Four names in the fray of PPS to Jharkhand Chief Minister?
Whispers in the corridors of power have been
doing rounds regarding the appointment of Principal Private Secretary
to Jharkhand Chief Minister Hemant Soren. As many as four IAS officers
are in the fray namely; J B Tubid, Sukhdev Singh, Nitin Madan Kulkarni
and B K Tripathy. Though all the four form the list of preference but
the final choice would unfold the pace, priorities and alignment of
Hemant Soren's approach towards the administration? Tubid and Tripathy
belong to 1983 batch, Sukhdev belongs to 1987 batch and Kulkarni belongs
to 1995 batch.

Mid day meals: Fix administrative responsibility
In the backdrop of death of 23 children who were given poisoned midday
meal , HRD Minister has formed a 20 member committee to monitor mid
day meals scheme. I think for better results he should utilise the services
of officer like Ashok Khemka and make him in- charge of mid day meal
scheme . Further instead of IAS officers being sent on foreign junkets
as part of mid career training, they should be made to visit government
run schools, anganwadis , primary health care centres. Administrative
responsibility also needs to be fixed.

Mid Day Meals - it happens only in India
Recent incident in Bihar in which children died after taking mid day
meal is beyond shocking. Such incidents can happen in India only. Government
takes pride in touting Mid Day Meal scheme as the largest school feeding
scheme in the world. In a country of India's magnitude, anything and
everything will be largest in the world anyway. About 15000 crores of
rupees are spent on the scheme every year. But what is the achievement?
The scheme has not helped increase the enrolment or attendance. Statistics
given by the Government which are in turn provided by the States are
not truly correct. These keep on changing frequently. States inflate
the figures just to get more and more funds from the Centre. I know
this. But more importantly, the programme is a big disturbance in the
schools. Once a senior officer on tour to a State to inspect the programme
was mobbed by the mothers of school children who told the officer that
they could feed their children, you just provide them education. There
are many parents who feel and say the same. The programme is being implemented
upto primary classes under the directions of the Supreme Court. Court
probably gave this direction because grains were being provided to the
students, which they exchanged in the village shop for cigarettes, bidis
etc. Nobody suggests abolition of this programme, but its implementation
should be consolidated at primary level and the programme should not
have been extended upto upper primary level. Chairperson, UPA wants
this to be extended upto secondary level! There is hunger in this country
no doubt, but schools are meant to educate children and people send
their children to school to learn and not because they are provided
free lunch there. Government should be knowing this.

Develop own method of protest
I am practicing one form of protest. As I don't like vendors encroaching
road, unauthorised hawkers in trains so I refrain myself from buying
anything from them. Likewise if you know the tricks of the TV programme
producers, you should stop viewing their programme which though may
not affect their TRP drastically but will affect to a little extent.
We should think of our own method of protest and some day it will definitely
bring result.
