SAIL production grows by 2% in Apr-Dec '12 (UPDATED)
The new year 2013 began on a positive note for Steel Authority of India Limited (SAIL) being headed by C. S. Verma , as the company recorded growth of 2% in hot metal, and 1% and 2% in crude & saleable steel production respectively for the period April-Dec 2012 over the corresponding period last year (CPLY). Production of hot metal, crude steel and saleable steel for the 9-month period stood at 10.7 million tonnes (MT), 10.09 MT and 9.25 MT respectively. On the front of techno-economic parameters of production, SAIL's performance was marked with an improvement in energy consumption, blast furnace productivity and power generation by 3%, 3% and 5% respectively. The April-December 2012 period saw development of new products in the company. SAIL Bhilai Steel Plant supplied special soft iron magnetic plates for the prestigious India-based Neutrino Observatory (INO) project of Bhabha Atomic Research Centre (BARC). SAIL plants at Bokaro and Salem started production of IS 2062 E450 and E 350 HR Coils tailor-made for Indian Railways.

RTI has a lot of mischief potential

While RTI is a good Act, it has a lot of mischief potential as is depicted by the case law given by you. A person can file an application again and again and expect the PIO to provide copies of the documents repeatedly as if the PIO has no other job to do. There should be some sort of control on such mischievous applicants.

"Single-Point-Directive must be reviewed to curb corruption."

Provision of the pernicious "single-point-directive", that exempts senior bureaucrats of the rank of Joint Secretary and above from direct probe by CBI in corruption cases, without prior prosecution sanctions of GOI, must be revisited. The Apex court in 1997 had quashed the exemption clause incorporated in the executive resolution of 1964 that created the CVC. The GoI, however, decided to restore it with statutory force through incorporation in the CVC Act.

According to reply by DOP&T to a Parliament question, the GoI during the last four years, denied sanctions in respect of 15 officers of the level of JS and above, against whom the CBI had solid evidences of graft charges. Worse, 14 cases, filed by CBI had to be closed for want of prosecution sanctions.

The law cannot inhibit probe against senior bureaucrats and public sector executives and cover merely junior officers and PSU executives. Restoration, based on discrimination, is bad in law. Its
Constitutional validity must be examined by the Law commission, legal luminaries in the light of principle of "Equality before law. Need it be mentioned that the level of JS and above is the cutting edge level for policy decision making and the scope of corruption is high.

Let's put homeless in jail and criminals in a night shelter.

They would be entitled to free food. They would have access to showers, hobbies and walks. They'd receive unlimited free prescriptions, dental and medical treatment, (even wheel chairs) etc; and they'd receive money instead of paying it out.

They would BE constantly monitored, so they could be helped instantly, if they fell, or needed assistance.

Bedding would be washed twice a week, and all clothing would be ironed and returned to them. A guard would check on them every 20 minutes and bring their meals and snacks to their cell. They would have access to a library, weight room, spiritual counselling, and education. "Clothing, shoes, slippers, medical aid would be free.

Private, secure rooms for all, with an exercise outdoor yard, with gardens. Each person would have an access to computers, TV, radio and daily phone calls. There would be officials to hear complaints, and the guards would have a code of conduct that would be strictly adhered to.

The criminals would get cold food, be left all alone and unsupervised. Lights, if available, and showers at public conveniences when available. Live in a dormitory and pay for any facility and have no hope of ever getting anything better.
