HMT Machine Tools Ltd in path of turnaround
Public Sector HMT Machine Tools is on the path of a turn around, by bringing down the annual operating losses by 47% during the last year 2012-13. During this period the company has achieved a Sales Turnover of Rs 236.23 Cr, increasing its market share by 3%. Gross Margin at the year end is (-) Rs.12.17 Cr. against the previous year's figure of (-) Rs.22.96 cr. Kalamassery unit of HMT Machine Tools had achieved a Sales Turnover of Rs 63.14 Cr and a net profit of Rs 2.26 Cr surpassing the target of Rs 1.66 Cr. and is 4.5 times that of previous year. During the year the company has introduced 3 new products: 5 Axis machine, VTMC 500, SBCNC 80 and Angular Wheel Head CNC Cylindrical grinding Machine, AWH540. Five axis machine, VTMC 500 has bagged the prestigious FIE award in the IMTEX 2013. During last year the country has registered a negative growth of 21% in its consumption and production of machine tools. Compared to this industrial sector scenario, the company's performance stands better compared to previous year. The company is eyeing a yearly turnover to the tune of Rs 1000 Cr within next five years, according to its Managing Director, M D Sreekumar. "We have prepared our vision 2020 document wherein expanding our business horizon has been considered with due emphasis. Plight of pensioners as CGHS beneficiary
Once the hospital is empaneled by CGHS, it means any test can be done once it is prescribed by CMO dispensary or government hospitals. Why so many permissions are required for diagnostic purposes? Some empaneled hospitals are charging for emergency treatment even in cases like bone fracture due to fall from pensioners. When bills are submitted then CGHS asks why payment is made? Who is going to discuss so many things with hospitals in case of emergency. Even CGHS should not ask any question from beneficiary if the payment is made to empanelled hospital under duress for the emergency treatment of cases like fracture or heart attack when the bills are submitted for the reimbursement. CGHS will take note of cases taking treatment in emergency in empaneled hospital for the cases of pensioners when hospital has charged for the treatment. Let the reimbursement be restricted to the limits approved by CGHS in that category of the hospital. When fracture has occurred and treatment for casting, consultation and removal of cast including X-rays/lab tests all to be reimbursed. Whether Govt. pays directly to the hospitals or to the beneficiary for the treatment, it comes out to be same and hence to be permitted in emergency consultation and treatment. In cases of heart attack, all expenses for angioplasty, surgery and cost of stent etc. to be reimbursed limited to approved rates. Be sympathetic to pensioners and allow treatment in emergency without creating so many hurdles.

CGHS should make things easier
CGHS should make things easier for senior citizens. No individual would like to undergo diagnostic tests unnecessarily .Therefore asking for prior permissions should be done away with. Labs should do the tests on the prescription of specialists free of cost and raise the bill against CGHS.

Don't increase retirement age
At no cost the retirement age should be increased to the level of 62. Why people want to cling themselves to their seat? One day you have come into this world and one day you will have to go after your innings is over. We should not fiddle with nature. Retirement brings in opportunity job opportunity for youngsters be it be in the Government or private sector. As per the 2011 Census 60% population of the country is constituted by the people in the age group of 1 to 35 years. We should explore all means of providing employment to the emerging be it be in the government or private sector. If we will not do this, then we will be facing with the situation of mobocracy/civil disobedience as being experienced in some of the countries in the West.

Revisit the policy
What happened at Uttarakhand was more or less fall out of policy of government. I belong to Himachal Pradesh and am an agriculturist. Our land was redistributed to kastakars who were ploughing our fields in 70s on the plea that the land belongs to the person who ploughs it. There was no rider attached to it that these persons who got land would use it only for agricultural purpose otherwise it would be returned back to the owners from whom they received it. Fair enough. But has anyone tried to have impact study of such a law as on date. No and they would never dare to have such an impact study. The agricultural land given to so called kisans has gone into the hand of builders and real estate developers. Why the person would continue to sweat out in sun when he is promissed so handsome amount which he could not get in decades from ploughing fields. The low production of agricultural output is somehow related to this very

policy of Government. It is time for the government to revisit this policy and put orders that hence forth such person will lose title of land if it is found that agricultural land has been converted into commercial or housing use.

Denying cadre restructuring benefits

Official Language department is denying cadre restructuring benefits to its staff. Cadre restructuring was done in OL dept. in December 2011 in order to tackle stagnation but even after almost one and half years benefits of this exercise have not reached the suffering staff who still languish in silence. Almost 90 per cent staff is working on adhoc basis for the last six odd years. They regularize staff at their sweet will. More than 80 posts of Assistant directors are lying vacant and eligible candidates are there but still they are not promoting the staff. Red tape and lethargy reign supreme in OL Dept.
