Which country will suffer ?
There is a loud thinking that in the Global Restructuring, either China or India will be sufferer.

Life has not changed in India
People find it strange that PM and the Govt is making appeals for donations to PM Relief fund when the curtailment of foreign visits of Ministers and Bureaucrats will result in a substantial accrual of funds for the needy. But only ordinary people are meant to cough up; rules are different for the Rajahs and the praja is meant to bear the increasing burden. Seems life in India has not changed in the last 3000 years

Should UPSC member have visited Home Secretary?
I also read in the autobiography of Pt Nehru that he was recommended a Dalit candidate (Alumini of London School of Economics)for IAS and in turn, he was inducted in the IAS (or ICS ?). The candidate subsequently, attained dizy heights in the GoI.

Once again, after departure of PC from Home Minister's post, IPS seems to be lagging behind in empanelment and promotion in Centre? Who will look after interest of IPS officer, now? On the other hand, loss of IPS is gain of IRS and ICES.

Most of India feels persecuted
The SC feels persecuted, the ST feels persecuted, the Muslim element feels persecuted, the "general" category feels persecuted, the "Backward" castes feel persecuted. What has been done now is that all this feeling has been channelised into groups which are political constructs. So you hear of "Dalit-Muslim-Backward" lobby. This is all a political game. Most atrocities on Dalits are by the dominant castes who are often backward". Similarly, what is common between the Muslims who ruled over India for two thousand years and Dalits? It's all vote bank and nothing else.

Disparity between the pay scales
Disparity between the pay scales of the Secretariat and Non-Secretariat officials. The Central Secretariat Manual of Office Procedure states that the Ministerial officials mainly deal with the work of framing policies. The Non-Secretariat organizations like Attached & Subordinates offices execute government policies. In the Rs.7600/- grade pay, at a number of places in various subordinate offices, a number of officials have been designated as Directors and Joint Directors but that does not mean that they will get the grade pay of Rs.8700/- i.e. equivalent to the grade pay of Directors in Ministries (secretariat set up) in spite of the fact that they do not have the necessary eligibility criteria. In Secretariat the work is different in comparison to the non-secretariat offices. The Secretariat officials interact on day to day basis with the higher Executive, Legislatures, State Governments, Central PUSs and Parliament and are always on tenter hooks. No parallel can be drawn.
