Why did Finance Minister P Chidambaram meet Secretary level bureaucrats
last week? Of them two were ladies while one was Tamilian and a North
Indian each. Does this mean that the proposal of three months extension
in service to Secretary, Financial Services and Disinvestment , D K
Mittal has been shelved ? In view of the budget there was a proposal
for extension to D K Mittal.

Will Sridhar be Vigilance Commissioner in
Tamil Nadu ?
Dr T S Sridhar IAS (TN: 78) who narrowly missed the post of Chief Secretary
on January 1 is, according to TN secretariat sources, likely to be appointed
as the Vigilance Commissioner of the State. The assignment is considered
to be the stepping stone for the post of Chief Secretary. He has the
backing of the most powerful bureaucrat in the State K N Venkataramanan
- a retired IAS officer and the most trusted Private Secretary to the
Chief Minister. Nobody will be surprised if Mrs Sheela Balskrishnan
is eased out after a couple of months and Dr Sridhar is posted as Chief
Secretary as Mrs Balakrishnan's appointment as Chief Minister did not
have the blessings of Venkataramanan who has an important and even final
say in the postings and transfers of both IAS & IPS officers in
the State.
Mrs Archana Ramsundaram to be DGP of Tamil
Nadu ?
In case the two year fixed tenure for the current DGP of Tamil Nadu,
Ramanujam, is not approved by the Centre, there is thinking to appoint
a 1980 batch IPS officer Mrs Archana Ramsundaram as the DGP just as
the Chief Minister Ms Jayalalithaa has picked up Mrs Sheela Balakrishnan
as the Chief Secretary. Secretary to the Chief Minister, Mrs. Sheela
Priya IAS (TN: 77) is also a lady.

Jharkhand as who would grab the hot slot. The ongoing political crisis
in Jharkhand has made the scenario a bit hazy; though for the time being.
S K Chaudhary's retirement is due on January 31 whereas DGP G S Rath's

Empanelment Deluge
WIC is presently deluged with hard facts about empanelment of officers
for posts at various levels in Government of India. For consideration
and selection at a particular level, the officers represent a cross
section of different services and belong to different vintage. This
has generated considerable excitement and anticipation among empanelled
officers and their well wishers, which is understandable. However, the
empanelment phenomenon is in some ways reminiscent of vehicles of all
make, shape and size being allowed entry to a dedicated parking lot
of grand prix after successfully undergoing a rigorous process of certification
but without each necessarily being assured of a parking slot much less
participation in the main event.

Abolish reservations
All reservations should be abolished whether for recruitment or promotion.
All appointments and promotions should be on the basis of merit alone.
Even the short sighted constitutional provision expired long back. This
policy has done great harm to governance in the country. Even Sai Baba
advocated abolishing reservations but he said that there should be universal
and free education and health care for all Indians irrespective of caste,
creed, religion or gender.
