But the hard core loyalist of Gandhi family J P Agrawal is reliably
learnt to have signaled by Rahul to continue as DPCC Chief for reasons
which suite 10 Janpath and Sheila Dixit both. The annoyed Agrawal occasionally
spits venom over Sheila but ironically never takes part in conspiracy
which is an uncommon phenomena in other Hindi speaking states. J P does
it also because 10 Janpath wants Sheila to sail the boat smoothly. On
the other hand Agrawal's occasional venom spitting serves as safety
valve also which further weakens the intensity of anti-incumbency sentiments.
Sheila eager to mark bigger than Modi"
At a dinner over a half dozen bureaucrats discussed as whose stature
in the Congress party can be compared with Narendra Modi in the upcoming
Assembly elections. The dispute finally resolved with a note which said
'let's compare the comparables only'. One of the participants jumped-in
in a poetic note and commented, 'Sheila is eager to mark bigger than
Modi and she will'. The very participant, seemingly a sympathiser of
Sheila, said, 'but the bigger difference between the both is that after
Modi won for the third consecutive term he seemed to claim for prime
ministerial candidate of his party but even after Sheila would win for
the fourth consecutive term she would never be eager to become bigger
than a CM'.

the claimants and candidates for new PCC Chief. MP Ashok Tanwar; MP

form together a panel for the post. But whispers in the corridors of
power politics have it that Ashok Tanwar would emerge as the first choice
of Rahul. It is believed that among the aforesaid 'Young Turks' Tanwar

IPS officer leaves 'Public Service' to serve public?
Amitabh Chaudhary, an ADG rank IPS officer of Jharkhand cadre, has moved
the application seeking permission to leave the service after he would
complete the statutory notice period of three months in June. Though
not fresh but the freezing buzz is that two former IPS officers of Jharkhand
cadre are all set to take plunge into politics after retirement whereas
Chaudhary is keen to take a plunge even if he has another seven and
a half years of service left. If the buzz is to be believed he would
contest 2014 elections from Ranchi Lok Sabha seat on BJP's symbol. Chaudhary,
a 1985 batch IPS officer, is Special Secretary (Home) and heads the
Jharkhand State Cricket Association as President. His popularity is
sky high after the glitch-free hosting of the ever first ODI at the
Jharkhand State Cricket Association (JSCA)'s world-class facility in
Ranchi. But political observers make it a point that Jharkhand is a
turf where hockey is far more popular than cricket.
S K Pattanayak quits Indian Railways
S K Pattanayak, FA & CAO, Indian Railways Organisation For Alternate
Fuels, who was transferred to Northern Railway, has reportedly quit
the Indian Railway service before joining as Director (Finance), Heavy
Engineering Corporation Limited (HECL), Ranchi, Jharkhand.
Two from Oriental Bank of Commerce selected for EDs post!
Two from Oriental Bank of Commerce are said to have been shortlisted

CWC signs MoU with Department of Food &
Public Distribution for 2013-14 (UPDATED)
Central Warehousing Corporation (CWC), a Schedule 'A' Mini Ratna Category-I
PSU signed the Memorandum of Understanding (MOU) with the Department
of Food & Public Distribution, Ministry of Consumer Affairs, Food
& P.D. for the year 2013-14 setting out various physical and financial
targets on 21st March, 2013. The MoU was signed by B B Pattanaik, Managing
Director, CWC with Sudhir Kumar, Secretary, Department of Food &
Public Distribution in the presence of PK Jha, AS&FA, and other
senior officials of the Ministry and CWC. Under the MOU for 2013-14,
CWC has targeted to achieve Gross Sale of Rs.1420 crore. CWC has been
a consistently profit making and dividend paying PSU and undertaking
all its expansion plans out of its own internally generated resources
without any budgetary support from the Government. During 2011-12 CWC
had achieved a turnover of Rs.1219 crore and rated "Excellent"
under MOU parameters. During 2012-13, with capacity utilization improving
to 93%, CWC is poised to achieve turnover of about Rs.1385 crore.

Criteria for Selection of Secretary
This refers to latest feedback on Forum. What is the criteria for being
selected for Secretary of a key Ministry? The only criteria are your
proximity to the powers that be, so you can swing deals and be benefitted
in turn. Also, this is the age of the political bureaucrat, where a
Secretary, far from being aloof, is a known camp follower, discharges
his functions accordingly, and best of all, is proud of his political
credentials. Today, secretaries, holding charge of key Ministries, are
politicians in the making, avidly testing their spurs, under benign
Powers that be. So much for meritocracy.

Composition of Secretaries
It's strange that you are also talking like divisive politicians. How
does it matter what is the caste composition of Secretaries at any given
time in the GoI? We need to bred a cloture of meritocracy in the Government
services, not cheap caste based postings and promotions, which have
already played havoc with the delivery and quality of governance!

Dalit officers deprived of promotions by not maintaining roster
For the past few days, our this famous website brings position about
the Dalit officers in government offices at the top levels. But you
will be surprised to know that similar is the position even at the bottom
level in junior posts in all the attached and autonomous bodies, etc
which deliberately violate the reservation roster, harass the dalit
officials, generate vigilance cases against them when their promotion
is due and put all kinds of inconvenience in their personal and professional
career. It may be verified from records that NHAI, an organisation working
under Road Transport Ministry never maintained Reservation Roster, never
promoted anyone by extending the roster benefits, never posted such
dalits in important positions. Recently a DyGM who was so much disgusted
with the harassment that he left the job for a better alternative. Is
the government listening?

I disagree with Ravinder Kumar that there is no reservation at PM level.
Since Independence all Prime Ministers of India have been from general
castes thereby implying 100% reservation for General Castes. Isn't it
ample proof to say unwritten reservation seems to exist?

Promotions must be earned
Its amazing that few people think that being a so called dalit makes
them entitled to all the conceivable facilities on earth without blinking
the eyelids. they feel since the notion is that their forefathers were
persecuted ,hence they have every right to persecute the innocents who
had no role whatsoever in this oppression few thousands year back .let
me give them a chilling reminder that the system of USA and Europe was
far more oppressive as they had the most cruel system of slavery and
their forefathers had tortured the lower classes in a much more brutal
manner still no special facilities are given to the blacks and descendents
of former slaves. Its only in India that this revengeful system was
resorted to for political reasons only. The system of giving special
benefits to the so called dalits is based on the unacceptable theory
of revenge and revenge is never a democratic way for atoning the past
mistakes. Secretary and additional secretaries ought to be selected
on the basis of pure merit If a dalit officer deserves he must be promoted
not just because he is dalit but because he deserves.

Look at content of job
As an IRS officer, I am aghast at the comments being made by some of
my colleagues in the service. I call it the ' Indian Royal Service'.
The yardstick cannot be the 'make of the car' or 'size of the house'.
Look at the content of the job. See the security of tenure. Experience
the peace of mind- not hounded by the political class. Meeting the success
stories of life-who challenge you and amaze you!!! And coming to the
facilities-vehicles are now provided at the Assistant CIT level itself,
free phones at home etc....Which other central service can boast of
such facilities?
Of course, promotions are an issue
Rather than cribbing about the service conditions, what is required
is improving the image of the service in the eyes of the society. This
can be achieved through dedication, ethical behaviour, responsiveness
and commitment.

Mr Prasad B, please check your facts, one side your saying that presently
1979 batch is being considered for sectary level post, on the other
hand your yelling it aloud that minimum 36-37 years of services in IAS
is required to be sectary in Government of India strange it is. How
your change figure according to your choice. The ways there are many
officers in SC/ST category who join service within age group of 23-27.
Anybody can check the profile of such officers in civil list. Can't
government find them suitable for these apex posts?

No SC/ST Chairman/Members in CBDT
Condition of SC/ST in Income Tax from 1947 to till date, no Chairman/Member
of CBDT is from SC/ST. Only 1% of total Chief Commissioners are SC/ST.
Those who can reach to top are given adverse entries in ACR or subjected
to vigilance. In the matters like study leave, Foreign training, dropping
of departmental proceedings and transfers and postings the category
plays a very vital role.

Death knell of the BSF
The proposed annual changeover of men in BSF instead of the changeover
of units is going to sound the death knell of the BSF. The cohesion
and camaraderie which was the USP of this elite organisation and this
gave it an edge over other CPOs is now going to end and we are now going
to have another force which is worse than the Police.

Reservation policy benefitting economically strong persons
Ever since some people accused your site of becoming a forum for anti-reservation
views, I stopped writing on this. But since views like "no Dalit
Secretary in GoI" etc continue to pour in, I have persuaded myself
to repeat that the present reservation policy is mostly benefitting
economically strong among SCs and OBCs; it rarely helps have nots among
them. The policy is constitutional discrimination and fraud on the so
called upper classes who because of their caste are even denied admissions
to higher and technical education. Unless the policy is revised (not
done away with completely as many argue) large majority of SCs will
remain where they were. Those not belonging to SCs and OBCs will go
down. If a SC becomes Secretary to GoI, how does it help and uplift
the the needy, downtrodden and the poorest on his class? He i fact distances
himself from them. It will only help his children. Needy and vulnerable
in his class will benefit only if children of such beneficiaries are
excluded from the purview of reservation to make way for others in his
class. But who will bell the cat.

Count SC /ST Officers don't want to work at Centre
Count SC /ST officer in Additional Secretary grade (Principal secretary
or equivalent) working in the States and their respective cadres/departments
also to get a correct picture. Giving only Government of India figures
is misleading. I can list many Sc/ST IAS officers, who though empanelled
at GoI, do not want to come, and prefer to work in their cadres, for
better facilities or amenities available there or due to other personal
reasons. For a correct comparison, take officers of same batch and age
group for the total cadre strength of the service, say IAS, then see
the proportion of SC/STs who reach the same level as that of General
category.
