Why delay in empanelment of 1983 batch of
IAS ?
Delay in the empanelment of 1983 batch IAS officers to the rank of Additional
Secretary in the Government of India is now debated in the bureaucratic
circles. If insiders are to be believed, everything is ready and it's
a matter of just half an hour. It is heard that delay is there because
of a couple of officers who do not figure in the list.
ACC's guidelines on inter-cadre transfers
Appointment Committee of Cabinet (ACC) has given new guidelines on inter-cadre
deputation directing that the pending cases of inter-cadre transfers
of officers to third cadre, on the grounds of marriage may be processed
accordingly and where both the cadres on which the two officers are
borne have refused to accept the officers, a fresh attempt may be made
to obtain the consent of the two cadres.
Appointment in Banks only after Parliament
Session
If top sources are to be believed, nothing has been finalized about
appointment of Bank CMDs and EDs. All kinds of rumours have been going
on in the banking circles. Infact, file of selected candidates is presently
lying with the CVC and the appointment will commence only after the
Parliament session.
Three vacancies in Central Information Commission
There are presently three vacancies of Members in the Central Information
Commission .After the retirement of Annapurna Dixit, the number will
go up to four in June.

Santhosh Mathew has joined the Government of India as Joint Secretary,

First woman DC in Mysore

BAE Chairman visits HAL's facilities at Bangalore

Led by Chairman, Dick Olver and Chief Executive Officer, Ian King, Board
Members of BAE Systems paid a rare visit together outside the UK/US
to HAL's facilities in Bangalore recently. They interacted with HAL
Chairman, Dr R K Tyagi and top officials and discussed about various
business areas of mutual interest. Speaking on the occasion, Olver insisted
that the deep routed business relationship with HAL should go beyond
Hawk to make the future even better than past. India being the second
largest market for Hawk after UK, he said both the partners could think
of working on new projects in 17 countrieswhere BAE has its presence.
Dr Tyagi said HAL would be keen to carry forward this relationship.
A new business model such as Performance Based Logistics (PBL) could
be an area of cooperation with HAL learning from BAE experiences. HAL
and BAE Systems have been together since 40s when Tiger Moths were overhauled
and the relationship strengthened through production of Jaguars in 80s
and the Hawkfleet in the last 20 years, he added. K Naresh Babu, HAL's
Managing Director, (Bangalore Complex) and T Suvarna Raju, Director,
(Design and Development) were also present. Currently HAL produces Hawk
Mk, 132 under license from BAE Systems, UK and the first aircraft was
handed over to the Indian Air Force in August 2008. The Hawk Mk 132
is an advanced jet trainer with tandem duel seats meant to provide advanced
flying and weapons training.

What to add further
on reservations ?
A lot is being written these days for and against reservation in Government
jobs. So much has been written that I cannot think what to add further.
But I recollect, recently someone had posed some questions on this issue
in your site. No answer was given by any one. One question was - whether
reservation is justified for a person whose father/grand-father had
got benefit and reached a position higher in every respect than that
of lakhs, may be crores of people, irrespective of their caste and why
such people should not be excluded and benefit given to needy among
SCs? The point is all important but supporters of reservations in its
present form seem to be ignoring this, maybe for their own vested interests.
If they were so concerned about their caste fellows, they would not
only agree with this, but support and work for it. Unless this is done,
poorest among the Scheduled Castes etc. cannot be uplifted in the society.

It has nothing to do with merit !
The reason why few reserved category officers are not to be found at
Secretary level has nothing to do with merit. Rather, the late age of
entry of direct recruit SC/ST candidates in the IAS does not leave them
with enough time to reach the apex scale. Wherever SC/ST candidates
have entered service at an early age, they have made it to Secretary
level. This talk of discrimination against SC/ST candidates to prevent
them from reaching the Secretary level is nothing but a bogey.

Where is Justice?
SCs who are in the Class I services will have benefitted, their children/
grand children will benefit and so on... Who is concerned about the
poor SC still working in the farms of the rich farmers?

Reservation is most welcome but
Reservation is most welcome. But there are so many people who give fake
certificates and misuse. There is no proper mechanism in place to check
this. Moreover, the Tax Payers' Money is utilised not only to give free
education to certain reserved categories but also free meals. But, how
many of them remain loyal to the country. Most of them flee away and
settle abroad and never come back. There are so many officers belonging
to these so called reserved categories indulging in corrupt practices.
So let us not talk about reservation after certain levels. Only Honesty,
Integrity and Loyalty should be the parameters for top level postings.

We are grateful to the Indian Constitution that the Dalits have reservation.
Readers of WIC may like to note that despite a stringent law as Prevention
of Atrocities Act, 1989 and Rules 1995, even the complaint of a retired
Ambassador under the Act has not been registered for over three and
a half month. Are you favouring the Dalits ? From Head Constable in
the Police Station to the Commissioner of Police are aware of this fact!
God save my country and God give some sense of duty to concerned officials.
The offence under the Act is not only against the victim but against
society and ultimately the Nation.

Discrimination is evident because of rigid thinking
Merit should have impartiality embedded in grading, which is not possible
through whims and fancies of a few denying justice to deserving SC /ST
officers. It happens to a limited no of others also but not like the

Hypocrates are cause of all problems
People who behave (hypocrates) on basis of caste only see no merits
in SC/ST officers. As we all know the history of our land, people who
ruled so far belong to certain caste. And due to their meritorious ruling
capacity, we have been compelled to follow or imitate the colonial mindset
in this country. The root cause of all the problems faced today are
only derived from such so called hypocrate persons. And I am sure that
this class does not constitute of Sc/ST and OBCs who are deprived.

Dalit/ OBC/ ST Officers ruling roost
In most state governments, Dalit/ OBC/ ST officers are ruling the roost.
They are Secretaries to Chief Ministers, Principal Secretaries to Chief
Ministers etc. Remember that Dalits have massive political patronage,
because even for MPs and MLAs, they have reserved seats. OBCs have massive
political patronage since most CMs/ MLAs/ MPs are OBCs (this is simply
because most castes in India have been labeled backward and thus a major
chunk of the population has garnered these benefits for themselves.
It is another matter that third and fourth generation Dalit officers
are cornering all seats meant for Dalits, third generation well heeled
Meenas and North Easters tribals are cornering most of the seats meant
for tribals and the richer business families amongst the OBCs like the
Marwaris who all claim domicile in Bihar to get reservations, well heeled
kurmis etc are cornering all benefits by suppressing their incomes and
falsely showing that they do not come within the creamy layer). Remember
also that the power, pelf and perks for officers are much greater in
the states than the central government. Further, scope of corruption
is higher in the state governments. For all these reasons, most Dalit/
OBC/ ST IAS officers do not prefer to serve at the centre. They simply
are far happier in the states. Your head count is accordingly flawed.
Just by the way, why are all these Secretary level posts only occupied
by IAS officers and no other service is allowed to man these posts when
actually these posts are open for all services? Any head count service
wise as well?

CBDT working hard
The Central Board of Direct Taxes (CBDT) has been working very hard
to transfer and post Commissioners of income tax in the month of March.
They deserve congratulations. Had they displayed similar commitment
to targets, even the revenue targets could have been achieved.
