Shocking assumption

To suggest that just because someone is appointed to the post of Petroleum Secretary, in this case, Vivek Rae, means he must possess a mentor, is a shocking assumption. Yes, the Petroleum Secretary's role is powerful, important and some may think glamorous! The fact that such rumors of mentor support are circulating in Delhi suggests that Delhi denizens and the readers of Whispers in the Corridors have absolutely nothing better to do than create idle gossip. Whispers in the Corridors is to be respected for its facts, which are correct and timely. It cannot be supported for generating and spreading innuendo. That is an appalling and morally blameworthy thing to do. It is shocking bad form.

Rae happens to be one of a very small handful of civil servants of the late 1970s who are models of what all civil servants should be efficient, professional, competent, full of rectitude, honest, independent, above all party politics, and are domain knowledge experts. This is a very rare breed of person today. While in the late 1940s most IAS officers were like that, today such persons are very rare. Rae was appointed to the position because he is a gifted administrator, and a fine economic brain, with an Oxford degree. In all his posts in the last decade, in jobs as varied as Joint Secretary, Department of Expenditure, Ministry of Finance, Chief Secretary of the Andaman and Nicobar Islands and Director General of Acquisition in the Ministry of Defence he has done extremely well. Whispers in the Corridors should look for such rare examples rather than be a salacious gossip vehicle!

Mentor has to be very strong

The mentor for Vivek Rae has to be someone very strong. He has got only one year to go and also had spent only 03 months in MSME. Earlier, GoI was against any lateral shift and was not willing to post officers with one year or less to any important Ministry. Show me the face and I will show you the rule, is the hallmark of DoPT.

Reservation - you can't cut legs of half the people to make other half run

Reservation may be motivating for a section of our system. But it demotivates all those who are the victims of this reverse discrimination. Thus half the energy of the system is already lost ..and the sum total is very disheartening .You can't cut legs of 50% people to make other 50% run. That's why there is never a state of high performance in india.

It's a farce . It's a mockery of article 14 of the constitution. Until reservations are done away with, Indian system will suffer till eternity.

Nobody is against reservation

If some category of people have been exploited over the years, they need to be uplifted in one form or the other. But we should not go forward unabated. A family which has availed of the benefit say for 3 generations, should be brought out of the purview and be told to go for open market competition. New group of people, within the same category of people and who have so far not been able to derive benefit should also be given the chance to avail the benefit. Then only all round benefit will take place.
