Dr Harbaksh Singh has died in an accident in Gurgaon on Wednesday. 56
year old Dr Singh was 1981 batch IAS officer of Haryana cadre.

Shortage of IAS officers because of low intake
Shortage of IAS officers in the Central secretariat at the level of
DS/ Director is because of low intake in the late 90s. There is no reason
to panic though. The officers in the IPS and IRS in the late 90s qualified
at very high ranks for these services, they would have been in the IAS
in earlier or later years. They can be taken for central deputation.

Do away with digital signature business!
The Income Tax department wants its Return forms to be signed with
digital signatures which we have to obtain on payment from some traders
in digital signature! Isn't it ridiculous that for us to put our own
signature we have to scout for some digital company, satisfy their commercial
procedures and then pay them hefty sums, that too each time we want
to put our own signature ! The alternative given by the IT department
is to follow another cumbersome and irksome routine of downloading another
form ITR-V, take its printout and send it by post and await under suspense
indefinitely for the dreaded response of the department. And the finance
minister claims that they are citizen-friendly! Will the IT department
do away with this preposterous arrangement and enable the IT payer to
file his return in a user-friendly manner.

Showing narrow mindedness on reservations
If your perception is wrong, your conclusions will be rubbish even
if your logic is perfect. Most of the people firing loose canons on
such an important social issue, whether speaking for or against it only
show their narrow mindedness. They base their logic with limited purpose
of either opposing or supporting it depending upon which way it benefits
them.

Facts, no prediction
All my comments are based on my study of cadre of officers in Railways
on being the publisher say compiler of Seniority lists of officers of
all department. There are three contenders for Financial Commissioner.
Senior most Kashyap working as AM but does not have even one year balance
service. Rakshit working as AM and has more than one year bal. service.
Mrs. Ravi - the first person with two years balance service but is still
not AM/GM and shall supersede four persons senior to her. This all is
narration of the facts and no prediction.

It is unfortunate that educated cream of society civil servants are
filled with hatred towards each caste. It is no wonder Sultans of Persia
ruled India for thousand years, British ruled for two hundred years
and now USA is dictating!!! Indians can never be affectionate to Indians,
shame on you Indians
