Abha Shukla is unlikely to join as Joint Secretary Films in the Ministry

DRMs postings in Indian Railways
Grapevine has it that the recent postings of DRMs are biased. While
the higher ranked officers in the panel have been sent to far flung
and insignificant Divisions, others have been picked and chosen for
better. Even the rule for first vacancy, first candidate in panel has
not been followed for postings. That's after so much of recent news
from the Rail Mantralaya!
Sandhu to mark as 2nd ever diplomat to be posted to US for three times
Taranjit Singh Sandhu, all set take charge as Deputy Chief of Mission
at the Indian Embassy in Washington, would be the next Indian diplomat
after T P Sriniwasan to be posted to the United States for three times.
The IFS officer of 1988 batch had been known for having effective diplomatic
relationship among the US lawmakers during his previous stint in US.
He will succeed Arun Kumar Singh presently serving as Indian Ambassador
to France.

Why orders of Sood for posting as Director
(Tech.), SECL delayed?
Why the orders of C B Sood, ED, CIL, for the appointment as Director
(Technical), South Eastern Coalfields Limited (SECL) are being delayed
? The post has been lying vacant since March, 2012 with the appointment
of Gopal Singh as CMD, Central Coalfields Limited (CCL). However, Sood
was selected at PESB meeting on October 30, 2012, but he is still waiting
for his orders.

Are there two CVOs serving the CONCOR?
Going by the payrolls one may find two officers serving the CONCOR as
CVO. K Rajeshwar Rao, the 1988 batch IAS officer of AGMUT cadre and
previous CVO CONCOR, is currently pursuing study-program in National
Defence College whereas Anil Poddar, an IPOS officer, has recently succeeded
Rao as the CVO CONCOR. The matter of two officers running on the payrolls
of CONCOR has been a matter of discussion these days in the corridors
of power.
Meena yet to join as Jt CP, Gen. Admin, Delhi
Police
Mukesh Kumar Meena is yet to take the charge of Joint CP, General Administration,
Delhi Police for which the orders have already been issued. Meena is
a 1989 batch IPS officer of AGMUT cadre currently serving as Jt CP (Security).
He is awaiting the officer to get back from leave to hand over the charge
of the slot. Presently Deependra Pathak is in the charge of Jt CP, Gen.

Post of Jt CP (Traffic) has been lying vacant in Delhi Police
The crucially important slot of Joint Commissioner, Delhi Police (Traffic)
has been lying vacant after Satyendra Garg was transferred to Mizoram
as IG in September last year. Presently Additional Commissioner (Traffic)
is in the charge of the slot.

Delhi
The Department of Personnel and Training (DoPT) has invited applications
for the post of Member, Staff Selection Commission (SSC) (Hqrs), New

away in Italy. Srivastava, 93, is survived by two daughters.
CWC's Warehouse at Jatni inaugurated
Central Warehouse, Jatni (near Bhubaneswar, Odisha) with 15,000 MT storage
capacity was inaugurated on July 19, 2013 by Naveen Patnaik, Chief Minister
of Odisha in a function presided over by Prof. K V Thomas, Union Minister
of State (Independent Charge) for Consumer Affairs, Food & Public
Distribution. Dr P K Patsani, MP, Bhubaneswar, PK Deb, Minister of State
(Independent) for Food Supplies & Consumer Welfare, Government of
Odisha, BB Balabantaray, MLA, Jatni and other senior dignitaries were
present on the occasion. BB Pattanaik, Managing Director, Central Warehousing
Corporation (CWC) in his welcome address informed that CWC is presently
operating 22 warehouses in the State with a storage capacity of 3.42
lakh MT. The storage capacity which is predominantly utilized for storage
of foodgrains (about 83%) is also utilized for storage of fertilizers,
cotton bales and stocks belonging to farmers and traders. Pattanaik
also informed that with about 105 acres of land secured from the Government
of Odisha at 15 locations, CWC has already constructed 1.40 lakh MT
during the last 2 years. Besides creating storage capacity of its own,
CWC is also assisting the State in augmenting the scientific storage
capacity which is a critical need of the hour by acting as a Project
Implementing Agency for Odisha State Warehousing Corporation (OSWC),
Odisha State Civil Supplies Corporation Ltd. (OSCSC) and Department
of Cooperation, Government of Odisha. Patnaik and Prof. Thomas, Union
Minister for State (Independent Charge) for Consumer Affairs, Food &
Public Distribution lauded the efforts of the CWC in augmenting storage
capacity in the State for facilitating smooth paddy procurement operations
as well as for running the Public Distribution System.

DOPT instructions openly flouted
The Department of Personnel & Training had issued an O.M. No.44011/4(s)/2007-Estt.
(B) dated 22nd February, 2010 regarding "Utilisation of the facilities
of Central Public Sector Undertakings". As per the instructions
contained in the O.M. 'If, for any exceptional circumstances, any officer,
for a bonafied purpose related with official duties connected with the
CPSE entrusted to him, has to utilize the facility from a CPSE, the
Secretary in the Ministry/Department will have to authorize such usage
for specific period after careful assessment of the situation'. The
instructions of the DOPT is being openly flouted by all the Ministries.
Officers are taking transport allowance along with their salary and
at the same time using the vehicle of PSUs for personal purposes. Some
Ministry officials have captured rooms in the guest houses of PSUs for
years, wherein their children, relatives & friends are living for
one purpose or the other at the PSU cost. The officials in the Ministries
have stopped working. Their job is being executed by the employees of
the PSUs. In this regard it could either be that there is shortage of
staff in the Ministry or the PSUs are over staffed. As tax payers money
is involved for paying salaries of the government employees, this situation
needs to be rectified. Not to forget the other facilities of PSUs being
availed by the officials of Ministries. The biggest defaulter is the
Ministry of Power. Information through RTI applications is being compiled.
Be ready for PIL wherein the Secretaries will be called individually.

RTI case makes interesting reading
The RTI case makes a very interesting reading while raising many questions.
What is the exact status of the DoPT regarding issue of circulars or
OMs? Does the DoPT have powers to issue any such "clarifications"?
If not, are the earlier OMs issue by the DoPT on the DoPT liable to
be termed as illegal? What are the remedial steps being taken to address
this problem? Many questions but alas! Few answers.
