Is Congress not clear on its electoral strategy

In 2009 the Congress won because of urban votes that shifted from the
BJP. But the Congress is still busy appeasing the rural hinterland which
seems to be shifting away from Congress. Much can be read in Congress'
behavior in schemes being announced like NREGA and Cash Transfer.

seems to have lost the race for the post of Secretary, Petroleum. Now
again, well experienced in Petroleum Sector P K Sinha is reportedly
ahead in the race. A1977 batch UP cadre IAS officer, Sinha has been
AS and FA in the Petroleum Ministry for three years. Bhargava was to
be elevated in the Ministry as Secretary.
Sudhir Bhargava to be Textiles Secretary ?
Latest grapevine says that Sudhir Bhargava is being appointed Secretary
Textiles. A 1979 batch Rajasthan cadre IAS officer Bhargava has been
Joint Secretary in the Textile Ministry. Name of J & K Chief Secretary
Madvlal is also in circulation.

week ?

Avinash Kumar Srivastava is likely to be appointed Additional Secretary,Agriculture

Infact, AS and FA Civil Aviation S Machcehdranathan was set to become
new Secretary, Financial Services instead of Rajiv Takru.A1979 batch
IAS officer of Tamil Nadu cadre however, could not make it because of
new rule of the Cabinet Secretariat. The rule says that Minister and
Secretary cannot be from the same state.

Who will be new Chief Secretary, Gujarat?
Two names for the successor of Achal Kumar Joti, Chief Secretary, Gujarat
are floating around the corridors of power. Dr Varesh Sinha, Additional
Chief Secretary, Home and Dr S K Nanda, Principal Secretary, Forests
& Environment in Gujarat Government are believed to be strong claimant
for the post. Joti is retiring in January, 2013. Dr Sinha is a 1977
batch IAS officer while Nanda is of 1978 batch.
Sharma unlikely to go as CS Jharkhand
RS Sharma may not be relieved by GoI for the post of Jharkhand Chief
Secretary as he is DG & MD of UIDAI (Adhaar card) which is most
important in view of 2014 elections. He is a 1978 batch IAS officer.

Congress Party has ditched Andhra Pradesh people
Congress Party has ditched Andhra Pradesh people since it has always
kept the Telangana on the backburner. This issue has now boomeranged.
The dilly-dallying tacticks adopted by the Party in respect of Telangana,
indecision to control its State Cadre, not giving any financial or railway
routes to the States in the Central Budgets during the past 9 years,
indecision of the Central leadership on the issue of Owaisi's inflammatory
speeches, have all taken their bit of Congress's flesh. Though factors
of K. Chandrasekhar Rao of TRS and Jagan Reddy are region-centric, they
have the requisite clout to defeat Congress in their respective areas.
All this is just because of indifferent attitude of the Central leadership
towards the largest contingent of Congress MPs to give any kind of benefit
to the State to keep it going. Railway network, roads in Telangana region,
farmers' poverty in Andhra region, non-development in the Rayalaseema
region will always work against Congress. Further, Congress MPs' morale
is also down in the State and so they are flying off to greener pastures.

In case of GM to ED promotion, they should relax age to get more younger
person. Some are missing the process by only three months. Looking into
vacancies and number of GM availability they should do that.

Jagjivan Ram was a brilliant personality
Babu Jagjivan Ram was a brilliant personality. He was at the forefront
of the freedom struggle. His sacrifices during the freedom struggle
are legion. A towering intellect, he was the ablest Defence Minister
of India ever. Amongst his many contributions is nation building as
Cabinet Minister in various capacities. In today's politics based on
identity, hatred and casteism/ communalism, few would care to recall
that Babuji's spouse Indrani Devi was a Brahmin. The freedom struggle
and the Indian Renaissance that preceded it sought to end casteism.
When freedom dawned, equal rights for all were enshrined in the Constitution.
Some special privileges were given to the Depressed Classes or Dalits
for ten years. Now, sixty five years hence, the politics of identity
and divisive vote bank have taken over and in the ensuing social divisions,
Ambedkar is the deity and Babuji is forgotten.

Posts not notified
Cabinet had in 2009 approved that 15% posts of PSO in CSSS will be
operated but despite lapse of 3 years these posts have not yet been
notified and the cadre is suffering due to non implementation of this
cabinet decision by the DoPT. Can DoPT sit on a cabinet decision like
this and will implement it on their whims and fancies. Despite lot of
Communication, there is no good sense has prevailed and cadre is suffering
due to some vested interests in DOPT. Can PMO or Cabinet Secretary question
their wisdom or call CSSS representatives to discuss the issue.
