UPA II Government crisis; inevitable instability
and opulence of options?
Even though DMK pulls out of UPA over the issue of alleged human rights
violations of Tamils in Sri Lanka the Congress party is still sure of
its safety and stability. While announcing the withdrawal of support
Karunanidhi has kept a window open for returning to the alliance with
an obvious condition. Secondly; insiders say that UPA Government has
figured out several alternative figures. Most importantly; more than
85 per cent MPs do not want mid-term polls at this point of time; meaning
hereby the MPs would exert pressures on respective parties to stay intact
with the UPA II government at least for next few months.

there are only five Dalit officers working.

Banks
None of the General Manager from Punjab National Bank (PNB) has reportedly
been selected for the post of Executive Director in various Public Sector
(PS) banks as no one from the bank had appeared for the interview. As
many as 20 candidates out of the 35 interviewed for the post last month,
have been shortlisted.

University in the convocation Hall of FRI on March 20, 2013. In his
speech, he spoke on various dimensions of development and inclusive
growth which should be sustainable. He desired that the younger people
who have access to technology translate the result of research for the
betterment of the rural India. He emphasised that through innovative
research we can initiate opportunities and ensure water and food security
for poor and educate not so privileged section of society particularly.
He also launched "ICFRE Interactive Portal" and the "Online

Mutual jealousy, backbiting in IRS
Shailendra's item is absolutely correct. But another reason for suffering
of IRS is mutual jealousy and backbiting. In IAS/IPS whatever may be
the officer, creature comforts like, house, vehicle is always taken
care of. Not in IRS. Poor service culture is prime reason for many ills
in both IRS.

I do agree with Dr Rathore's comments about Secretary level promotions.
If at all no dalit could make it, it is due to their performance and
other factors that are not based on any apartheid, state, caste or clan.
About a particular bright officer, mentioned by Bhanthe, we all know
his performance as CMD of AI, a challenging job given to him in which
he failed. So let us stop it there. The present caste and class based
recruiting policy which we are following for the last six decades have
denied justice to many bright young men from the general category for
generations and has brought down the respect and credibility of the
bureaucracy. It has only helped a creamy layer from those reserved classes
to garner all the benefits, some for more than three generations. The
shouting brigade belongs to this class. Instead of Ambedkar's dream
of a casteless society, with such divisive and unjustifiable reservation
policy, we are giving permanency to castes. Some of the reserved castes
are economically and educationally better than the so called upper castes.
It is time that we stop this madness and base recruiting and promotion
in Government services based purely on economic conditions. There should
not be any caste, but class, the haves and have nots. Birth no more
should give anybody any special privilege.

to get up and find out whatever low profile, work to rule , less PR

What is a woman in India?
The Criminal Law (Amendment) Bill in the Lok Sabha on March 19, 2013
highlighted a very important subject for consideration- What is a woman
in India. The extensive and informative debate, however, could not cover
all aspects of the woman in today's India. The portrayal ranged from
the ancient to the modern as conveyed through words like "naari,
maata, behan, beti" etc or "patriarchal" etc but failed
to come to terms with the woman of today as it did not refer to MPs,
MLAs, Ministers, Chairpersons, Judges, Top bureaucrats, Police women,
Doctors, Scientists, Researchers, Professors, Managers, Army/Air personnel.
Why do we not take into account millions of these Indian women while
discussing women related issues? Why do we think a woman is another
species than men? Why is it that comments of some well meaning parliamentarians
are twisted to ridicule them? Why is it that Women's Organisations are
unhappy with such legislation? Is there some kind of a "gender
war" going on in the country? Do we find definitions like "naari
jeevan teri yahi kahaani, aanchal main hai doodh or aankh main paani"
outdated or not? How will fiction, poetry or painting treat the woman?
What about films, TV serials and advertisements? Unless the nation answers
the question "What is an Indian woman", innocents are bound
to come in conflict with the law and Kavigan, Shaayars and poets are
likely to keep company with the inhabitants of the government run guest
houses like Tihar.
