Whispers in the corridors of power have it that Sanjay Garg may move
to Department of Defence .Garg's name is in the panel awaited for ACC's
approval. Garg, a 1994 batch IAS officer of Kerala cadre, is serving
as Secretary, Finance Expenditure, Government of Kerala.
L C Goyal gets additional charge
The assignment of additional charge of the post of Secretary (Coordination
and Public Grievances), Cabinet Secretariat has been given to L C Goyal,
IAS (KL:79), Special Secretary, Cabinet Secretariat, for a period of
three months with immediate effect or until further orders, whichever
is earlier.

The Joint Secretary in EAM's office managed a plum posting to Geneva
after only 18 months of stay in headquarters. The Director in Foreign
Secretary's office has also managed his choicest posting in less than
2 years. The case of Deputy Chief of Mission to Washington is most blatant.
He spent much less than 2 years in Frankfurt as Consul General and still
got 3rd posting to US. No rules apply to these unabashed officers.
Bhanu Upadhyay poised for IG, SSB
As the grapevine has it, Bhanu Upadhyay is all set to get the promotion
as IG, Sashastra Seema Bal. Presently he is serving at SSB force HQ
as DIG. He belongs to SSB cadre.

After the appointment of Rajan Gupta as DG, BPR&D it is the turn

Manish Sharma to go to USA for two years
The 1992 batch Madhya Pradesh cadre IPS officer Manish Shankar Sharma
will be proceeding on a Merit Based Fellowship for 2 years at the University
of California San Diego, USA to pursue higher Masters Programme in Policy
with a focus on Security. The Fellowship has been offered subsequent
to a thorough evaluation of several strong candidates, on the basis
of excellent credentials of Sharma. This programme is the only one of
its kind in the USA which concentrates on the emerging and dynamic Asia
Pacific Region including India had received several fellowship offers
from top ranked universities of the world including National University
of Singapore, Columbia University at New York, University of Texas Lyndon
B Johnson School and George Bush School of Government, among others.
Will Pruthi replace Prerna Puri in Chandigarh
?
Grapevine has it that a 2006 batch IAS officer Mona Pruthi may replace
her batchmate Prerna Puri as Secretary in Chandigarh. Her deputation
to Delhi Government has been cleared and she has joined the Chief Secretary's
office.
M M Handa to succeed P C Jain as GM, BEL
M M Handa, General Manager, Export Manufacturing, Bangalore, Bharat
Electronics Limited (BEL) has been appointed as General Manager, Missile
System in place of P C Jain who will take over as Director (Marketing)
in the same organization in September succeeding H N Ramakrishna due
to retire in August.
Rear Admiral Chawla to be Western Fleet Commander
Rear Admiral A K Chawla is being appointed new Western Fleet Commander.
He is presently Assistant Chief of Naval Staff Policy and Planning.
Book in Hindi written by a Tamil IAS officer
Madhya Pradesh cadre 1982 batch IAS officer K Suresh who is a Tamil
has written a book in Hindi " 21 Bihari Aur Ek Madrasi ".The
book which contains interesting accounts of the diverse experiences
was released by Madhya Pradesh Chief Minister Shivraj Singh Chauhan
in the presence of Chief Secretary R Parasuram and PS to the CM Manoj
Kumar Srivastava.
P Subrahmanyam poised for central deputation

BEML bags Rs.747 cr order from Delhi Metro
(UPDATED)
BEML Limited, a Public Sector under the Ministry of Defence, has bagged
a new order worth of Rs.747 crores for manufacture and supply of 92
sets of Standard Gauge Metro Cars for the prestigious Phase III, RS-9
Project of Delhi Metro Rail Corporation Limited (DMRCL). This Order
will boost the present Order Book position of BEML to Rs.6,400 crores.
In addition, major orders for manufacture and supply of Standard Gauge
Driverless Metro Cars for MRTS Phase-III Project from DMRC and orders
for Mainline Passenger Coaches and Stainless Steel Sub-Urban trains
are on the anvil.

Great move of India post
It's a great move from India post to enter the banking sector. Even
Indian railways which is a huge organization should plan to start Indian
railway bank as it deals with lot of revenues from passenger and freight
customers. The new technology of e - ticketing, e- payments, help the
customers if railways have their own banks. Important stations can have
banks, and railway revenues can be deposited in these banks at the stations
rather than going to nearby nationalized banks. Employees can have their
salary accounts and deposits in these banks. Railways have their own
accounts service officers who can monitor the banking activities. With
this type of diversification it will not only benefit railway customers
who are mostly middle class, and lower class but also use the location
advantage of stations for serving the public and also increase the profits
for railways .Even on board banking services can be introduced in Rajdhani,
Shatabdi and important trains.

Death of social values - urge to take action
Last Saturday or Sunday, Color TV was telecasting its programme 'Jhalak
Dikhlaja'. In between the programme, one of the host has asked one foreign
partner to speak one dialogue 'Ek Chutki Sindoor ki keemat
.'.
When she was about to speaking this dialogue, I think one of the judges,
Karan Johar has rightly understood what will be her ascent for this
sentence and wanted to stop her, but by that time she has already spoken
that sentence, but as it seemed interrupted by the host, he has again
asked her to speak, although every viewer may have understood what was
going on in her ascent (double meaning) and what she has pronounced
one particular word from this dialogue. Now my concern is i) this is
definitely not been live telecast of the show, if this is so then ii)
why judges have not ordered to edit that part of programme even though
one of the judges is a yesteryears heroine and iii) why producer of
this programme has allowed such double meaning sentence to be televised
on prime time. Is this just to increase TRP? Is there no authority in
our country to see and penalize/stop this type of programme in the name
of entertainment ? I request through this forum to kindly forward my
request to at least Censor Board/ Information & Broadcasting Ministry
to have a look on this type of programme which indirectly increases
the show of vulgarity/exploitation of women in the name of dance/entertainment.

Historical SC Judgement.
It is a good judgement. The crux of all the criminality in the country
is (Justice delayed is Justice denied). Justice is depicted as (folded
eyes). It means, look inward to your soul and do not look at 100 angles.
Where is the justice when the innocent people are suffering and the
criminals are managing freedom through lawyers and Judges. Grave criminal
cases are dragging in the Courts for decades and decades. The populist
headlines will hardly work. Numerous cases of (Contempt of Court) are
pending. The soul of the Constitution says (separation of power)where
as in practice it is amalgamation of power. Jai Hind.

Why delay Senior appointments in Railway Board ?
In our management theory there is a saying that Delay Indicates Corruption.
Certainly there is a big scam and if CBI is true to its duty must look
in each and every files of the senior officers and I am sure they will
lay hands on a pandora box of worms ?
