HAL Delivers Pilotless Target Aircraft- Lakshya
to BDL ahead of schedule (UPDATED)
The Hindustan Aeronautics Limited (HAL) has ahead of schedule delivered
the first Lakshya-1 (Pilotless Target Aircraft) to Bharat Dynamics Limited
(Hyderabad). HAL's Managing Director (Bangalore Complex), K. Naresh
Babu, handed over the delivery documents to Director (Production) BDL
AVM P.K. Srivastava VSM (Retd). The aircraft delivered ahead of schedule
in record 15 months against 24 months of normal manufacturing cycle
time will be used by the Indian Army", says Dr. R. K. Tyagi, Chairman,
HAL. HAL is the only company in the country producing UAVs like Pilotless
Target Aircraft. The company has so far produced 39 Lakshya-1 aircraft
at its Aircraft Division, Bangalore. These aircraft are used by Indian
Air Force, Indian Navy and DRDO. HAL executives including General Manager
(Aircraft) T Mohapatra and Chief of Projects M. N. Shrinath were present
on the occasion .

Really unfortunate
Chandan Mitra's outburst against Dr Amartya Sen is really unfortunate.
Mitra should have known that Bharat Ratna or no Bharat Ratna Dr Sen
will remain a renowned international figure. It was really in bad taste
for Mitra to comment on Dr Sen.

CCS Conduct Rules
As per CCS Conduct Rules, the Government servants are liable for punishment
if they form a group and submit a written representation each one of
them signing on the single letter. In fact the government employees
are required to make individual representation. The Parliamentarians
are being paid by Central Government through the hard earned money of
the Tax Payers. All the Parliamentarians who signed on a single letter
to addressed to the US to the President recently should all be punished
appropriately.

Matter between private parties is not
a matter of public interest
The appellant filed an application under the Right to Information
(RTI) Act with the Office of the Chief Commissioner of Central
Excise seeking information on some points mainly being compliance
of Dowry Prohibition Act by the said person with the mode of payment
for the said dowry articles along with the bills/ receipt of payment,
his pay scale, asset declaration as per government servant rules
and list of gifts received for his daughter's marriage as per
government servant rules. The Public Information Officer (PIO)
denied for disclosure claiming it to be personal information which
is exempt from disclosure under section 8(1)(j) of the RTI Act.
During the hearing before the Central Information Commission (CIC),
the appellant stated that he is defending himself in a criminal
case registered with Women & Child Support under section 498A
& 406 of the IPC pertaining to dowry and related issues based
on false allegations. The appellant further submitted that false
dowry cases are a matter of larger public interest and hence the
information should be provided. The CIC ruled that the matters
concerning litigation between private parties cannot be said to
be a matter of public interest and is not sufficient to
lift the exemption granted under the statue.
Comments
The Delhi High Court had examined the issue of "public interest"
in the matter of Vijay Prakash Vs UOI (WP (C) 803/2009. In the
said case, the HC noted the argument of the petitioner that his
wife is a public servant; he is in litigation with her and requires
information in the course of a private dispute to establish the
truth of his allegations. The HC had held that there is no public
interest element in the disclosure of such personal information
in possession of the public authority. The HC held that the litigation
is a private one and the petitioner has not been able to justify
how such disclosure would be in "public interest".
