their protection.

Is Government encouraging black money?
The conduct rules framed for Government Servents are more than 50 years ago and out dated today. Nobody is looking into this. For instance, as per the service rule, Government servant who invest more than 50000 in stock has to inform his controlling office. Today most of the Group A officers who earns more than Rs 5 lakhs an year invests in stock. But due to conduct rules, they invest in benami names and if they earn huge profit by way of capital appreciation they cannot show such sum as it is targeted by public as black money. Similar is case with other many rules. Government should wake up and make simple rules for conduct of government servant. Such process will legitimately improve investment climate and also make the conduct of servant more
realistic and transparent.

They don't want to retire
Probably, many senior scientists are getting extension after 60 (they don't want to retire even after 60) and many juniors are feeling no scope in the departments ( ISRO, DRDO, DAE) and only those who are working for the personnel interest of the so called bosses are getting promoted, not for the interest of department or country, may be the reason for resignation.

Group Insurance Scheme
Government of Introduced a scheme called Central Government Employees Group Insurance Scheme (CGEGIS) some time in early 80s with the objective of providing insurance cover to Central Government Employees, with a nominal contribution from employees. Differentamounts were fixed for all the four categories of Officers viz. Group A, B, C and D. For the highest category i.e. Group A, the insurance cover was for Rs.1.25 lakhs which was quite a substantial sum those days. In the last 30 years or so lot of water has flown through the Ganges with three pay commissions 1986, 1996 and 2006; inflation rising at a rate of 6-7 % on an average per annum but the amount of insurance cover remains the same. It has not occurred to babus in DoPT of MOF to raise this amount, of-course with higher contribution from employees. Going by the present situation, the amount of cover should be raised to Rs. 1 crore for Group A Officers and similar good amount for other group officers. Will someone in DoPT or MOF look into this?
