Whisper about Railway Board Chairman
Heard in the corridors of Cabinet Secretariat that a file has already started on the direction of some PMO officials to post a technically competent candidate from non Railway Services to check the menace in the Railway Ministry. Apparently it has been proposed because an IAS, if posted as Chairman may not be able to handle such complicated Ministry. Whereas within Railway Board a lot of heart burning is going on among Members for becoming Chairman, Wait and watch !!

Dilip Chenoy, MD & CEO, National Skill Development Corporation (NSDC) made a presentation on "Leveraging the NSDC Skills Ecosystem for Training and Standards." The function was attended by a large number of Chief Executives, Directors and senior executives of CPSEs besides senior government officials. Verma in his address emphasized the need to focus on the training of the young population of the country. The demographic profile of India is changing making the country one of the youngest nations in the world. There lies a great opportunity to leverage the nation's young human resource to help grow the country economically. Chairman SCOPE said, India requires 347 million skilled manpower in the next 10 years. This is a daunting task as there is acute shortage of skilled manpower. Public sector enterprises can play a pivotal role in bridging this skill deficit in the country. Rawat in his address emphasized that skill development training should be broad based for developing trainer entrepreneurs in the country. These entrepreneurs should set up their own enterprises to train people all over the country and abroad. He said the world population is ageing and the advantageous demographic dividend India has should not only focus on meeting the domestic requirements but should cater to the world. Secretary DPE also emphasized the need to integrate other factors such as health, hygiene, yoga etc with skill development to ensure overall development.

Bank of India hands over dividend to Finance Minister

Ab IAS ko lakar Railway ka pura bhatta hi baithana chahte hai kya?

In Railways the lower rankers of Civil Services are already working in IRTS,IRAS,IRPS and RPF services. There are many departments which have only IAS in key posts and the corruption and inefficiency is highest in these departments. Please forbid Railway. I suggest to conduct one common IQ test of all Central Govt Gr A officers after 10,20 and 30 years and you will find that many IAS will not find place in top list and you will find many officers of other services in merit list. Please give weight age to merit and come out of bias of labels (like IAS).

IAS are generalists

In the Ministry of Railways the generalist cadre people, during their induction training, are also taught about technical matters like locomotives, wagons, bogies, couplers, hose pipe, brakes, electrification, civil & mechanical engineering, economic, statistics and planning. Long back, dating to the years 1990s, in one of the COS meeting Cabinet Secretary asked one newly appointed IAS Joint Secretary in the Ministry of Steel that you are talking about supply of "çoking coal to the Steel Plants" do you know for what purpose coking coal is used. The latter said Sir I don't know. Coking coal is fuel used for melting steel in Blast Furnace in steel mills. You cannot expect an IAS officer to be versed with technical terms of Railway operations. As on date only one Ministry is beyond the reach of IAS and that is the Ministry of Railways. Railways have their own budget, RPF and Inspectorate of works. They are not dependent on any other Ministry. When the Britishers left the country they had left behind only two posts of Principal Secretary to the Government of India one is the Cabinet Secretary and the other Chairman-Railway Board.

Appointing a single agency for entire Delhi is wrong

Recently CGHS has appointed a new agency to supply medicines to the dispensaries in entire Delhi. They are not able to supply medicines with the result one has to make number of visits to get the medicine. Added to this, medicines are not supplied and the individuals are asked to buy on their own and get reimbursement. CGHS authorities should review this decision and appoint more agencies for supply of medicines so that beneficiaries are not harassed.
