India Summary
POLITICS
Will trusted Ministers of PM get ticket ?
Will the trusted Ministers of Prime Minister Manmohan Singh get Congress
ticket this time? It will be known in the times to come.
Has Congress set 2014 agenda ?
The comment of Shinde has set a war of words and feelings for all political
parties - from polarizing of Hindu sentiments to setting the allies
on fire. Mayawati with an eye on Upper Caste vote has screamed. Will
it complicate the issue for the Congress or make it easier for the BJP
in days to come needs to be seen.
More bloodletting in Karnataka?
It is heard that there is likely to be more resignations on Karnataka
assembly in coming days. Sources say even though the elections are in
2014 March but there are many forces working on breaking the BJP flock.
Who came in way of Gadkari's re election?
The script was ready for Nitin Gadkari's re election with the blessing
of Sarsangchalak Mohan Bhagwat. But the spoke in the wheel was put in
by Suresh Soni (Bhagwat's lieutenant) along with LK Advani. What compounded
the fact was that Income Tax raid was carried out just a day before
something that weakened the ground for Bhagwat.
BJP National Council to meet in Bhopal
The meeting of BJP National Council is likely to be held in Bhopal between
of February 15 to 20, 2013.
Rajnath Singh to announce new team in March
?
Rajnath Singh, BJP President may announce his new team by the first
week of March 2013.
Is WEF still relevant for industry?
With the world economy getting wobbly, summits like World Economic Forum
(WEF) is getting irrelevant to attract foreign capital and money especially
for a country like India that can churn its own domestic capital. WEF
is now being termed as a 'failures club' its now just a networking club
rather than a capital club say industry watchers.
Is NCP working at getting close to BJP ?
The resent comment of condemning Shinde's statement on saffron terror
by the NCP is being read as a gradual cozying up to BJP .

Fight false cases foisted on reserved category officers
The focus in future will be to fight false cases foisted on reserved
category officers and also bad CR's. This has to be taken on prirority.
It's time for action now and no point in wasting time in defending reservations,
the debate is never ending.

Anti-reservation comments
It is easy to agree with the comment that whisphersinthecorridors publishes
only anti-reservation comments. I have read many contrary views too.
However, there are not very strong logics which can be put forward for
defending the reservation policy in its present form which is politically
motivated to capture votes. On the other hand, there are strong reasons
why it should be revised and that is what most of the comments in your
site state. I respect other views; but nobody seems to be taking a fair
and reasonable view that the present policy is not only anti somebody
but is benefiting repeatedly the same families and not the needy SCs.
I would again request answers to four questions I put on your website
on January 15. As regards not givingdeserving CRs to SCs, I had seen
cases where SC officers did not give good CRs to their SC subordinates.

Do away with present reservation policy
It is time we do away with the present reservation policy which is
based solely on caste. In our country there are thousands of SC/ST/OBC
castes. Among these castes itself there are forward and backward castes,
wealthy and poor, and highly educated and illiterates. The former cornering
all the benefits of the latter. One can see the proliferation of certain
wealthy castes from certain states in the central services all over.
Some use this reservation benefits to even three generations. These
people who have swindled all the reservation benefits have done very
little for the benefit of their community. Many for their social upliftment
marry from upper castes. I can reel out names of politicians and bureaucrats,
who have done so. It is these people who cry hoarse against creamy layer
concept. It is these people who shout at people like Dr. Nandi. One
need not search for finding reason as to why these castes are generally
remain backward even after 60 years of reservation. We should do away
with this caste concept and bring in reservation only based on economic
grounds.

Data needs to be analyzed
The data relating to number of persons availed benefits of reservations/relaxations
needs to be analyzed to decide whether to continue reservations or not
for those persons who availed the benefits in past. To the best of my
knowledge, inspite of lapse of more than 6 decades about 40% vacancies
still exist in Group-A posts, the probable reason for that seems half-hearted
efforts. Its pity that reserved officers are not allowed to rise to
the higher posts as their ACR's are intentionally made below bench mark
or they are entangled in false cases.

Regulator should also be perceived to be above board
The regulator should be like Julius Ceaser's wife. Not only he should
be above board but also be perceived to be so.

IT dept believes only in one way communication
It is a fact that I.T. Department believes in one way communication
only. One can't understand as to why communications from individuals
be replied. With computerisation of the entire tax net work, the Department
should acknowledge the receipt of all communications. Further when they
send notices or refund orders, they should indicate the details as to
how they have arrived at a particular figure. It's time CBDT and Finance
Minister take note of it and take appropriate action.

Mystery doesn't shrouds promotion
Sorry. No mystery shrouds promotion of 1991 batch of Custom officials
to Commissioner. And 43 posts are NOT lying vacant for last one year.
Please check your facts before reporting.

A well deserved elevation!
Dr Varesh Sinha is new Chief Secretary of Gujarat.
A K Saxena (A retd. civil servant)
He epitomises the best in Civil Services
Vivek Rae's qualities are well known. A rare human being, he epitomises
the best in the Civil Services. To lend ourselves to innuendo in the
matter of his appointment as petroleum Secretary is demeaning to Mr
Rae. Without knowing him personally and basing the observation solely
on his work in his official capacity, it is clear that the kind of person
that he is, he will never respond to such insinuations. However, as
neutral observers without a stake in the appointment, let us congratulate
the Government on a happy choice and wish him the very best in his new
role (not that he has ever caviled at whichever role he is assigned).
Arjun Malik
Congratulations to Vivek Rae
Congratulations to Vivek Rae for his appointment as Petroleum Secretary.
He is known for his integrity and intelligence and has come up without
any godfather or mentor. I wish him all success in his new assignment.
