C&CE officers to be transferred after two years

IRS officers' paid jamboree?
The much touted training of IRS officers of CBDT and CBEC seems to be a paid jamboree. The officers are more upset with the fact that they were made to travel by a Business Class ticket, bereft of companion unlike IAS officers who even on training programmes are allowed a full paid ticket of Rs 4.5 lakhs business ticket to USA and the poor IRS officers had to make do with a 2.5 lakhs business class ticket which disqualified the wives. Also, the US counterparts were taken aback with the arrival of the officers since they required a notice of at least a month to prepare a proper training module. Also in violation of DOP&T instructions of not sending persons for training after they attain the age of 55, none of the trainees to USA were below the age-bar a few.

Will Rajlakshmi emerge victorious as new FC, Railway Board?
The name of Rajlakshmi Ravikumar is being talked about in the power corridors to have brighter prospects for the top slot of Finance Commissioner, Railway Board. Having empanelled as GM Rajlakshmi is all set to make it as GM and also she fulfils the criteria of two years of residual service at the time of vacancy. CoSC lodges protest to President ?
Chairman of the Chiefs of Staff Committee (CoSC) NAK Browne has reportedly written a letter to the President urging him not to appoint any IAS officer as Member of the UPSC. He wants that the new vacancy of Member in the UPSC should be filled up with Army officer.

SCOPE to take measures to enhance PSEs' effectiveness (UPDATED)
A meeting of Chief Executives/Directors and senior executives of the Standing Conference of Public Enterprises (SCOPE) member PSEs of the eastern region was convened on June 8 to galvanise Central Public Sector Enterprises to overcome their constraints and emerge competitive.

Issues were identified and unanimity emerged on charting out sustainable solutions. Chairman SCOP, Mr C S Verma, took the initiative of activating regional chapters of SCOPE to evolve a consensus on issues affecting their performance. Mr Verma said industry environment is very dynamic and more functional and operational autonomy should be given to PSEs for global competitiveness and thereby enhancing their contribution to India's growth. He emphasized the need to extend the "right enablers" for those PSEs, which required to be turned around into profitable organizations.

SCOPE would also undertake an international study on the functioning of effective PSEs. It would also provide a platform for information and knowledge sharing amongst PSEs in human resource, technology development and skill development etc to emerge globally competitive.


Kharge inaugurates ESIC hospital in Bangalore (UPDATED)

Union minister for Labour and Employment Sri Mallikarjun Kharge has laid down foundation of 100-beded ESIC hospital in Dodaballabhpur near Bangalore in Karnataka on June 9, 2013.

While laying the foundation stone of ESIC Hospital, Shri Mallikarjun Kharge said that this upcoming state-of-the-art ESIC Hospital would cater to the needs of insured persons of this area. He also said that Central Government is bringing so much welfare schemes to industrial workers, but the State governments are yet to implement these fully.

There is one more proposed ESIC hospital at Bommasandra. Kharge said that unless state governments cooperate, the labour ministry cannot bring desired changes in extending welfare facilities to workers. By introducing the Unorganised Workers Social Security Act, 2008, the government is trying to provide social security to workers in the unorganised sector. He had also said labour ministry has been given a target of imparting various skills to 10 crore people by 2022. The ministry is planning to set up 3,000 new ITIs and 500 skill development centres in PPP mode

Ignoring economic realities ?

Brahmin baiting is a very popular pastime in India. Often the IAS is equated with the Brahmins and it becomes double baiting. Historically all the Hindu castes have performed their roles more or less satisfactorily. British colonial rule created wide economic disparities between the castes and this is the real cause for all the current bitterness. After all you have had Brahmin families also starving to death in famines during colonial rule. There are rich Brahmins and poor Brahmins just as there are rich SCs and poor SCs. So to paint all according to caste with the same brush shows ignorance of economic realities. The caste system was not and is not all bad. The Brahmins saved the knowledge of the Vedas and the Upanishads during centuries of foreign rule and stoutly opposed conversion to foreign religions. They were the role models for preserving Hindu culture and civilisation. Let us not belittle their role in preserving India's real identity and for which we have to be grateful to them. The caste system of the Hindus was a bulwark against conversion to alien religions. Look what happened to Iran! With one stroke Zorastrianism was erased from its native land. And what of Greece and Rome? And Egypt and Mesopotamia? In this petty debate over reservation in government service, we should not forget the stellar role played by the Brahmins in preserving Hindu culture and civilisation against all odds.

Funny idea !

A recent comment regarding reservation for creamy layer seems to be very funny. There seems to be total bankruptcy of knowledge and understanding in mind of writer as to what is meant by reservation. His thoughts are signs of total bankrupt mind and any person of normal prudence will say that such thought will make government bankrupt as regards governance and functioning effectiveness.. Our legislature never talked in such sense of meaning of reservation. Creamy layer of every caste has to be excluded from quota of reservation. Constitution fathers never imagined perpetual continuance of reservation system and provided for only 15 yrs in the beginning. This system is perpetuating enmity feeling and division in society on caste lines. Reservation system should be done away with totally and society will slowly become more cohesive and harmonious in feelings and peace. This will provide total level playing field to everyone and in fact government should provide economic support and other facility to weaker areas and weaker sections of every caste and community without any discrimination.

What a ridiculous suggestion ?

Some reservation champion has suggested that Creamy Layer should be for upper castes not for the reservation beneficiaries. How astonishing ? There is limit to being ridiculous! Why doesn't he suggests that Brahmins should write Eams on behalf of them so that at least in some answer sheets there are right answers. Let them take away the seats as politicians are hell bent to destroy this country but at least maintain the sanctity of exams. Actually these guys have become like spoilt brats now. They want everything to be done by Sugar Daddy Politicians. Why doesn't he suggest that a person getting reservation should be directly appointed as the Cabinet Secretary of India without writing the exams or doing anything ?

Let DoPT issues guidelines in light of Civil Appeal

If DoPT issues guidelines in the light of Civil Appeal No. 5892 of 2006, a large no. of cases pending in different courts all over the country will be resolved which probably DoPT will not do due to flimsy grounds. Prior to this case, the principle was already settled by Supreme Court in Abhijit Ghosh Dastidar's case but due to one reason or other reason, DoPT didn't issue any OM/instructions. Contrary to this, its advising all Ministries to defend all such cases to next higher court.
