Gujarat conferred with 'best destination for
cultural destination' by PATWA
The International Council of Pacific Area Travel Writers Association
(PATWA) has awarded Gujarat as the "Best Emerging Tourism Destination"
at the annual ITB Convention in Berlin Federal Republic of Germany on
March 8, 2013. The Award was given away by Frederic Pierret, Executive
Director, UNWTO during the ceremony amongst a large number of diplomats,
state professionals, ministers of tourism and media from all over the
world. PATWA organizes international awards every year at the ITB Berlin,
which is the world's biggest travel fair, attended by exhibitors from
180 countries and more than 7000 journalists. The PATWA award is given
in cooperation with Messe Berlin, to recognize Governments, individuals,
organizations involved in promotion of tourism from various sectors
such as aviation, hotels, travel agencies, tour operators, government
agencies and the like. The PATWA is the world's biggest 'Travel Writers'
organization, represented by members from 70 countries across the world.
The aim of the PATWA International Award is to honor the destinations
entrepreneurs, who have made an invaluable contribution in Aviation,
Hospitality and Tourism industry. Gujarat had also bagged an award at
the event last year. Gujarat was awarded the "Best Emerging Tourism
Destination" at the annual ITB Convention 2012.

week
Appointment of new Secretary, Telecom will be made this week. Infact,
in the last round two names - Jawed Usmani and M F Farooqui - emerged
for the post . Though Pankaj Agrawal was ahead, ultimately decision
makers reportedly reached on the consensus of Tamil Nadu cadre 1978
batch IAS officer Farooqui for the key post. He is presently Secretary,
Heavy Industries.

?
If all goes well Secretary Minority Affairs Sutanu Behuria may move
as Secretary, Heavy Industries. He is 1976 batch IAS officer of Himachal

Kudos to WIC for bringing out facts
Kudos to you for bringing out the facts regarding the no of SC/ST and
OBC's Secretary, Joint Secretary etc in the Government of India (GoI).
It clearly shows that discrimination against this section still persists
at the recruitment level by giving less marks in interview so that these
people always remains at lower level at every level of government hierarchy.
Therefore, reservation in promotion is necessary for SC, ST and OBCs
to bring them at par with all. Then only the dream of equitable society
will come true.

undesirable and unfortunate. Don't know who are instigating it. I request
the site manager to stop this counting immediately. Such issue is detrimental
to the health of Civil Services.

It is not in good taste
I do not think it is good to keep on tabulating the number of Secretaries/Joint
Secretaries belonging to SC/ST or OBC. Does it do any good to the officer
by making him/her stand out as an SC/ST/OBC officer. I for one totally
disapprove of this.

The issue is not who gets empanelled but how deserving SC/ST officers
are denied their due. It has to be debated. British left 70 years back
and we are still not out of denying mode because we want to rule.

Eligibility to be empanelled as Secretry
The basic fact that on the date of empanelment as Secretary, one must
have at least two years of residual service left otherwise one is not
eligible to be empanelled. That is how one needs at least 36-37 yrs
of service for becoming Secretary in GoI. After approx. 34 years, one
gets empanelled and at least two more years of residual service is needed
after that. This how you come to the figure of minimum of 36 years of
service requirement.

I support Ravinder Kumar that PM should be appointed by reservation.
All higher caste PMs have made enough mess. It is high time to try SC/ST.
Who knows someone from this category might retrieve the fate of the
nation. I also agree with N Krishnan. The only rider is that higher
caste entrenched interests should allow the merit to prevail. So far
it is them who have manipulated merit in their favour to the detriment
of OBC and SC/ST.

Wonderful comments by wonderful superb people. Undoubtedly all of them
agree wonderfully that what a wonderful country and what a wonderful
social justice. All this mess is by these wonderful people (non-Dalits)
for the wonderful Dalits, 90 per cent of whom live in indignity. Who
is responsible ? You are in majority. Do whatever you like. Think of
some ways by which they (Dalits) can be treated as human beings. Give
them 25 per cent land in one corner of the motherland.

Telecom department discriminates
Telecom department discriminates SC/ST when it comes to deputation.
Some are sent frequently on deputation. There is a case of an officer
who proceeded on deputation, returned back within a year on her own
accord and after a few months in the parent department again proceeded
on deputation. When SC/ST officers apply, their cases are rejected on
the pretext of shortage of staff. What a discrimination.
