GM , Northern Railways, V K Gupta. Infact, R K Singh had become the
Chairman without becoming the Member. His proximity with outgoing Railway

As the grapevine has it, C K Mishra would be the first among the 1983

Ashok Tiwari is likely to succeed H C Awasthy as Joint Director CBI
in Delhi next month. He is a 1993 batch IPS officer of Himachal Pradesh
cadre.

300 posts re-designated as Principal CIT
As many as 300 posts of Senior Commissioners of Income Tax (Sr CIT)
in the rank of Additional Secretary ( 67000-79000 ) are being re-designated
as Principal Commissioner of Income Tax in Indian Revenue Service of
Income Tax as result of CBDT's cadre restructuring. An IRS-IT officer
with 25 years' service will be eligible to get the rank of Principal
CIT, as in the State Government an IAS officer is eligible to get promoted
as Principal Secretary (67000-79000).
Appointment of DG, ASI turns sour
The appointment of Director General of Archaeological Survey of India
(ASI) has turned sour with a retired officer approaching the court against
the interviews held on May 10, 2013. There will be no appointment until
the decision of the court comes out. Presently, Pravin Srivastava, a
1980 batch IAS officer of Manipur Tripura cadre, is holding this post.
Sampatram not keen on making it as Secretary,
GoI
Amid the ongoing postings of 1979 batch IAS officers as Secretary, GoI
fresh buzz is that Ashok Sampatram Meena is not keen on moving to the
centre to grab the coveted slot in GoI. Presently Sampatram, a 1979
batch IAS officer of Rajasthan cadre, is Additional Chief Secretary,
Home, Civil Defence, Home Guards & Jail, Govt. of Rajasthan.

None of 3 claimant of FC, Railway Board fulfils
criteria in totality?
The triangular contest for the coveted slot of Financial Commissioner,
Railway Board has brought forth a peculiar scenario where none of the
claimant completes the mandatory criteria. Reportedly, Vijaya Kanth,
incumbent Financial Commissioner, has set the stage for a triangular
contest between three brighter claimants namely; Kashyap Rajendra, Arjun
Rakshit and Rajlakshmi Ravikumar. Kashyap and Rakshit are 1976 batch
IRAS officers whereas Rajlakshmi belongs to 1977 batch. The incumbent
FC is retiring on June 30.
Singh likely to be re-employed for next six
months?
If some substantial sources in bureaucracy are to be believed Chattar
Singh, Principal Secretary to Haryana CM, may get a re-employment for
second time in a row for another six months. Haryana CM seems to aim
at some crucial slot for Chattar Singh which may be get unfolded in
the time to come. He would complete his three- months term of re-employment
on June 30 this year.
Will Jakhu be able to make as the new CS of
Haryana?
With the fast approaching date of retirement of P K Chaudhary the guessing
game has started doing rounds as who would be the next CS of Haryana.
In case the incumbent CS does not get extension Shakuntala Jakhu, a
1978 batch IAS officer, would be one among the front runners for the
coveted slot. P K Chaudhary, a 1977 batch IAS officer is scheduled to
retire on June 30.
PESB invites applications for Director (L&PS),

Public Enterprises Selection Board (PESB) has invited applications for
the post of the Director (Liner and Passenger Services), Shipping Corporation
of India (SCI) falling vacant next year on May 1, 2014. Those willing
to apply can send their applications to the PESB before July 16, 2013.

In the current scenario and post approval of Cabinet, around 28 Senior

CBDT keeping entire man-power unhappy
It appears that the policy for transfer and postings in CBDT is to
keep the entire man-power unhappy and in the corridors of North Block
or C A T. It is obvious that FM who himself is an able administrator
has been misled by the earlier Chairperson.

Ministry of HUPA should think seriously
Since last two years no housing scheme has been announced. With lots
of administrative expenses without any fruitful benefit to the Government
employees, there is no use of running this autonomous institution. This

Stop reservation
For the betterment of society and in the interest of country, please
stop any type of reservations based on caste, creeds, religion, sex
etc. Make the country free from all these. These policies are only for
vote banks nothing else. Think and contribute in New Bharat Nirman.

ISTM Training:
DoPT is wasting money on ISTM training for PS/PPS/Sr.PPS/PSOs. In reality,
these persons in office do only the sophiscated work of LDC like appt.,
attending to telephone etc. When it comes to taking dictation or fairing
the DO letter they shy away from it. Even otherwise, they do not want
to take the responsibility of sitting late in office but drag in poor
PA/steno D. If PA/steno D can absorb this responsibility, is it necessary
for these posts to exist. Instead PA/steno D should be given an additional
remuneration of about Rs.3000/- per month. By removing these posts,
atleast government will same a very good amount. But DOPT is not that
much efficient to issue these types of orders as simply they can't issue
an order stating that PPS/Sr.PPS/PSOs posted with high officers should
take dictation and also do the major important works as directed by
the officer and cannot pass it on to poor PA/steno D.

Go and settle in USA
One particular contributor is especially impressed by USA. I suggest
he should go and settle down there. Dalits are Indians and want to remain
so. By citing example of blacks, he is trying to justify untouchability
which is even worse. Another contributor has suggested that there should
be a creamy layer among SC/STs also. On that logic there should be a
creamy layer among the upper castes also. Govt. is spending lakhs of
rupees on doctors, engineers and IIM graduates and charging very nominal
fees from even the rich among them. Here also nobody from - say a family
income of Rs. 6 lakhs or so - should not be allowed admission in such
prestigious institutes. All of them should go to private institutes
and pay full fees so that the government saves enough to spend on poor
and deserving. Above all adding insult to injury, most of such people
go abroad and contribute hardly to India's development. They first fill
their bellies and cynical comment adversely on India. Even the industry
gets lots of incentives and exemption from taxes. All this should stop
so that govt. can have enough money on social sector. But that is not
going to happen because of the vested interest of the upper castes.
They will continue to enjoy the fruits of all the resources and keep
an evil eye on some little concessions given to Dalits. They ignore
everything convenient to them and criticize everything which pinches
them. They should remember that Dalits also have equal share among the
nation's resources. Reservation is one measure which has avoided class
conflicts and given roti and respect to Dalits. I again suggest that
discussion on reservation should stop as it is bringing forward all
useless arguments almost every day. But nobody reacted to my suggestion
that rich among the upper castes should leave some breathing space to
their poor brethren. And nobody reacted to my observation about the
logic behind having caste based battalions in the armed forces. Is it
not reservation for some castes? Should it also not be stopped and the
Dalits should also form part of the Indian defence forces?
