Why did Chandrasekhar not join NTRO ?
Mystery shrouds the refusal by Rentala Chandrasekhar to join as Head
of the National Technical Research Organisation (NTRO).Infact, appointment
of 1975 batch IAS officer Rentala Chandrasekhar who retired as Telecom
Secretary to the post had been announced only last month and was supposed
to join on July 1.

Former Telecom Secretary Rentala Chandrasekhar is all set to succeed
Som Mittal as head of Nasscom. Name of the former 1975 batch IAS officer

ONGC sets new Ultra-deepwater drilling world
record
ONGC, a leading E&P Company and a major operator in Indian deepwaters,
has spudded a well in 10411 feet (3174 m) of water depth on 18th June
2013. The well # 1-D-1 in Exploratory Block KG-DWN-2005/1, off East
Coast of India, is being drilled by rig DDKG1. This enabled ONGC to
surpass its own earlier world record set in January 2013, for drilling
a well in deepest water depth. Over the years, ONGC has developed a
formidable capability in ultra-deepwater drilling. Since 2004, ONGC
has drilled over 100 deepwater wells. A large number of these wells
are in daunting water depths beyond 5000 feet in environmentally and
logistically difficult areas of Indian East Coast and West Coast, ranging
from Gujarat offshore to Mahanadi offshore including 6 wells in Andaman
offshore. Out of these, around 25 wells have been drilled in water depths
of 5000 feet to 7500 feet and 16 wells in water depths of 7500 feet
to 10000 feet. The current world record well # 1-D-1, which is under
drilling, is the 3rd well in beyond 10000 feet water depth.

Call to all Honest Government Employees
Your website is visited by thousands of visitors every day. As all
of them are aware, corruption especially in high places, has completely
grown beyond all limits. The only way to make a dent in the corruption
levels is for all honest persons connected with government at every
level, including IAS, IPS, IFS or even Ministers and private individuals
to come out and expose those who are involved in corruption in high
places. They should approach credible media with details. This is a
sincere appeal from an aam admi for genuine whistle-blowers to come
forward and expose.

Proper investigation required
Vineet Joshi, IAS (MT), presently Chairman CBSE, has been in Delhi
since 1998-(15 years away from his parent state) ! Of these, he has
been in CBSE for 10 years. One wonders as to what special quality/qualification
he has that HRD ministry, DoPT and PMO are relaxing rules to accommodate
him and his continuance in Delhi .C&AG/CVC should investigate this.

Official Language department in dire straits
There is an urgent need to revamp the working of OL dept. People simply
don't work there. Dead wood or soon retiring persons are posted there,
who don't want to work. Authorities there must take urgent and decisive
action.

CGHS not able to issue laminated I-cards
On this CGHS matter let me point out one more problem area. CGHS is
not able to issue laminated identity cards to pensioners. Some pensioners
are waiting for more than two years. Many have shifted address. Why
such simple thing is taking such a long time ? Will Health Secretary
look into it?

CGHS procedures not user friendly
I agree that the procedures of CGHS are not at all user friendly. They
encourage fudding of papers to get what is due to it. As long as the
payment is made as per the rates fixed by C G H S,there should not be
unnecessary condition of prior approvals at every stage .

Plight of CGHS Pensioners
Even Dr. R M L Hospital Doctors are harassing senior citizen (pensioners).
One such doctor is Dr. Bhawani Singh, HoD, Respiratory Medicine. He
deploys one attendant Dilip to selectively release known patients for
seeing out of the way and CGHS pensiners wait in line for their turn
along with all non-cghs beneficiaries.He does not give appointment to
JS & above level officers and is just not interested. He says why
can't you spend money on your own instead of referring to CGHS approved
centres. The CGHS approved centres do not indicate PSG or CPAP titration
study tests and it is impossible to know what are the approved centres
for this test. Moreover, after referring for a test, he is not willing
to comment on their recommendations. For the chronic cases requiring
immediate relief, it is just impossible to get the relief and the only
way out is to shell out money from one's pocket for the treatment, tests
and the equipment. No one has the time to set things in order.

Who is responsible for all the mess in the Railway Board?
No doubt the politicians at the helm of the ministry for the last many
years have played havoc with the organization but equally guilty is
the officialdom at the senior level. They have been stabbing each other
in the back. Instead of concentrating on planning for the needs of the
organization they have been busy planning as to who would take their
places after retirement, how to weed out the deserving and seniors and
upgrade their favourites. Transfers, promotions, seniority are all messed
up in this big game of vested interests. Never in the history of the
Railway Board four posts of Members were left vacant for so long. Sadly
the Government of the moment does not know how to solve this mess. They
are only adding to the confusion by adhoc and controversial decisions
of giving additional charge of the vacancies of members where the junior
member takes charge of the Chairman and Member (Traffic)'s post has
been left vacant for such a long time when the main job of the Railways
is traffic operations. Norms are not so sacrosanct that they same cannot
be relaxed in the exigencies of good governance.

Dalits & Backward Community creation of forefathers
Dalits and Backward Community people are creation of our forefathers.
For centuries they have been toiling. We should not make politics about
reservation. Yes, the Government can certainly give a thought for economically
weaker forward community because the present generation should not commit
the same folly as our forefathers did.

Dalits wooing OBCs
Dalits are trying to woo OBCs only because they feel if they act in
unison, their reservations will be permanent and forever. But the thing
is, the reservations for OBCs is on a different ground from Dalits and
is not due to their sufferings or discrimination against them but because
of lower representation of OBCs in services. The OBCs are dominant castes
and the reason why the grouping "OBC" was constructed is because
the Congress ruled the country for forty years with the Bramhin-Dalit-Muslim
vote bank. The others naturally tried to make different groupings. The
OBCs did that and became a force to reckon with in electoral politics
by becoming a vote bank. All this is nothing but vote bank politics.
The other thing is that in fact, reservations is a very old demand of
all groups. For example, the Sikhs wanted representation in Civil Service
as per their population after independence. The demand died down only
when Sardar Patel said the same would be applied to the armed forces
also (the Sikhs dominated the armed forces in numbers far disproportionate
to their population). Talk of not being allowed to study Sanskrit as
the reason for lagging behind in education by some proponents of perpetual
reservations for SCs is actually putting forth an invalid and irrelevant
reason. The fact is that Sanskrit has been a dead language for at least
a thousand years ever since Muslim rule began in India. So allowing
or not allowing anyone to study Sanskrit cannot be a factor for education
for at least a thousand years. In fact, even Brahmins learnt Persian
(the Court language and the language of administration) during Afghan
and Mughal rule in at least the last thousand years. Nor did the Afghan
and Mughal rule prevent Dalits from getting educated in Persian. So,
nothing has prevented Dalits from learning the languages that mattered
and getting educated for at least a thousand years. Neither was English
education denied to Dalits by the British. So all this talk of Sanskrit
has been irrelevant for at least a thousand years.
