ESI Corporation observes World Donor Day (UPDATED)
The Financial Commissioner of ESIC S.K.G. Rahate has said that medical care, besides providing the various benefits to the vast workforce under ESI Scheme, is of utmost importance. Rahate was addressing the inaugural function of a Voluntary Blood Donation Camp, organized by the ESIC in association with Indian Red Cross Society, at its Headquarters Office, Panchdeep Bhawan, New Delhi. "Out of an annual expenditure of ` 5600 crore, ` 4100 crore is spent on medical care, which is a whopping 73 percent of the annual expenditure. Promoting such voluntary, unpaid blood donation initiatives will go a long way in meeting our objective of providing foolproof, comprehensive medical care to our workforce", he said. Dr. S.R. Chauhan, Medical Commissioner, ESIC said that different myths about blood donation needs to be changed by organizing such camps. He also said that quality of blood collected at these camps is much superior to that collected from replacement donors. Insurance Commissioner Jose Cherian, IC (P&A) Mrs. K. Padamja Nambiar, IC (PR & ITCD) S.C. Chakraborty and IC (Rectt.) P.K. Srivastava also addressed the gathering and called upon the people to donate blood in maximum numbers.

Former IPS officer passes away in Chennai (UPDATED)
The death concurred in Chennai on Sunday night of Shri B Raman a former IPS officer of MP Cadre of the 1961 batch who went over to the RAW and retired as Additional Secretary in the RAW. He was an authority on security related matters and wrote regularly on China, Islamic terrorism and other political developments. He was Director of the Institute of Tropical Studies, Chennai.

NIESBUD Organises Recruiters' Meet (UPDATED)
The Executive Director of National Council on Skill Development J.P. Rai delineated different initiatives of the Government of India for skilling/up-skilling the youth of the nation for providing them avenues of remunerative employment. Rai was speaking as a Chief Guest at the Recruiters' Meet organised by the National Institute for Entrepreneurship and Small Business Development (NIEBSUD), an apex national - level entrepreneurial Institute of international repute, under the administrative control of the Ministry of Micro, Small and Medium Enterprises (MSME), engaged in training, research and consultancy interventions with the objective of promotion and development of micro, small and medium enterprises including enhancement of their competitiveness through different interventions. NIESBUD's Director General Arun Kumar Jha elucidated the efforts of the Institute in increasing enterprise creation by the trained persons and providing employment assistance to them so that they get gainful employment in different. The meet was attended by the representatives of 54 companies/firms including McDonald's; Pizza Hut; Haldiram's; Pantaloon; Devyani Food Chain; Godrej Kitchen etc. A total of 618 participants earlier trained by the Institute in different skills/trades were registered for the Event, out of which 237 were provided on the spot offer of employment by these Companies.

Goof up in Index of industrial production

"Goof up in industrial production index" has raised many pertinent issues which need to be addressed immediately to save the Official Statistical System which has been facing sharp decline in recent past. Revision of the industrial production data for April, 2013 twice within 27 hours of releasing it by CSO speaks for itself. An insider has informed me that what has come in the public domain is just a tip of the iceberg. The National Statistical Commission under the Chairmanship of Dr. C. Rangarajan had recommended constitution of a permanent National Statistical Commission (NSC) whose Secretary was to be ex-officio Secretary of the Ministry of Statistics and Programme Implementation. The recommendations have been accepted and implemented but no one has bothered to review whether in 10 to 12 years the new system has delivered the desired result or not. To add insult to injury, the Central Administrative Tribunal has found fault in appointment of the present Chief Statistician of India (CSI) on the ground of lack of experience in managing a big statistical system and biased process of selection (c.f. judgement dated 20th October, 2011 in OA No. 1653/2010). However, the incumbent is continuing in the office on the strength of a stay in the case by the High Court of Delhi and delay in the judicial process. It is learnt that the Minister of State (Independent Charge) was requested not to appeal against the CAT's judgement, but same was not acceded to. It should have been realised that a demoralised CSI with proven inexperience cannot command and deliver. This is why we have fiascos like GDP fiasco, IIPA fiasco, export-import data fiasco, etc. in the short span. It is a hard fact that in absence of an IAS boss, it has become easy for all in MOS&PI to relax and take things casually. The National Statistical Commission has little to control and contribute. There is no action plan to revamp the system. Is PM or FM listening. Is there anyone to realise that one needs vast experience to head and run a Ministry. One needs firsthand knowledge of management in government to avoid a battery of sycophants always looking for opportunity to grab the system for personal gain. Academic excellence and administrative acumen are not necessarily correlated. The present CSI having academic excellence need to be given a right job and a right person need to be made head of MOS&PI. My heartfelt thanks to wishpersinthecorridors.com for raising the issue.

Enhancing retirement age is wrong

It is very wrong on the part of Government of India to consider enhancing the retirement age of the Scientists from 62 to 64 years. While working in the Ministry of Science of Technology, I had gained firsthand knowledge as to what the Scientist are doing. In the past few years no new scientific invention/innovation has taken place. Further, these Scientist work as Babus asking & cribbing for all their perks & facilities. Some of the Scientist had been provided official vehicle for commuting from residence to office but they were using it for their personal purposes also. I had to confront with excess mileage and shopping mall plaza parking bills for payment, which I did not agree and attained their wrath. They ensured that I was out of the Ministry in three months. What we need is to induct new Scientists. Agreed that the new crop does not want to work in the Government culture but Government can do some counselling. They can tell them about the stability, the facilities and enhanced salaries which people are getting in Government service.The private sector looks lucrative from outside. However, during the recent 'recession' it has been seen that there has been drastic reduction in salaries. Be it be in foreign land. They are made to toil hard and for long hours. They have to neglect their family life. Companies are closing at short notices. The resultant effect is that many of them are getting blood pressure and diabetes at the age of 30 to 40 years. Secondly many of them have become mental patients and their family lives have also become a ground of mess. As per the recent Census the population of people within the age group of 1 to 35 years in the country is 60% of 120 crore people. Future is for them. We should think about them. We should tell the stale and sadist to leave Government service and go back to their homes as they are one fourth from their grave yard.

Why DoPT is silent ?

DoPT has not been able to implement transfer orders of under secretaries made more than 3-4 months back because some of officers have been clinging to their posts for their vested interests. There is no budget session , no parliament session right now. Why then DoPT is silent on this making mockery of their orders.
