Military prowess of India has no relation with Woman's condition
Military prowess of India displayed on January 26th should not be co-related with condition of women in India. Display of artillery and men and women in Military Uniform not only gives common man an insight into military strength of India but also to enemy nations. The world must know growing military power of India.

Fourteenth Finance Commission and Diagonal Devolution for Agriculture
While a Central Finance Commission is charged primarily with vertical and horizontal devolution of tax proceeds, Grants-in-aid to States comprise the largest component of funds which flow from its recommendations. Also, successive Central Finance Commissions have acknowledged that distribution and allocation of Plan funds is crucial to correcting the economic imbalances that have manifested in the development profile of various States. However, while recommending grants-in-aid, they have considered it expedient to address the needs of the States to the extent of their requirement only on the non-Plan revenue account. The logic is that Plan requirements are best determined on annual basis under the Five Year Plan in consultation with Planning Commission, which determines Plan grants. In recent times, perhaps the Ninth Finance Commission was an exception in that it recommended Plan grants. The Thirteenth Finance Commission recommended specific grants for improving outcomes in different identified sectors viz., health, justice, UID programme etc. In the prevailing development paradigm, which places overriding emphasis on inclusive growth and the importance which attaches to agriculture in this context, the Fourteenth Finance Commission may consider recommending substantive grants for improving outcomes in agriculture in States which demonstrate potential yet lag in performance.
