Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie
has conferred on Dr C V Ananda Bose its prestigious fellowship. Dr Bose

Suggestion to Finance Ministry
I have a humble suggestion to Finance Ministry that hords of delegations
keep on visiting foreign countries even different divisions of a ministry
keep on visiting the same country again and again on different issues
draining out the exchequer on a ritual basis. From my personal experience
I would suggest an institutional mechanism can be chalked out beginning
with SAARC countries where we can discuss all issues with a delegation
concerning different Ministries once in a year and vice versa. This
will not only save a lot of foreign exchange but all issues can be discussed
in different sessions meant for different departments. This will stop
the practice of leading large number of delegations to same country
and will result in better coordination between Ministries and MEA can
be the nodal ministry to chalk out a calendar beginning with SAARC countries.
If it works out it can be replicated, resulting in saving of foreign
exchange and waste of manpower in unnecessary travelling abroad at the
cost of tax payer's money.

Income Tax department's apathy
You post the ITR V to the Bangalore CPC office and even after two weeks
have expired there is no response. They want us to access their website
and find out the 'ITR V Receipt Status'. So for their inaction and delay,
they impose more work for the taxpayer who has already done his part
by filing the IT Return and then downloading the ITR V, taking its printout,
signing it, putting it in an envelop duly stamped, and posting it to
the CPC. The ITR V 'Receipt Status' in their website will simply say
'Not received'. They then want us undertake the above rigmarole of sending
the ITR V all over again! For their indifference, negligence and inaction
they further harass the citizen who has done his part. When two envelopes
with two ITR V forms in respect of two individuals were posted together
in the same postbox at the same time on the same day, how can they take
the stand that one was received and one was not received. Does this
not show the incompetence and apathetic behaviour of the personnel in
the CPC office ? The top officials should look into this, as this apathy,
inefficiency and arrogant unresponsiveness of the offices are the main
reason for the disreputable image of the department.

What a serious crime!
As many 22 children (few of them still critical) have died eating mid-day
meal in a primary school in Bihar. Did they go to study or die in the
school? Is mid-day scheme meant to lure our poor children to school
or to murder them. Whosoever is responsible for providing poisonous
food laced with pesticides needs to be hanged. It does not matter whether
it was intentional or accidental. There is definitely lack of care in
supplying provisions for the food. What we saw on TV in the school principal's
storage place was shocking. Rotten potatoes, atta with worms creeping
in it, dirty cans of oil, fertilizers and pesticides kept side by side
with food items. It is height of negligence and criminal indifference
to what we are giving to these children. There is no point in having
this scheme if the quality of food we give to our little children is
of such poor quality and sometimes peppered with lizards, snakes, cockroaches
and sundry other creatures. Why is there lack of supervision of provisions
and actual cooking of food in the schools under this scheme ? The 'murderers'
of these innocent children should not get away unpunished.
