90 CBI cases against IAS, IPS, IRS officers
Central Bureau of Investigation (CBI) has registered as many as 90 cases
against IAS, IPS and IRS officers engaged in corrupt practices between
2009 and 2012.
18 IAS officers of 1983 batch to get posting

Out of 46 IAS officers empanelled as Additional Secretary, 18 officers
are currently posted in the centre hence it is going to be easier task
for the Cabinet Secretary to give postings to 83 batch. Rest of the
officers are in the state governments. Some of them may not like to
come to Delhi
and it would take at least 4-5 months for the rest
of the officers to move from states to the centre.

CSS Associations and stakeholders have claimed for 10 Additional Secretary
level posts for CSS Cadre. The recent consultation held between the
Cadre Restructuring Committee of DOPT and CSS Associations has given
a fresh stimulus for a tall claim. At present CSS cadre is not entitled
for Additional Secretary level post.

Whispers in the corridors of power have it that Sanjay Sinha, scheduled

Airport operation to be normal at Chennai airport
from June 21 (UPDATED)
The Airport Operations at Chennai Airport is going to be normal from
June 21 as laid down 'Contingency Plan' is being implemented in the
wake of Mass Casual Leave call of the Recognized Union as a protest
for Privatization of Chennai and Kolkata Airport. Airports Authority
of India at Chennai Airport is taking number of steps to engage additional
manpower from the City Fire Brigade to man the fire station of Chennai
Airport including additional ambulances from the city hospitals as standby
arrangements. Similarly steps are being taken to sensitize the local
police and CISF to man the vital installation of Airport. To monitor
the situation, arising out of the Mass Casual Leave call from the Union,
a Central Control Room is being established at Chennai Airport. The
Terminal Management including the cleanliness and upkeepment of the
public convenience facilities shall be taken care by out sourced contract
labour at both Domestic as well as International Terminal at Chennai
Airport. Similarly the electrical and electronics gadgets are being
taken care by the additional man power of the contractors to ensure
full serviceability of the facilities to the entire satisfaction of
Airport users. To ensure that all the services at Airport are available,
action is being taken to call back the officers from leave and also
from the training institution to man the services during the period.
In nutshell, the flight operation, from Chennai Airport including all
other Airport services required by the passengers at Airport is expected
to be normal.

(IAS) have been given fresh assignments in Haryana. Accordingly, AJit
M Sharan has been assigned an additional charge of Energy department
while Anand Mohan Sharan will now be Labour Commissioner and Arun Kumar
Gupta is posted as Secretary, Personnel, Training, Parliamenatry Affairs
and Administrative Reforms, DG, Training, Inquiry officer, Vigilance,
DG Science and Technology. Besides, Mohinder Kumar has been appointed
DG, Social Justice and Empowerment and Y S Khyalia is given an additional
charge of Commissioner, Ambala Division.

Central Bank of India organized Credit Camp at its Jyoty Nagar, Delhi
Branch. In the camp , 50 sanction letters were given to the customers,
out of which 3 sanction letters were given to the women under Bank's
Cent Kalyani Scheme. On this occasion, Malay Mukerjee, Executive Director
of the Bank also inaugurated ATM, Coin Vending Machine and Kiosk. He
said that students availing loan under Cent Vidyarthi should acquire
the degree and repay the loan. He further highlighted that Central Bank
of India has customer centric schemes to suit each & everyone's
needs. Speaking on the occasion, B Mondal, Field General Manager, Delhi
Zone assured customers for giving better IT-enabled services. The function

Congratulations WIC!
Last week WIC had carried a post in this column about the urgent and
compelling need to dispense with the absurd and irksome requirement
of an assesses having to buy one's own digital signature from a vending
firm by paying a fee and the equally irksome alternative of having to
take out and send a print-out of another form for e-filing of Income
Tax returns. Lo and behold, within a couple of days the CBDT has announced
that they are going to dispense with the above cumbersome and user-unfriendly
requirements. They should promptly follow-up on the announcement and
replace this obstacle-course procedure at once with a genuinely easy
and user-friendly procedure if the system of e-filing has to become
more popular, acceptable and widespread.

Objectives of the organisation are secondary
For Railways at least, the ACR does not reflect true character of the
candidate. More than often, it indicates how efficient (in meeting demand)
and dedicated to his superiors.

Weeding out "Deadwood Babus" is necessary.
In the on-going debate for increasing the age of retirement, no one
thinks about the existence of "Deadwood" in government organizations.
In the absence of any monitoring mechanism , DoPT's scheme for identification
and compulsory retirement of the" deadwood" has remained an
administrative showpiece. There is no bulwark to prevent "Peter
Principle" (Every man rises to the level of his incompetence from
where he can go no higher). Result: an army of stale, listless , non-achievers
manage to remain in govt service without exhibiting any creativity and
innovativeness, causing recurring loss of revenue to public exchequer
year-after-year. One wonders what is government's interests in retaining
such non-performers despite their poor track records? Wonder of wonders:
Not a single deadwood employee has been removed from any Govt. organization
in the past.

Rules handicap Dalit Officers:
Dalits officers, Dalit politicians are equally responsible for plight
of Dalits. Is it not part of official duty of any Dalit officer to give
favours to his people. He does his job under defined rules. Rules against
Dalits have made unity impossible. General Castes can form Unions in
Government Service. However, SC/STs are not allowed. They say certain
GOI instructions do not allow Dalits to form Unions in Government offices
so Dalits form SC/ST Welfare Associations, which remain unrecognized
by Government. Exceptionally, one Association formed by Dr Ambedkar
in Vishakhapatnam was recognized. Same is the case with Dalit politicians.
Dalit MP does not win solely because of reserved constituency or Dalit
vote, reserved constituency is for namesake, he has to speak for others
too. Separate electorates for Dalits was the right answer for unity
and true representation by Dalit MPs, which was consumed by Gandhiji's
fast against reservations in Poona. Individual Dalit officer is just
a means to implement rules of Establishment, if Establishment revises
rules and allow formation of Dalit Employee Unions in Government Service,
it can unite Dalit officers empower Dalits to fulfill their social obligations.
