Why spare Parliamentarians ?
The Government servants are liable for punishment if they form a group
and submit a written representation, each one of them signing on that
representation. The Parliamentarians are being paid by Central Government
through the hard earned tax payers money. The Parliamentarians who signed
on the letter addressed to the US, President recently for not granting
VISA to Modi should also be punished and suspended from Parliament.
As it is, by not allowing Parliament, they are already wasting country's
scarce resource. In such situations their allowances could also be cut.

Don't react to such stupidity
President Obama has better things to do than read letters signed by
those who have no Agenda. Many of these fellows get elected on false
promises, on Caste considerations. Yechuri will talk but not file a
simple FIR despite saying his signature have been forged !They are not
governed by CCS conduct rules but by rules of survival. Some of them
will even get up and walk out when national anthem/ Vandematram is being
played. Let us watch the drama unfold. Hats off to our Home Minister
Shinde. We will forget this also very soon. Their letter will find its
right place - a shredder/ dustbin of Whitehouse, after it passes through
security check.(if at all, knowing who all have signed). Well, we are

Indeed shocking
A recent episode of misbehaviour of a Secretary of a gender sensitive
Ministry with a senior lady officer is indeed shocking. No doubt, inefficiency
and shoddiness in work should not be tolerated at all costs. But isn't
a Secretary of such a Department expected to be sensitive in her dealings
and behaviour with women employees of her own Ministry at least ?

Sufferings of CGHS pensioners
CGHS beneficiaries specially pensioners sufferings and discomfort are
increased even in case of emergencies. The bills submitted by pensioners
for reimbursement for the treatment taken during emergencies are not
processed with positive mind. The Zonal offices scrutinized bills like
audit and finding the faults that bills are not passed and normally
are referred back with objections. The Zonal offices should see the
case with pragmatic mind that treatment taken during emergency should
normally be cleared for the reimbursement if expenditure has been incurred.
Let CGHS should be forward looking in such matters.

As the case in the trial court then the information could
be disclosed
Referring to a trap case, the accused wanted the copy of the
FIR and the charge sheet filed from the CBI. The Public Information
Officer (PIO) refused to disclose information on the ground that
the CBI has been included in the second schedule to the RTI Act.
During the hearing before the Central Information Commission (CIC),
the respondent submitted that the prosecution in the case is pending
before the trial court and the same cannot be provided without
seeking the prior permission of the court. The CIC ruled that
the PIO cannot be directed to disclose any information in a case
of complaint under section 18 of the RTI Act.
Comments
In Chief Information Commissioner & another v. State of Manipur
& another in Civil Appeal Nos.10787-10788 of 2011, the Supreme
Court had held that Sections 18 and 19 of the RTI Act serve two
different purposes and lay down two different procedures and they
provide two different remedies. One cannot be a substitute for
the other. Under Section 18 of the RTI Act, the Information Commission
has no powers to direct the public authority to furnish the information
and such a power has already been conferred under Section 19(8)
of the Act on the basis of an exercise under Section 19 only.
