I fully agree with the views about pay disparity amongst the Central Government employees working in the Central Secretariat and non-secretariat office throughout the country. This is totally wrong and even the basic principle of equal pay for equal work is not being adhered as on today. The DoPT and Finance Ministry should look into it and do justice. V S Rana, IIAS, Shimla Bring uniformity in the pay scales This is regarding anomaly in the pay scales for the subordinate offices. I fully agree that there should be uniformity in the pay scales. Also there are few glaring anomalies, God only knows what pay fixation formula was adopted for new pay scales in VI CPC at DS and Director. There is discrimination in Grade pay at Section officer/US level. GoI must look into this and should not wait for the 7 CPC. Harish Kumar Don't bracket all IAS in one group I am a CSS officer. One should not bracket all IAS with a single setting of microscope. There are a number of positive, brilliant and honest IAS, who perform their job quite efficiently. Black sheeps are there both in IAS and CSS also. It is those IAS officials, who have a feudalistic bent of mind and have some relationships problems at home, don't behave and perform properly in office. On the other hand there are a number of CSS officials by taking advantage of their permanent service and permanent posting are behaving in villainous manner. They are a great hurdle in Government functioning. They don't have a positive attitude, are shirkers and delay masters. Some of the CSS officials feel that they were intelligent enough and they could also have entered any Group 'A' service and hence start behaving in a feudalistic & irrational manner (especially the Direct Recruit Section officers of CSS). Satya Prakash Delay in registration of FIR Not only in rural areas, but even in urban capital city, the FIR of very senior govt. officer ( Retired Ambassador) belonging to SC was registered after 126 days from the date of the written complaint. The National SC Commission asked the Police Commissioner to submit an Action Taken Report. For certain, the Commission would not have received any response from the Police even after three months. This itself is an atrocity by the government on SCs. Sir, genuine atrocity cases are foiled, what to talk of false cases! Being a political issue, the politics itself is partial on the subject. It is biased interpretation that GOI has fuelled mistrust among communities, it proves how far one can go in criticizing government policies for SC/STs. If SC/STs are given right to represent against injustice in offices and raise voice against indiscrimination, how is it injustice to General Caste employees? Suffering employee needs to be given right under certain rules. Terming an employee's right to represent against injustice as 'reverse discrimination' is nothing but one's own figment of imagination. Protecting a harassed SC/ST employee from general caste employee is not reverse discrimination, or any such rule or guideline cannot be termed 'discriminatory'. The injustice meted by general castes in government offices had forced DoPT to bring out guidelines such as SC/ST DPC Member etc. to safeguard SC/ST employees. It is not correct to imagine that guidelines are 'reverse discrimination'. Surprisingly, the GoI does not recognize SC/ST Associations in Offices, though it recognizes Employee Unions (who mostly refuse to take SC/ST service matters). This denial by Unions gave birth to SC/STs Associations. GoI should recognize SC/ST Employees Associations which would positively change the outlook of management to SC/ST issues. Singh R K Prejudice of higher caste officers deep enough This is a case of Madhya Pradesh Tribal Development Department. Case of one officer Ahirwar. He was superceded and had gone to court. He promised me, the commissioner Tribal Development, that he would withdraw the court case if his case for promotion was reviewed. Under the rules it was difficult if not impossible. I also wanted the case to be decided by the Court. Fortunately the Court decided the case and ordered review of DPC. When we were holding review DPC I was shocked to find that Collector had given him "poor" grading in one year though he had outstanding remarks in each of the columns of his CR. That was the reason for denial of promotion to the officer. The CR was type- written by PA of collector but collector an upper caste officer had made up his mind to give him poor grade and gave that grade by writing in hand. The review DPC corrected the CR and the officer got two promotions in quick succession. The collector is still in service with central government. The matter was reported to the controlling department for IAS officers but no action was taken against the IAS officer who had not only exhibited his prejudice against an SC officer but was also gross negligent in writing CR of the officers. This is very common in government departments in states and centre. I have been regularly reading discussions on reservations in WIC. The prejudice of higher caste officers is so deep against SC/ST/OBC that sometimes I feel why should these communities not be a separate nation so that the so called efficient should prosper in their nation and we should perish in our nest on account of inefficiency.
People not aware of harsh realities People not aware of the harsh realities that SC/ST and also minorities especially Muslims face in government offices. The precedence for forming groups/lobbies was after all set by those with access to knowledge. They form groups, stay isolated and help themselves and their people alone. They ensure that their people gain entry by any means violating all norms/rules. Whether at Group A or any level SC/ST/BC/minorities face horrible discrimination to the extent that these people are referred by caste professions. They are cornered, harassed, foisted false vigilance cases. The victims have to come together fight it out. How long can anyone tolerate the injustice and harassment. There are no dearth of intelligent, hardworking people among the so called lower castes but a canard is deliberately being spread by a Section that these people are inefficient, lazy etc. But we will fight this injustice as a group as a lobby. Gautam Should UPSC member have visited Home Secretary? The Chairperson and Members UPSC enjoy the status and privileges equivalent to that of Cabinet Secretary. The Chairperson is first among equals. Member UPSC A P Singh's (IPS 74, Jharkhand) visit to Union Home Secretary (IAS 75, Bihar ) was Constitutionally inappropriate. Raising suspicion was natural as he had served as Director, CBI for two years till relinquishment of charge on Nov 30, 2012. Prior to becoming Member UPSC in Feb 2013, Singh handled several high profile sensitive cases. He must be often meeting the Home Secretary to take instructions as Director, CBI. Old habits die hard. He surely, did not visit the Home Secretary for a chat or courtesy call. One wonders whether views on sensitive cases were shared between them. But, he did certainly compromise his position as Member UPSC. Ironically, both officers were selected by the UPSC. Are we to blame the Commission for selecting such brilliant officers? Ignorance of protocol cannot be an alibi for violating the oath of secrecy and upholding the dignity of UPSC. Having served in UPSC as Joint Secretary in early nineties, I have some knowledge of its internal functioning. I did not hear of any Chairperson and Members having visited anyone except the President or the Prime Minister. I trust the same practice continues till date. I feel that calling on the Prime Minister should be considered inappropriate as he could influence the UPSC. In this context, I would share an actual episode narrated by a civil servant in his autobiography. R N Banerjee, ICS who served as UPSC Chairperson from 1949 to 1955, was summoned by Pt Nehru for recommending a candidate for selection by interview into IAS. Banerjee's outright refusal carried the desired message to the then PM. Such officers are an extinct species. Would the Commission take the call to avoid recurrence of similar faux pas in future, overtly or covertly ? A K Saxena (A retired civil servant) SBI CMD extension Who is to blame? Why extension?
