Obituary

Well known Senior Journalist and Editor and Country Head at Whispers in The Corridors Mr. Sanjeev Majupuria passed away Wednesday evening after prolonged illness. He had the journalistic flair hard to find in the present generation. He was at ease with politicians as with the bureaucracy who in a way treated him as the last word in the news that mattered most to them. It is hard to believe that the man who was a friend of friends and who saw many shades of power from rising politicians to struggling bureaucrats is now no more with us.

His last rites were performed at Bhadbhada Vishram Ghat, Bhopal, on Thursday afternoon, amidst a distinguished gathering of politicians, bureaucrats, journalists and friends. May his soul rest in peace.

Compromise with merit ?

There is difference of 50 to100 marks in UPSC Exam between general candidates and SC/ST candidates who are selected. If this is not compromise with merit, what is?

It is not the fault of the Public Information Officers always


A majority of the public and even some of the Government officers do not know as to which Department/Ministry deals with which subject. This can be known from Allocation of Business Rules available on the Cabinet Secretariat's website (www.cabsec.nic.in). Also nobody sees the websites or any other thing to know the actual name of the PIO and the address and also get the readily available information. Secondly, in RTI regime one has to only provide information and not settle anybodies grievances. CPIO are not expected to give response to How and Why or interpret information or also exceed their briefs. It is only the cribbers and careless, who cry. If you are well aware, you will get the desired information under RTI. For government servant, it should be mandatory for them to desist from transferring RTI application from one place to another carelessly. There should be a penalty for careless transfers. Topics like Authentication (Order and other instrument) rules, 2002 and Public Records Act find mention in the Central Secretariat Manual of Office Procedure (CSMOP) administered by DAR&PG but it is dealt with by Ministry of Home Affairs and Ministry of Culture respectively. If a procedure of CSMOP is not being followed by some government official it amounts to violation of conduct rules dealt on individual basis by Ministries/Departments and from policy angle Department of Personnel & Training. The subject of Annual Report is dealt with by Ministry of Parliamentary Affairs. We need to go through the RTI Act and amendment thereof and also do introspection. The RTI application should be plain and simple. Once you get the information, then lodge your grievance. RTI application will reduce to a great extent.
