At a gathering of media persons, a topic on best PR in the country came
in for discussion. And the conclusion was, best PR is in Gujarat followed
by Madhya Pradesh and Chhattisgarh. About worst PR, it was stated in
Uttar Pradesh followed by Uttarakhand. One can easily draw the conclusion
about publicity in Print and TV about these states. In UP name of best
PR man 1979 batch IAS officer Vijay Shankar Pandey is now being remembered.

CBDT asks officers not to visit Delhi
CBDT has asked its officers not to visit Delhi to meet the Members
of Placement Committee in the Board personally for canvassing their
cases for transfer in the AGT 2013 exercise, as it would be a digression
from revenue mobilisation drive in March. It is quite natural for officers
to be concerned about their transfers affecting their personal life
and families and also quite natural for them to meet Members for pleading
their cases personally. When the transfer policy is so lopsided since
2010 that hardly any vacancy arises in Delhi/Mumbai/other preferred
places and requests for these places are hundred times of vacancies,
it would be naive to go by Chairman CBDT's assurance that cases will
be considered on merit on the basis of option forms and there is no
need to visit or meet Members of the Board. As such, in the first place,
there was no need for CBDT to have started full fledged AGT exercise
at this crucial time and convey an impression that the orders would
be issued by March (read: 'before retirement of Member (P). Whatever
impression CBDT may carry, AGT exercise at this time is a major source
of digression for officers, when their focus should be on revenue mobilisation.
There is no reason or need to carry out transfers so early this year,
especially when last AGT took place in September, just six months back.
Right time to do transfers every year would be April end or May beginning,
after officers have wound up current year's work, submitted reports
and also their ACRs etc. CBDT should also take into account officers'
performance in work in FY 2012-13 while deciding postings for future.
How can that be done in March, when year has not ended? CBDT would do
well to declare that though data collection is being done for affecting
the transfers, placement exercise would actually begin after 15th April
and orders would be issued by 15th May and therefore officers should
concentrate on revenue mobilisation rather than worrying about AGT.
By the way, before doing AGT, would the FM/CBDT first take steps to
correct this lop sided transfer policy so that officers who are continuously
in Delhi/Mumbai for more than 16 years are moved out once ?

Total mess in IT Department
Earlier the Income Tax Department's Tax return Department were being
maintained by the NSDL, TCS etc. till 31.10.2012.From Nov 1, 2012 they
have taken up the job for doing on its own. There is total mess in IT
Department. Updated status is yet to be transferred. The right hand
in the IT Department does not know what the left hand is doing at present.
Like any other Government servant, who has got powers in the country,
a small fry of IT Department is also exercising his 'negative powers'
and issuing notice to poor government servants whose tax are deducted
from the salary every month and deposited with the IT Department. There
are many learned and intelligent people in the country, who are more
intelligent to CBDT but not computer literate. You cannot expect everything
to change suddenly overnight in a computerized environment. By committing
such acts the IT Department is not becoming people friendly and in future
will loose revenue.

The government departments are not uploading tax credit on Form 26AS.
Ministry of Civil Aviation has also not given details on Form 26AS for
the previous year.
