Two Dalit IAS officers to be Secretaries in GoI

One can only watch with interest about the posting of two Dalit IAS officers Dr Lalit Panwar and Ms Snehlata Kumar. Both the 1979 batch IAS officers have been empanelled to the rank of Secretary in the Government of India. At present there is no Dalit officer posted as Secretary in GoI.

HAL pays Rs. 763 cr second interim dividend for 2012-13 (UPDATED)
Hindustan Aeronautics Ltd (HAL) paid Rs. 763.45 crores as second interim dividend at 634% on paid-up share capital of Rs. 120.50 crores for FY 2012-13. The dividend cheque was presented to the Minister of State for Defence, Jitendra Singh by Dr R K Tyagi, Chairman HAL in Delhi. "Rs. 763.45 crores excludes the dividend tax", says Dr Tyagi. R K Mathur, Secretary (Defence Production), K K Pant, JS (Aero), S K Jha, MD (HAL, Accessories Complex), P Soundara Rajan, MD (HAL, Helicopter Complex), Dr A K Mishra, Director (Finance, HAL) and S Subrahmanyan, MD, (MiG Complex, HAL) were present on the occasion. HAL paid the first interim dividend of Rs.48.20 crores for FY 2012-13 on December 7, 2012. HAL has set itself on the path of self reliance and to the greater national cause of indegnisation of air defence capabilities.The company has already drawn action plans to meet this objective.

Fourth Spice Park in India inaugurated in Guna (UPDATED)
The Fourth Spice Park was inaugurated in Guna, Madhya Pradesh on March 16, 2013, by Union Minister of State, Ministry of Power, Jyotiraditya Scindia. Spice Board of India has taken steps to establish Spices Parks at seven locations in the country to provide scientific infrastructure facilities in order to empower the growers of spices and ensure better price realization. Three of such parks are already functioning in Chhindwara, MP, Puttady, Kerala and Jodhpur, Rajasthan. The projects on Spices Park are primarily intended to benefit the growing community through quality improvement, grading, packing, warehousing, etc for value addition which would lead to better price realization of their produce. The exporters can also set up their unit in the Parks for processing spices under the terms and conditions of the Board. The new centers where Spices Parks proposed are - Guntur [Andhra Pradesh], Sivaganga [Tamil Nadu], Mehsana [Gujarat] and Kota [Rajastan]. A Spices Park can be defined as an industrial park for processing and value addition of Spices and spice products which offers the processing facilities at par with the international standards. The Regional crop specific Spices Park is a well-conceived approach to have an integrated operation for cultivation, post harvesting, processing for value addition, packaging, storage and exports of spices and spice products by meeting the quality specifications of the consuming countries. The basic objective of the concept is to provide common infrastructure facilities for both post harvest and processing operations of spices and spice products, which also aims at backward integration by providing rural employment. All the Spices Park will have processing facilities at par with international standards in which the produces could undergo cleaning, grading, sorting, grinding, packing, warehousing etc. Apart from the above facilities, the Board will develop the common infrastructure facilities like Roads, Water supply system, Power stations, Fire fighting & Control systems, Weighing bridges, effluent Treatment Plants, Quality Lab for checking basic parameters, Bank & Post office counters, Restaurant, Business centers, Guest house etc. Establishment of Spices Park in the country is a major initiative of the Government as part of its commitment that any growth in the country should be more of agriculture-specific and pro-farmers. The Spice Park will ensure a better pricing for the produce by shortening the channels in the supply chain system currently followed locally. The facilities available in the Spice Park can be utilized by the farming community for primary processing for improving the quality of their product and thereby they can directly sell to the exporters. Spices Park will help render educative services to the farming/trading community. It provides training programmes on Good Agricultural Practices (GAP), post harvest operations, advanced processing practices and global food safety and quality standards and issues etc.

No Dalit Secretary out of 102 Secretaries in GoI

This is very unfortunate that from 102 Secretary level posts in Government of India, no one is from SC/STs. It is happening when there is Congress led UPA government in centre, which is being voted by these sections from the beginning. Now times have come for Congress and SC/STs to introspection themselves regarding each other.

Selection of Secretary on basis of experience

Secretary to GoI is selected on the basis of his experience, qualification and overall suitability for the new Ministry/ Department by the Prime Minister. The selection process is based on only merit and of course vigilance clearance. It has nothing to do with "Class". It is also not appropriate to ask or suggest class based selection for the selection of Secretaries where only merit counts. We are facing challenging times with liberalisation and turmoil in the world economy, only merit could be the consideration for the post.
