of Nirbhaya Bhawan, the Headquarter building of National Commission
for Women to be executed by NBCC in New Delhi. A ceremony to mark the
occasion was held at Vigyan Bhawan, New Delhi on June 11, 2013. Mamta

Second recommended name to be considered for
Director (Engg), NPCC !
The Ministry of Water Resources (MWR) is expected to call the envelope
of second recommended person for the post of Director (Engineering),
National Projects Constructions Corporation Ltd (NPCC) after V K Rattan,
GM, NHPC refusing to join the same. As many as 12 persons were interviewed
for the post at PESB meeting on December 7, 2012.

Former Coal Secretary HC Gupta has reportedly resigned from the post
of Member, Competition Commission of India. He is a retired 1971 batch
IAS officer of Uttar Pradesh cadre.

(Fin.) from its own cadre?
Amid approximately 15 contenders in the fray of Member (Fin.) Telecom
Commission the whispers in the corridors of power have it that for the
ever first time the slot may go to an officer belonging to P&T Accounts
& Finance Service. Till now none of the officers of P&T Accounts
& Finance had the mandatory service-period of 30 years for the reason
P&T Ac. & Fin. as the service was constituted only in the year
1974.

DoPT to have consultations on Cadre restructuring
of CSS
Immediately after the consultation with CSS Associations on cadre restructuring
on June 13 DOPT would also have consultations with Additional Secretaries
and Joint Secretaries GoI to have their views, opinions and suggestions
on the issue and intricacies of cadre restructuring. Reportedly, many
AS&FAs and JSs have already received communications from DOPT regarding
consultation to take place at DOPT, North Block.

Sudhir Mahadev Bobde has been empanelled for the post of Joint Secretary

Five probationers of AP cadre confirmed in
IAS
As many as five Andhra Pradesh cadre probationers of 2009 batch have

his wife were reportedly killed in an accident in Leh.

Joint Secretary in the Department of Justice Gopal Krishna has been

CWC signs MoU with Central Bank of India (UPDATED)
A Memorandum of Understanding (MoU) was executed between Central Warehousing
Corporation (CWC) and Central Bank of India recently at the Corporate
Office of the Central Bank of India at Mumbai. As per the MoU, CWC will
act as a Collateral Manager and the Bank will finance the CWC customers
against Warehouse Receipts. The MoU was signed by A K Arora, General
Manager (Finance) on behalf of CWC and R B Gupta, General Manager (Priority
Sector) on behalf of the Central Bank of India in the presence of B
B Pattanaik, Managing Director, CWC, M V Tanksale, Chairman and Managing
Director, Central Bank of India and other senior officials of the CWC
and the Bank. Addressing on the occasion, Pattanaik stated that CWC,
which already has its 155 rural based warehouses registered with Warehousing
Development and Regulatory Authority, is encouraging the farmers for
using its warehouses by extending rebate of 30% in its storage charges
besides imparting training on Post Harvest Technology. Pledge finance
against its Negotiable Warehouse Receipt will not only help farmers
in avoiding distress sale but also aid in better price realization for
their produce. On this occasion, Chairman and Managing Director of Central
Bank of India, M V Tanksale advised for mapping the bank branches with
CWC warehouses for effective execution of the MOU.

Allow IAS to concentrate on administration
The shortage of IAS officers is not merely to the facts outlined. They
have spread out to capture others jobs including CVOs, FAs and what
not. Only this week one retired officer has been appointed as head of
a technical/intelligence organisation. They are posted in embassies,
PSUs which are not their domain. Allow IAS to concentrate on administration
rather than holding accounts or vigilance or other functions. There
will definitely be sufficient IAS officers.

ask for Service Proof etc and still moderate content..Otherwise your
content will just be a hear say.

Is this what Ambedkar dreamed of ?
The beneficiaries of reservations for three generations and more do
not want their own downtrodden brethren to avail of the benefit but
want to crowd out the downtrodden to keep availing the benefit for generations
till the end of history. That is why they do not want the creamy layer
in SC reservations. The creamy layer would only give a chance to the
downtrodden among the SCs to avail of reservations. The third generation
IAS officers can of course compete in the general category to become
fourth generation. The son of an SC Minister becomes an IAS officer.
His grandfather was an MP and Cabinet Minister at the centre. What chance
does the son of a poor uneducated SC labourer have to avail of the great
benefit of reservation? He will have to till the fields though educated
and fit for availing the benefit. Is this what Ambedkar dreamed of?

that rich people do not reap the benefit of free/cheap/subsidized schemes
particularly in the field of education.
