As many as 12 persons were interviewed for the same. Notably, this is a Maharatna Public Sector Undertaking (PSU) unit of Government of India.

36 CBI cases against IAS officers
Central Bureau of Investigation (CBI) has registered as many as 36 cases against officers of Indian Administrative Service (IAS) engaged in corrupt practices between 2009 and 2012.

IAS are now reluctant to join as PS ?
The newly appointed Ministers in the Manmohan Singh Government may find it difficult to have an IAS officer as PS. Infact, no IAS officer is keen to join as PS because of short tenure of the Government.

CSS Associations and stakeholders have claimed for over 400 additional posts of Deputy Secretary & Director for themselves. At present approx 450 posts of DS/Dir are allotted to CSS cadres. The CSS Associations, in the recent consultation, have asked to raise the number of allotted posts of DS/Dir to more than 800 posts from the present figure of approx 450.

ONGC provides 2 Crore to CMs Fund
Joining national efforts to provide immediate relief to the disaster struck Uttarakhand where unprecedented monsoon caused large scale destruction and huge loss of life, ONGC has announced a contribution of 2 Crore to the Chief Minister's Relief Fund. In a letter addressed to the Chief Minister of Uttarakhand, ONGC CMD Sudhir Vasudeva termed the natural disaster as "deeply disturbing and shocking" and said that the devastation emerging out of this tragedy has been a matter of pain and anguish to the entire nation. Vasudeva said that ONGC stands by the people of Uttarakhand in this hour of difficulty.

No increase in retirement age, no re-employment

There should be no increase in retirement age so that young talent gets a chance. These days one gets lot of money at the time of retirement. Those who still want to remain active, want to give back to society, may work for the GoI on a salary of Re 1 and at the most transport allowance reimbursement. There is no notion of social service in India. DoPT should think on these lines, frame rules and there should be no re-employment for anyone after retirement whatsoever.

Helpline or what ?

Income tax has a helpline number 1 800 4025 0025 which if you call the recorded voice will ask you to press 1 or 2 for response in Hindi and English respectively. You press the number and the reply will be that you have not given any input and so the call is disconnected. This will be repeated any number of times without your being able to get through the call, to your utter frustration and waste of time and effort. Is this a helpline or no-helpline? What should a helpless
citizen to do in this situation?

Does anyone have the magic wand to identify who are the 'deadwood babus'. In the era of favouritism and parochial tendencies, those persons will be identified as 'deadwood'', who are bold, rule minded and ready to take on the superiors for their wrong desires/ intentions. The chamchas will be considered as 'efficient'. The incompetent at the top may also treat the competent under him as 'deadwood'. Your suggestion is a very difficult task to achieve.
Contradictions are going to remain. The court's in the country will be laden with cases and we will not be able to achieve the end. The best way is to allow the nature and the system to take its own course. In fact there is case for reducing the retirement case rather than increasing it.

SC reservation is meant for Dalits

SC reservation is meant for Dalits. But children of affluent and well to do Dalits mostly Group A officers who got an opportunity to study in best of schools of the country ,still want to apply for government jobs as SC candidates. Then who is usurping the rights of poor Dalits. Rich and powerful Dalits enjoying this privilege are responsible for plight of poor Dalits.

Stop comments on Reservation

I go through this site regularly and would request the Editor-in-Chief and the Editorial team managing it to carry healthy comments on the Forum column. Healthy discussions on relevant topics should be carried and not on the rubbish subjects like 'reservation'. Otherwise also it is now too much and it would be better if we stop entertaining both - those pro and against reservation. It is an unnecessary and an unending debate.

CSS cadre structure

Office Management Group (OMG) in the Central Superior Services of Pakistan is the exact an equivalent service to the Central Secretariat Service (CSS) in Civil Service of India. The most important positions in the Federal Secretariat in Pakistan are occupied by the OMG officers. Moreover, after DMG, OMG has the highest share in BS-22 positions (Secretary to Government of Pakistan/Chief Secretary to Provincial Government rank) of the Secretariat Group and hence end up at the highest levels of Pakistan's bureaucracy.

I think the CSS officers in India atleast deserve 10 to 15 Additional Secretary rank and equivalent posts in Central Secretariat. This should be done in the ongoing cadre restructuring in 2013.
