First quarter review of monetary and credit policy
The First quarter review has buttressed exchange rate as a deterministic variable influencing the stance of monetary policy. The policy acknowledges Rupee depreciation to pose systemic risks to macroeconomic stability and policy formulation. Though Wholesale Price Index (WPI) inflation is on a downward trajectory and is largely within the comfort zone, there are upside risks. Moreover, retail inflation is potentially close to entering the double digit territory. While asserting the inevitability of structural reforms, the policy rightly identifies Current Account Deficit a challenge to grapple with. A reform momentum has started but the key is to sustain the same not only in form but also in substance. Limits to growth has also been acknowledged and GDP growth forecast for FY 14 has been cut to 5.5% from 5.7% earlier. The status quo in policy was widely anticipated and has to be seen in tune with the recent measures announced over the past fortnight. The forward guidance from the policy that the recent liquidity tightening measures are aimed at checking undue volatility in the foreign exchange market and will be rolled back in a calibrated manner augurs well for stability in the financial market. RBI has also asserted that it is ready to use all tools at its disposal for quick response to adverse events.

Justice has been done in the case of IAS officer of 1983 batch, K Ashok Vardhan Shetty with the Supreme Court giving the judgment in his favour and dismissing the appeal of Tamil Nadu Government, which denied voluntary retirement from service (VRS). Shetty alleges that a senior IAS officer had suppressed facts from the Chief Minister, Tamil Nadu while rejecting Shetty's VRS and then going on appeal after appeal when the Government's stand was patently wrong. The State Government had filed an appeal with Supreme Court after Madras High Court rejected disallowing Shetty's VRS. He has neither been getting his salary nor pension since December 2011 due to the mischief of this one senior IAS officer. It is another matter that the misdeeds of this senior IAS officer got exposed by CM herself and he was summarily dismissed by her.

Durga Shakti should not be helpless

The Samajwadi party in UP, is twisting the real issue of Mafia Raj by giving it a communal colour. It is a lame excuse to ward off criticism against Durga Shakti's suspension. Strangely, suspension was ordered by CM's office without even calling for reports from the District Magistrate or Commissioner. Both are dumb like the Chief Secretary. No opportunity was given to the lady officer to defend herself under the principle of Equity and Natural Justice. Let the UP IAS Officers Association petition the Allahabad High Court for justice failing which a PIL by a social activist would be advised.

Shameful statement

It is shameful to read such statements from a Minister after having lost the seat. Wish they were fair when occupying seat and taking decisions. I don't know how long it will take for these reforms. Not much seems to be happening. Let's hope for better anyway.

Passport services

MEA has taken technology driven decisions to allow some of the services using mobile applications. Good approach but MEA should see how much time is taken to issue a normal passport after submission of the application. MEA should work out minimum and maximum time taken from the last six month data and try to reduce this time of delivery of passport. Also MEA should see min. and max. time taken after police verification to issue a passport. If this delivery time is reduced to 3-4 weeks then really real use of technology has been achieved. If delivery time remains more than a month then what is use of innovative technologies and their applications. Use of innovative technology is to reduce delivery time and MES must achieve it. Although working of PSK has improved a lot.

DATE WITH RTI

As the case in the trial court then the information could be disclosed

Referring to a trap case, the accused wanted the copy of the FIR and the charge sheet filed from the CBI. The Public Information Officer (PIO) refused to disclose information on the ground that the CBI has been included in the second schedule to the RTI Act. During the hearing before the Central Information Commission (CIC), the respondent submitted that the prosecution in the case is pending before the trial court and the same cannot be provided without seeking the prior permission of the court. The CIC ruled that the PIO cannot be directed to disclose any information in a case of complaint under section 18 of the RTI Act.

Comments

In Chief Information Commissioner & another v. State of Manipur & another in Civil Appeal Nos.10787-10788 of 2011, the Supreme Court had held that Sections 18 and 19 of the RTI Act serve two different purposes and lay down two different procedures and they provide two different remedies. One cannot be a substitute for the other. Under Section 18 of the RTI Act, the Information Commission has no powers to direct the public authority to furnish the information and such a power has already been conferred under Section 19(8) of the Act on the basis of an exercise under Section 19 only.
