Who will be new Secretary, Petroleum ?
Who will succeed G C Chaturvedi as Secretary, Petroleum on February
1? If top sources are to be believed, experienced Additional Secretary,
Petroleum, Sudhir Bhargava is being elevated as Secretary in order to
avoid pulls and pressures. He is a 1979 batch IAS officer of Rajasthan
cadre. It means 1977 and 1978 batch IAS officers are now out of the
race for the post.
January 31 sets pace to race for Secretary,
Road Transport & Highways
The approaching date of retirement of Anil Kumar Upadhyay, Secretary,
Road Transport & Highways has already sparked off the chase for
the slot. Upadhyay, scheduled to retire on January 31, is a 1975 batch
IAS officer of Bihar cadre.
Post of OSD created in Financial Services
The post of OSD has been created in Department of Financial Services,
Ministry of Finance in the rank and pay of Additional Secretary to Government
of India. Rajiv Takru will join as OSD before taking over as Secretary
on February 1.

Yashwant Kumar (IA&AS-1994), Accountant General, (Audit-II), Maharashtra,
Nagpur, has been appointed as Professor, National Institute of Financial
Management (NIFM) under the Ministry of Finance, Government of India.
63, 200 employees to be hired by banks this
year
The public sector banks (PSB) are going to hire about 63,200 employees
during the current financial year, with the State Bank of India alone
taking in 21,200.
Lasting delays dampen Brij Lal's prospects
of central deputation?
With the lasting delay on part of UP Government in relieving Brij Lal
to join CRPF, reportedly, as Special DG at the centre, the prospects
have been getting bleak with each passing day. Though there is no specified
time-frame for the joining but in case the state government does not
relieve him to proceed on the deputation; the centre would re-initiate
the procedure to fill the slot of strategic importance. Brij Lal, former
DGP of UP, is a 1977 batch IPS of UP cadre.

R P Singh, IGP Uttar Pradesh Police has joined as IG/DDG Narcotics Control
Bureau, Ministry of Home Affairs, Government of India, Northern Range,
New Delhi. He is a 1987 batch IPS officer of Uttar Pradesh cadre.

Anand Mohan, IGP, Andaman & Nicobar Police is back to Delhi and
joined as IG/Jt. Commissioner of Police, Delhi. He is a 1994 batch IPS

officer having Civils as trade. Singh, seemingly, would be setting an
uncommon example, though not exceptional, by making it as GM (Construction).
He is an IES officer with Electricals as trade.
Madhuresh Kumar poised for GM, East Central Railway
Madhuresh Kumar, Principal Chief Engineer, Northern Railway is poised
to move Delhi from Hazipur as GM, East Central Railway. The 'open line'
assignment to Madhuresh as GM, ECR means hereby that from future perspective
he would be having brighter prospects to make it as Member Railway Board.
He is an Indian Engineering Services officer with Civils as trade.
ECIL CMD Sanjeev Loomba to retire in Feb
Sanjeev Loomba, acting Chairman &Managing Director and Director
(Personnel), Electronics Corporation of India Limited (ECIL), is retiring
in February, 2013. He is a retired army officer. Loomba, SM, was commissioned
in the Armed Corps on 23rd December, 1973.

Pakistan Politics
This is with reference to Tahir ul Qadri's so called 'million march'
in Pakistan. It must be understood that Qadri is the Army's (read ISI)
prop who are discomfitured with the relative stability of the civilian
government. To overcome their 'withdrawal symptoms' the army first teamed
up with the Chief Justice who tried to unseat the government by playing
up the 'memogate case' and the NRO contempt case but failed to deliver
the anticipated judicial coup. Next came Imrankhan whose promise of
a 'tsunami of support' too failed to materialise. The army then propped
up an assortment of militants including the LeT under the impressive
and emotive name 'Defence of Pakistan Committee' (Diefa e Pakistan Committee)
who fizzled out soon after threats of a march similar to Qadri's but
fizzled out. Qadri however stands better chances because the anti incumbency
feeling is at the peak as the government's term is already nearing end
and most importantly the Army, the Chief Justice, Imrankhan and the
fundamentalists have all joined hands and all of them seem to be acting
in close concert including Qadri. After all it is no coincidence that
Qadri's call for the civilian government to step down, Imrankhan's call
to Zardari & Raja Parvez Ashraf to resign and the Supreme Court's
order for arrest of the PM come almost at one and the same time. It
is also no coincidence that while Qadri in his speech singles out the
Army and Judiciary alone as honest institutions and almost at the same
time the CJ remarks in open court that the government should listen
to the voice of the people and 'hand over Baluchistan to the Army'.
Incidentally it is the Army against whom the Baluch people have their
grievances of inhuman violence.

O.K. but see main SHO senior most Inspector of Delhi Police put out
of Police Station and above 1990 batch inspectors getting police station
and doing blunders regularly. How they get such postings ? Some SHOs
removed by DCP, because of Ego problem, not on bad performance.
