GoI bent upon committing same mistake
Once again---! 7th time in a row! GoI is bent upon committing the same
mistake-spending money on old horses hoping that they will learn running
now---It's about the Phase V training of the IAS officers of senior
batches. This time its 1985 batch with around 140 officers. All 28 years
old in service. Still GoI hopes that they can be trained-(may be as
last hope). Before this 6 batches have been trained in last six years.
They are taken abroad to Harvard for 10 days. Then 20 days back at Mussoorie
all 30 days to sleep in lecture rooms--. All the picnic at taxpayers
cost. And this year when the economy is drooping Rupee is drowning and
Uttrakhand is writhing in pain why all this waste----.Have they learnt
anything in past? Are they going to do something that can relieve the
pain of the sufferers even slightly! DoPT really at this hour of crisis
needs to examine why such a waste when you need immense amount of funds
to rebuild Uttarakhand, rejuvenate economy and provide some relief to
the sufferers . These officers are going to enjoy paid vacation abroad
and in Uttaranchal (Mussorie--what a ridiculous situation) when they
are expected by the country to be delivering twice to their duty wherever
they are posted. Is the PMO or Narayan Sami listening ? Is it all that
necessary in this hour of crisis ?

CSS cadre restructuring
How is that every candidate recruited into IAS who is allocated a state
cadre by UPSC wants to run away from their state cadres to New Delhi
and wanting to dominate all posts and ranks in the Central and Cabinet
Secretariat? IAS is a generalist cadre service as the cadre does not
specialize in anything. No wonder why Verghese Kurien of Amul wanted
IAS to be abolished and why N R Narayana Murthy of Infosys wanted IAS
to be reformed and renamed it as Indian Management Service for it to
become specialized and focused. It is a wonder in the world that how
can one day a Secretary in the ministry of Mines or Human Resources
be the next year he be Secretary of Finance? What is his qualification?
CSS officers are much better off.

SC/STs not misusing their caste card
I totally disagree that the SC/STs are misusing their caste card in
officers to implicate other officers. I am a general category employee.
Take the example of NHAI under Road Transport Ministry. The organisation
is in existence for the last about 20 years but can you imagine, there
is no roster benefit to a single SC/ST employees. There is no Roster
as such in the NHAI. All SC/ST employees are harassed on one pretext
or the other and in desperation move to SC/ST Commission. There also
the NHAI officers try to manage in connivance with the lower officers.

Another perspective to SC/ST reservations
The views reflect the realities at Ground Zero of present scenario.

Disparity in pay scales
Government of India has various offices for various Ministries/Departments
under it. I have no reason to understand why there is disparity in pay
scales of employees of Subordinate Offices of the GoI and the Main Ministries.
Whether Subordinate offices are not considered as competent as the main
Ministry people ? Bureaucrats of this country who are dealing with all
type of departments/Ministries/State Governments are requested to delete
this gap of pay ? People in subordinate offices of the Government of
India are also working so hard. Please see to it that such disparities
are totally deleted during next Pay Commission Report.
