Who can counter Narendra Modi in Congress
?
At a get together a topic came in for discussion- "Who can counter
Narendra Modi in Congress" ? Most of the people said that "Paper
tigers in the Congress cannot face roaring tiger of the BJP". There
was however, consensus that only Digvijay Singh has guts to silence
the roaring tiger.
Modi might leaves no option with BJP?
Amid hype and drama, Gujarat Chief Minister Narendra Modi has been given
the responsibility of chairman of BJP's campaign committee. An inevitable
on several counts; first the party was feeling immense pressure from
its cadre; second Modi placed his cards very effectively as always;
third Sangh constituents like the RSS and VHP were rallying behind Modi.
Last but not least, with Modi surpassing popularity of A B Vajpayee,
was there any other option for BJP?

Who will be new Secretary, I & B ?
Who will succeed Uday Verma on July 1 as Secretary, Information and
Broadcasting? Names of 1977 batch Sikkim cadre IAS officer Alok Rawat,
1978 batch IAS officer of UP cadre Ms Stuti Kackar and 1979 batch IAS
officer of Bihar cadre Afzal Amanullah are currently in circulation.
Amongst the three Ms Stuti Kackar and Afzal Amanullah have earlier worked
as JS in the Ministry.
Now States can give 3 months extension to
CS?
According to informed sources henceforth State Governments will be able
to give three months extension in service to the respective Chief Secretaries.
Intense lobbying for Foreign Secretary
There is intense lobbying in the PMO for the post of Foreign Secretary.
The PM is himself keen for Dr S Jaishankar while the NSA is supporting
Sudhir Vyas. Meanwhile, there are reports that a few IFS officers senior
to both are in a mood to resign in the event of supercession.

Will DoPT mark a juncture in restructuring
of CSS cadres on June 13
DoPT is all set to have a comprehensive consultation with the CSS associations
and concerned stake holders on June 13. The representatives of CSS cadre
are supposed to give their presentation to the Cadre Restructuring Committee
of DOPT at North Block. Reportedly they would submit their letters of
demands and proposals on their expectation from the committee. The consultations
may, mark a juncture in the future and career prospects of more than
11500 employees of CSS Cadres. The first meeting of Cadre Restructuring
Committee of CSS cadre had taken place on 29th May in the chairmanship

Steps to tackle shortage of IAS officers
DoPT is considering steps to tackle the severe shortage of IAS officers
on offer for central deputation at DS/Director level. Even sought after
ministries like DEA have no IAS officers on offer. One major move being
considered is an assured two-year term as JS by enhancing CSS tenure
to seven years from five years for those DS/Directors who get empanelled
while serving in CSS or assuring a two-year stint as JS to those who
have less than 2 years balance tenure in CSS. This move could motivate
a number of officers from the states to apply for central deputation.

Brahmin bashing has become a fashion
Yes, Brahmin bashing has become a fashion and good work by them over
centuries in preserving culture of the country is forgotten in this
reservation era. However recent vote politics has shown that things
have started changing for good. Now politicians have started appealing
Brahmins and talking about reservation to poor upper cast. However instead
of giving reservation to various castes, the reservation per se should
be abolished and all should complete by their worth and brains.

Creme de la crème of society
Some Dalits are born in IAS families. Their fathers and brothers are
in the IAS, so was their grandfather. They are the creme de la crème
of society. They feel it is their birthright to be in the IAS. They
join the IAS. Third generation in the IAS. Other Dalits are tilling
the fields despite getting educated. Despite an education they are relegated
to till the fields. They are "crowded out" of the benefit
of reservations that are their due by the elite Dalits who are third
generation IAS officers. What is the wrong that the poor Dalits have
done? After all, reservations are a great benefit. They must be well
directed. Just like the OBCs, there must be a creamy layer of Dalits
defined too, so that those who are third generation IAS officers do
not hog all the reservation benefits. Let the third generation compete
in the general category, without the benefit of reservations and join
the IAS in the fourth generation also, but let them not hog the great
benefit of reservations to the detriment of their own downtrodden and
poor brethren.

Reservations not creating division in society
There was worse inequality and casteism prior to reservation i.e. before
1950, worse than apartheid of South Africa. After reservations things
have improved only. Rise of SCs in jobs may not be liked by some, but
it benefited SCs and thus brought social equality in Hinduism. Given
the background and history of reservations for SCs, poor Brahmins and
poorer higher general castes don't deserve reservations in jobs at par
with SCs observance of apartheid for centuries in the name of caste
stopped them. Since poor higher castes were ruling classes in 1950,
it was not feasible to give them further reservations. It is a fact
that Dalits were financially better than Brahmins mostly, also than
many higher castes, like of Dalits today are. But surprisingly, well
off Dalits were sidelined and denied solely due to their castes and
poor general castes were not met with same fate. Due to their casteist
practices, economically poorer higher castes could not be included in
SCs category for reservations. But GoI has several financial schemes
to help poorer irrespective of caste wherein general castes are the
major beneficiaries.
