With the date of Chattar Singh's retirement approaching fast, curiosity
bars among bureaucrats in Haryana is raised about who would get the
powerful slot. Singh is Principal Secretary to Bhupinder Singh Hooda.
Well placed sources in Haryana indicate that his successor would follow
the same pattern of elevation as has been the case with Singh himself.

The ballot envelopes carrying the votes had been up at 11 am which would
decide as who would be the next Chairman and the Vice-Chairman of Standing
Conference of Public Enterprises (SCOPE). It would also bring forth
the faces of 19 new members of SCOPE. The counting process is going
on at the Director General's office at SCOPE Complex, New Delhi. Stake
holders in CPSEs are eagerly watching the developments.
PSEs to hold 4th Public Sector Day celebration
from April 10 (UPDATED)
The Chairman and Director General SCOPE addressed the media persons
at its Headquarters. Underlining the aspirations, vision and crucial
issues pertaining to the brighter future of CPSEs, Arup Roy Choudhury,
Chairman SCOPE and CMD NTPC, said that the PSEs all over the country
will be celebrating the 4th Public Sector Day Celebration from April
10 to April 16. President of India, he said, shall grace the concluding
day function as Chief Guest and would present the SCOPE Meritorious
Awards in Specialized Fields on April 13, at Vigyan Bhawan. Choudhury,
underlining the initiatives taken during his tenure, said that it was
their passionate effort which earned the Prime Minister's consent to
meet the CMDs of PSEs every six months on the issues of empowerment,
autonomy, improvement in MoU system, succession planning and barriers
to expeditious approval/execution of projects etc. The next such meeting
with PM would take place likely by June this year, indicated Choudhury.
Representation of SCOPE on the panel of experts of Roongta Committee
and formation of Committee of Secretaries representing PSEs are such
substantial achievements, he pointed to. Dr U D Choubey, Director General,
SCOPE said that SCOPE has been constantly striving to enhance the image
of PSEs by highlighting their contribution, performance and achievements.
He made it a point that PSEs have been mandatorily earmarking two percent
of their net profit towards CSR which has started culminating into the
betterment of weaker sections of the society and is worth emulating
by the Corporates in the country as well.
NBCC inks annual MoU with its Ministry
(UPDATED)
NBCC, a Mini Ratna Schedule 'A' PSE, under the Ministry of Urban Development
(MoUD), Government of India (GoI), has signed Memorandum of Understanding
(MoU) for the Financial Year 2013-14 with MoUD. The annual MoU has been
signed by Dr. Sudhir Krishna, IAS, Secretary (UD), GoI, on behalf of
the MoUD and Vishnu P Das, CMD, NBCC, on behalf of NBCC. The MoU for
2013-14 sets out certain performance targets for the Company based on
financial parameters, dynamic parameters, sector specific and enterprise
specific parameters. While sales, has been targeted at Rs.3600 Crore,
Gross Margin for the Company has been set at Rs.173 Crore. The MoU also
provides for implementation of some key projects under CSR, and sustainable
development.

Women Secretaries, Joint Secretaries are there in Government?
Now we need the passionate authors to tell us how many Women Secretaries,
Joint Secretaries are there in the Central Government and the State
government. How many ex service men, handicapped, gifted, OBCs. We must
never ask how many officers have been honest, provided service to the
public, rationalized cumbersome systems, are not politically aligned,
caste aligned etc.

Why Reservation Policy is boon for all Dalits ?
The argument that reservation policy only benefits economically stronger
Dalits, and particularly the question "How does a Dalit Secretary
to GoI helps out other Dalits" is totally baseless one. Please
clarify does a Brahmin Secretary shares his salary packages with other
poorer Brahmins of his caste. No. Any secretary irrespective of his
caste works only for nation, government and his political superiors.
But the fact is when someone from your community or family reaches the
top position, he is looked upon as a icon and a morale booster for younger
ones. It is just a matter of pride for a community concerned. Whether
the Secretary does something for his caste or not is immaterial. It
is this feeling of pride that has been instilled in Dalits by Reservation
Policy. It simply does not matter if a Dalit Secretary is from rich
or poor family, but his top position in Government sends out a clear
cut message to all Dalits to rise to the highest levels. That is why
Reservation Policy is a boon for all Dalits irrespective of economic
criteria.

Views based on facts expressed on position of SC/ST officers in GoI
is correct. I feel merit must prevail over reservation as country has
already seen the bad effect of making reservation on caste basis for

SP reluctant to pull plug due to decline in Akhilesh govt.'s fame
Those who think that fear of CBI is stopping Mulayam to pull the plug
for UPA may be wrong as I think it is the fear of serious decline in
the popularity of Akhilesh Government which is stopping him. Since the
time new government has been formed in UP both the party netas and administrative
set-up have gone berserk and the administrative discipline visible during
previous government is seriously compromised. Even in the urban conglomerate
like NOIDA, one can feel the kind of brazen behaviour of the ruling
party netas. I have seen how even a Children's park and public road
was captured in Sector 61 of Noida by a group of ruling party netas
and their goons and how the administration helped them in the misadventure.
Nothing of this sort was possible in the previous regime. So with such
brazen administrative practices, how is it possible to retain the vote
bank.

Give SC/ST people few extra years in service
I want to say that most of the SC/ST officers miss out on becoming
Secretary/ Additional Secretary as they enter late into the services
and by the time it is the turn of their batch to become Secretary, they
retire. This also happens to the people from the rural areas and people
from lower or middle income group-whether from General Category or from
SC/ST-, as they also generally enter the services late. This gives advantage
to better informed people from the metropolitan cities who plan their
career "meticulously" (see the number of existing top bureaucrats
from St. Stephens et al). The solution to the problem could be that
SC/ST people be given an extra few years in the services. The Rule could
be that they retire after minimum 36 yrs of services or 65 years of
age whichever is later. SC/ST people should try to suggest a practical
solution to the problem rather than making unsubstantiated complaints
that their entries are "purposely" spoiled.
