Whispers in the corridors of power have it that Vijay Chhiber and Dr
PK Mohanty are the front runners to make it as the successor of Anil
Kumar Upadhyay, Secretary, Road Transport & Highways. Chhiber, a
1978 batch IAS officer of Manipur-Tripura cadre whereas Mohanty, a 1979
batch IAS officer of Andhra Pradesh cadre, is Additional Secretary &
Mission Director, Ministry of Housing and Urban Poverty Alleviation.

Four officers in the grade of Additional/Joint/Deputy Commissioner of

Time has come to wind up CGEWHO
I had applied for CGEWHO Visakhapatnam scheme in August 2008. After
a gap of 4 years, they have closed the scheme on the ground of poor
response. The fact is that no advertisement was inserted in any newspapers
to get response from the govt. servants and general public. They are
returning me the money with 7% interest whereas I had taken withdrawal
from GPF loosing 9% interest. The attitude of the people in CGEWHO is
indifferent. It is high time Govt. should close down this organisation
as private organisations are providing better housing than CGEWHO.

Pathetic DoPT
It is shocking to learn that DoPT which is the god mother on service
matters can be so pathetic and inhuman in its approach and stonewall
the implementation of a Cabinet decision for such a long time and does
not seem to be answerable to anybody. MoS (PP) who is also MoS(PMO)
should call for explanation of his officers for delinquency in non implementation
of this Cabinet decision. As far as I know, CSSS cadre has suffered
and stagnated in a particular scale for over 22 to 16 years as no promotion
avenues/ vacancies were available to promote them despite residency
period being eight years only. This cadre was strangulated for 22 years
for promotion. Since on the recommendation of the 6th CPC, Cabinet has
approved implementation of 15% posts of PPS and Sr. PPS to be operated
at the level of Sr. PPS/PSO, what audacity these DoPT babus have to
not implement this Cabinet Decision. First of all, DoPT should immediately
implement this decision and notify the posts as this cadre has stagnated
for three times of their residency period in particular scale immediate
relaxation needs to be given to implement the decision. Both decisions
were on the extreme side as they were not promoted due to non availability
of posts for 22 years and when posts are available, one is expecting
of completion of residency period. DoPT needs to answer a lot as its
behaviour does not seems to match guardian of a model employer.

Unholy alliance in Pakistan
Your readers will, perhaps, know and remember Husain Haqqani. He was
, till recently, Pakistan's Ambassador in the U.S.A. In 2005, he had
written a book titled "Pakistan:Between Mosque and Military".
He had made a copious commentary on the military, mulla nexus in Pakistan
to keep democratically elected governments out of power. Haqqani had
been an aid of late Benazir Bhutto when she was the Prime Minister of
Pakistan. Later, he moved to the U.S. The Zardari regime appointed him
Ambassador to the U.S. That was not taken kindly by the Military establishment
who was on the look out for getting the Haqqani thorn out of the way.
And the Army did conspire to have him shunted out with the willing helping
hand of the judiciary. The Army has now found an ally in the judiciary
to weaken the democratic fabric of the country. However, that alone
was not enough to destabilise the government. The army also needed an
ally in the street to arouse the masses. Who could be better than a
mulla? The Army found one in Qadri, brought him from Canada to Pakistan
and have now let him loose in the electoral ring on the eve of elections.
Haqqani is proved right once again on the unholy alliance between the
Military and the Mosque. It remains to be seen whether the politicians
in Pakistan, cutting across party lines, will unite to defeat the autocratic
and fundamentalist forces there. This is the last hope for Pakistan
because hereafter, democracy may never return in that country.

to the Country in accelerating the pace of Financial Inclusion and activating
the Banks for expanding the outreach. Let the incoming Secretary Rajeeva
create new waves in the Banking Industry for taking it to the last mile
