IB-Then and Now
I was lucky to join the Intelligence Bureau, New Delhi at the rank
of Deputy Director in early 1973 and returned to my state Madhya Pradesh
after spending eight fruitful years at the headquarters and in the field
at Chandigarh. Being the eyes and ears of the government, the IB then
occupied an unique position in high administrative hierarchy. The IB
Chief was also acknowledged as the supreme police officer of the country.
My old colleagues tell me how there has been a marked erosion in its
performance and as monitoring authority of this elite organization.
The hardcore, its backbone has gradually ceased to exit as these officers
have gone over to other fields with better future prospects. The political
developments and shifting sense of federalism have also weakened the
co-coordinating and monitoring role of the IB. The misplaced emphasis
for several decades on Communalism the 'red' menace should now give
place to other serious challenges like terror strikes, caste and communal
divides and frequent 'pinpricks' on the international border. Along
with the technological, advancement, human intelligence needs to be
strengthened by increasing fully trained field operations. With high
degree of secrecy, surrounding an intelligence agency, frequent criticism,
brickbat from media and public are quite natural. However, an occasion
pat on the back may do immense good to a vital agency to the government--the
Intelligence Bureau.
