Services?
Whispers in the corridors of power have it that Archana Arora may be
given to head GAD slot in Government of Delhi. Arora, a 1983 batch IAS
officer of AGMUT cadre, served as Chairperson NDMC. The GAD slot has
been vacant after Narendra Kumar had moved on central deputation as
Member (Admin) NHAI on April 1, 2013.

Fault of govt !
It is the fault of government to provide with palatial houses/old palaces
while in service. The habit of living in huge places with lot of servants
make them to acquire huge properties for them to continue to maintain
the life style later in life.

Should UPSC member visit Home Secretary?
The Union Public Service Commission (UPSC) has been established as a
constitutional body under Article 315 of the Constitution of India.
If we see the constitutional evolution of the Commission from the imperial
era to its present form, the Constituent Assembly, after independence,
saw the need for giving a secure and autonomous status to the Public
Service Commissions, both at the Federal and Provincial levels, for
ensuring unbiased recruitment to Civil Services as also for protection
of service interests. The Commission consists of a Chairman and 10 Members.
The terms and conditions of service of Chairman and Members of the Commission
are governed by the Union Public Service Commission (Members) Regulations,
1969. The Chairperson and members of the Commission are appointed by
and accountable to the President of India. A member can submit his resignation
to the President of India and he may be removed from his office by the
President of India on the ground of misbehavior (only if an inquiry
of such misbehavior is made and upheld by Supreme Court) or if he is
adjudged insolvent, or engages during his term of office in any paid
employment outside the duties of his office, or in the opinion of the
President unfit to continue in office by reason of infirmity of mind
or body. The expenses of the Union Public Service Commission, including
any salaries, allowances and pensions payable to or in respect of the
members or staff of the Commission, shall be charged on the consolidated
Fund of India. The UPSC annually submits a report of its work to the
President of India. The President places the report of the commission
before the Parliament along with a memorandum with regard to the cases
where the advice of the commission was not accepted and the reasons
for such non-acceptance. Therefore, with the above constitutional safeguards,
UPSC is amongst the few institutions which functions with both autonomy
and freedom along with the country's higher judiciary and lately the
Election Commission. In accordance with the procedure decided by the
Government, in consultation with the Commission, Chairman or a Member
of the Commission presides over the Departmental Promotion Committee
Meetings to consider promotions from Group B to Group A and from one
grade to another within group A, where promotion is to be made by selection.Under
Article 320 of the Constitution of India, the Commission are, inter-alia,
required to be consulted on all matters relating to recruitment to civil
services and posts. Under Article 320(3) of the Constitution, the Commission
is required to be consulted on the quantum of penalties in disciplinary
cases affecting a person serving under the Government of India in a
Civil Capacity. Whereas the Consultation of the Government with the
Commission or its members is within the ambit of the constitutional
provisions, it is for the sanctity of the institution that both the
Government and the UPSC members follow the established protocol in such
consultation process.It is in this light, the visit of UPSC member A.P
Singh who was also a former CBI Director to the Office of the Union
Home Secretary was against the established protocol and dilutes the
freedom, autonomy and constitutional responsibilities enshrined by the
Constitution upon the esteemed institution. Such acts will justifiably
raise eyebrows in the bureaucratic and intellectual circles.

I had seen his successful continuance in particular PMGSY as Jt Secretary
and came back as Secretary in the MoRD. He is very balanced officer
and is an icon though he always prefer not to be in lime light. I wish
him all the very best in his future assignment.

Another perspective to SC/ST reservations
Dr Suresh Mehrotra Editor-in-chief deserves kudos for permitting a
free and unbiased discussion on reservation in WIC Forum. Discrimination
based on castes is an electoral fraud. While, atrocities against SC/ST
is common in rural areas, there is reverse discrimination against Non-SC/ST
employees in urban areas. Consider the flip side. Coteries of SC/ST
employees have sprouted in the government offices, hospitals, teaching
institutions in full view of authorities. By misusing the 'Brahmaastra'
of caste card, the coteries, at times, slap fabricated charges against
others, supported by fake witnesses. The authorities have turned a blind
eye to resultant frustration simmering across the board. The GoI has
fuelled mistrust among different communities .For instance, DoPT's guidelines
on Departmental Promotion Committee (DPC) envisage the mandatory presence
of an SC/ST officer to participate in DPC's meetings. The doubting Thomas
acts as a watchdog on DPC's decision making and forces his/her subjective
opinions on the outcome. Reservation is an electoral fraud for political
parties. Mayavati is desperately trying to woo the 'Brahmins' while
demanding at the same time reservations in promotions. What extraordinary
paradoxes. Baba Bheem Rao Ambedkar would never have approved of the
present condescending approach towards SC/ST that makes them dependent
on the government. It is high time the law makers rose above vote bank
politics and took legislative measures to stop further division of Indian
society.
