Are the Japanese mulling a new immigration policy ?
The Japanese under the leadership of Shinzo Abe are mulling a new immigration
policy to counter the ageing population. This was made clear by Dr Teizo
Takenaka advisor to the Japanese PM during his lecture titled Abenomics
and the resurgance of Japan's Economy. He said immigration is an option
that will be discussed by the Japanese polity amongst issues like tying
up with emerging economy like India.
Did Tharoor asked for an exorbitant payment
for a book release ?
It is heard that Shashi Tharoor demanded Rs 7 lacs to release a book
by Rwanda High Commission titled Pegs of Life. However the High Commission
approached SS Palam Raju to release the same and Tharoor was left waiting
for the confirmation from Rwandans.

Deepak Agrawal is new PS to Jitin Prasad
Deepak Agrawal has been appointed new Private Secretary to Union Minister
of State HRD Jitin Prasad. He is 2000 batch IAS officer of Uttar Pradesh
cadre.

After the appointment of two new Judges the Supreme Court will have
30 judges, against the sanctioned strength of 31.
PESB recommends posting of CMD, SIL on deputation
basis
Public Enterprises Selection Board (PESB) has not found anyone suitable
candidate for the post of CMD, Scooters India Limited (SIL) and recommended
to explore the possibility of appointing a candidate on deputation basis.
C S Verma wins as new elected Chairperson
of SCOPE
C S Verma, reportedly, makes it as the new elected Chairperson of SCOPE.
The Electoral College had the strength of 210 nos. of voters. Verma
is heading the SAIL as CMD whereas the second contender for the slot
is V P Agrawal who is CMD, Airports Authority of India. SCOPE is the
apex body of over 240 Central Public Sector Enterprises which forms
the backbone of Public sector in India and its economy.
K L Dhingra makes hat-trick, again elected
Vice Chairman, SCOPE
K L Dhingra, CMD of ITI Limited, Mangalore, has been elected Vice Chairman,
SCOPE, for third time in a row - in 209, 2011 and 2013. This is the
second time that he has won with the highest margin despite being CMD
of a loss making PSU. CMDs of seven profit making PSUs were also in
the fray for the said post.

Justice Abhay Manohar Sapre is the Chief Justice of the newly created

be appointed soon.

Justice Deepak Gupta has been sworn in as Chief Justice of the newly

Justice T. Meena Kumari has been sworn in as the first woman Chief Justice
of newly constituted Meghalaya High Court today. Justices T. Nandakumar

PSEs to hold 4th Public Sector Day celebration
from April 10
The Chairman and Director General SCOPE addressed the media persons
at its Headquarters. Underlining the aspirations, vision and crucial
issues pertaining to the brighter future of CPSEs, Arup Roy Choudhury,
Chairman SCOPE and CMD NTPC, said that the PSEs all over the country
will be celebrating the 4th Public Sector Day Celebration from April
10 to April 16. President of India, he said, shall grace the concluding
day function as Chief Guest and would present the SCOPE Meritorious
Awards in Specialized Fields on April 13, at Vigyan Bhawan. Choudhury,
underlining the initiatives taken during his tenure, said that it was
their passionate effort which earned the Prime Minister's consent to
meet the CMDs of PSEs every six months on the issues of empowerment,
autonomy, improvement in MoU system, succession planning and barriers
to expeditious approval/execution of projects etc. The next such meeting
with PM would take place likely by June this year, indicated Choudhury.
Representation of SCOPE on the panel of experts of Roongta Committee
and formation of Committee of Secretaries representing PSEs are such
substantial achievements, he pointed to. Dr U D Choubey, Director General,
SCOPE said that SCOPE has been constantly striving to enhance the image
of PSEs by highlighting their contribution, performance and achievements.
He made it a point that PSEs have been mandatorily earmarking two percent
of
their net profit towards CSR which has started culminating into the
betterment of weaker sections of the society and is worth emulating
by the Corporates in the country as well.
NBCC inks annual MoU with its Ministry
NBCC, a Mini Ratna Schedule 'A' PSE, under the Ministry of Urban Development
(MoUD), Government of India (GoI), has signed Memorandum of Understanding
(MoU) for the Financial Year 2013-14 with MoUD. The annual MoU has been
signed by Dr. Sudhir Krishna, IAS, Secretary (UD), GoI, on behalf of
the MoUD and Vishnu P Das, CMD, NBCC, on behalf of NBCC. The MoU for
2013-14 sets out certain performance targets for the Company based on
financial parameters, dynamic parameters, sector specific and enterprise
specific parameters. While sales, has been targeted at Rs.3600 Crore,
Gross Margin for the Company has been set at Rs.173 Crore. The MoU also
provides for implementation of some key projects under CSR, and sustainable
development.

Whose brain wave is this?
I have seen the comment in forum about ACO in BSF. What is this supposed
to mean? Does it mean that units will not be moving as a single entity?
Whose brain wave is this? Do they not know that it is this cohesion
of unit functioning that makes the BSF a unique force. It is this cohesion
and the officers knowing their troops intimately that gives BSF the
distinction of being the only force not to have ever revolted. In any
case what is the rationale of this new policy? Would somebody please
explain?

Issue is not about reservation at Secretary level
There is no reservation after Class I posts. So, the issue was not
about reservation at Secretary level, it was about to know how only
general castes reach the top positions. It seems like a well organized
system wherein merit is ultimately and only found in general caste officers.
Inspite open corruption cases and court cases, general castes reach
positions of secretary. This miracle in selective promotions has led
to common belief in non-general castes civil servants that there is
something fishy. When this organized system of selective promotions
is reformed, automatically all will reach to the level of secretary
irrespective of one's caste.
