Friends and foes were discussing AICC General Secretary Digvijay Singh in a Five Star Hotel in Delhi. One person who knows Digvijay from close quarters said that he is over estimated as a politician and under estimated as a human being.

Railway Transfers and postings
WIC has time to time highlighted the irregularities in postings and transfers by Railway Board as observed by PMO/ Cabinet Secretariat and apprised by some regular readers of WIC. However, nothing changed for years together. Recent arrest of a Board Member reveals serious nature of corruption. In fact there have been several postings during the tenure of present and previous Ministers where money exchanged hands. If one looks at the past profiles (postings) of Executive Directors, Advisers, Additional Members, Members in Railway Board and some Heads of Departments (posted in Delhi, Mumbai, Kolkata), they have been able to manage to get their postings by corrupt practices either directly or through contractors. Despite a rule of tenure in place, several of these officers have continued in one place for decades together. Several of them have done multiple tenures in Board. Recent postings in Board and Metros raise eyebrows as no norms have been followed. It will be most prudent for CBI to investigate this matter and reverse these orders.

India's first unique, indigenous MCW Shop inaugurated (UPDATED)
Jitendra Singh, Minister of State for Defence, inaugurated the state-of-the-art Manned Chamber Welding (MCW) shop, the only of its kind in the country and second in the world at HAL's Koraput (Sunabeda) facilities in Odisha on May 9, 2013 in presence of R K Mathur, Secretary Defence Production. "India and Russia are the only two countries having this facility", said Dr R K Tyagi, Chairman, HAL.The minister lauded HAL's efforts. The Indian equipment has been developed indigenously by HAL with help of other vendors. Dr Tyagi handed over a symbol of robotic argon chamber dedicated to the nation to the Minister. Robotic tungsten inert gas (TIG) welding system in argon chamber plays an important role in welding of complicated assemblies for aero engine in total argon environment that ensures quality and reliability. The Indian MCW system at HAL is unique as it offers both robotic and human (manual) welding in argon atmosphere while the Russian welding is carried out only manually. In this robotic system, HAL does welding of 17 major modules of Sukhoi engine. The welding is of high quality and free of defects. The entire outer casing module of the engine is welded inside this chamber. The welder working inside has all life support and health monitoring features. Air Marshal, S Sukumar, DCAS, IAF, S Subrahmanyan, HAL's MD (MiG Complex), Aniruddh Kumar, HAL Executive Director (Koraput Division), top MoD and HAL officials were present on the occasion.

Interviews for DG, ASI being held at Ministry today (UPDATED)

Interviews for the post of Director General of Archaeological Survey of India (ASI) are being conducted at the Culture Ministry, New Delhi on May 10, 2013. Does it not make Nitish Kumar anti-Hindu ?

Chief Minister Nitish Kumar, in an effort to please his minority vote bank in Bihar, is saying things which tantamount to nothing else than political rhetoric of minority appeasement. He keeps implying that since the Godhra riots in Gujarat happened on Narendra Modi's watch, he is an anti-Muslim leader. Kumar, in order to consolidate his minority vote bank in Bihar keeps saying and doing things to appease the Muslims. Does it not make Kumar anti-Hindu? I strongly feel that Muslims are as much a part of India as Hindus. It is the duty of our leaders to work with them to take care of their issues in the same manner they would take care of the Hindus. The Muslim leaders should also question Nitish if he "Unki topi pehan kar Muslim community ko topi pehnanen ki koshish to nahi kar rahen hain?"

I differ. The story is other way round. The quality of noting and drafting at levels junior to Joint Secretary has deteriorated. Officers at JS level are now doling original notings/ drafting's than those their counterparts in yesteryears used to do. They sit late, attend office on Saturdays and offer valuable advice to their juniors on working days.

In CAPF all the key posts are being headed by the IPS officers, At least one officer of CAPF cadre(having grass root level experience) be promoted to the SDG/ADG rank, so that good policies/decisions for the welfare of Jawans could be made.

BJP will become a model political party if …………..

BJP should have internal elections where the voters are cadres and not just the board members. BJP should also make a new beginning by relegating Advani to a ceremonial advisory role and not involve him in any executive decisions. He is well past his prime and has lost touch with the ground reality. Along with him, his select group of AC room politicians like Ananthakumar, Sudheendra Kulkarni, Jaswant Singh, etc should also go. People should not be nominated to any posts but elected. BJP should also appoint some competent and suave spokespersons from states of Kerala, Andhra, TN, and North East. Only then will the people of these states be able to identify with BJP. These spokespersons can then be deployed as regional leaders to the states. A code of ethics should be adopted and any member whether he is a CM, PM, or ordinary member should be expelled from party for violating this code of ethics. When limits are well known and strictly enforced, people will stop crossing them. This will instill discipline and fairness in party working. One national leader should be given charge of one state and the state leaders should be given charge of each district. The performance of party in each district should thus be monitored and fine tuned. People from grassroots should have a forum to express their views and the same should be implemented. If these suggestions are incorporated, I am sure BJP will become a model political party and will sweep all elections.

When corruption of a particular community is pointed out, the immediate reaction is it is individual centric and not caste based. One look at the railway scam reveals the web of one particular community all through. Strange that Raja & Maran were treated differently.

CBDT orthodox working

Recently Income Tax department has made ITR-1 (SAHAJ) cannot be filed by salaried/pensioners whose tax exempt income is more than 5000/ from agriculture or dividend/interest. It looks that Income Tax department never wants to change with time. Now it is being discussed how to increase tax net with people earning more than 1 crore but still Income Tax department works for the people earning more than 5000/ as tax exempt income. CBDT should consider immediately to stop such things and withdraw the amendment. Make ITR-1 (SAHAJ) applicable for salaried/pensioners having income from salary and interest only. Do not move in backward direction. On one hand CBDT making system to work with simplicity but on other hand putting riders e.g. running with chain in the race to win.

Independence to CBI from clutches of Govt

A judgement by Supreme Court on this matter is heartening it has come at right time. When CBI is initiating rail scam on posting CBI should now call for details of the files for approval of GM and look for people who have been denied seniority also call all those who have been denied the promotion inspite of having orders from CAT and High Court this will bring truth as these people could not afford to Pay the cost for Board posting ?

Reservation Policy can't divide society

Friends, Reservation Policy for SC/STs does not and cannot divide the society, Hindu, which is divided by birth, by scriptures and by practice. Nobody can create a new caste, can divide a caste, it is decided before your birth and lives on after your death too with your offspring's. The Policy only unites and cements Caste System but at the same time, it weakens casteism, it has changed hatred of general castes into jealousy in their minds. But this minor sort of feeling jealously cannot be compared to their ancestors' practice of untouchability. Gradually, this feeling of unnecessary jealously will also fade away. It is unfortunate that there are very few takers of the fact that due to reservations for SC/STs, they have been ruling the largest state, they have the biggest say in Assemblies and the Parliament due to the number of representatives they have been able to get due to reservation policy. All would agree, before reservations, there was no political freedom, social freedom, right to choose profession, or right to enter jobs, to SC/STs. If any anti-SC/ST Reservation Policy organization or individual intellectual or a layman can provide any data available with them between 1920-1950 when there was no reservations, what was strength of SC/STs in any field. There was none............ And Casteism-untouchability too prior to reservation policy was in its ugliest form unlike these days... One can see due to reservation policy some SC/ST castes have progressed like anything but it has not abolished caste system as such, these benefitting castes have become stronger and well off. So one can conclude that reservation policy for SC/ST has strengthened the caste system, not casteism rather it has reduced casteism, (here casteism referred to as hate towards Dalits), so it unites castes since the progress and development of a SC/ST castes has not abolished the institution of caste but has uplifted them within their particular caste. The difference between Caste as an institution and Reservation Policy for SC/ST is that Institution of Caste taught hatred, inequality, degraded lower castes to slavery, however, the Reservation Policy has given them political and social freedom to SC/STs, and above all the Reservation Policy in all its fairness has not put any direct restrictions on general castes to entry to jobs or on human rights as Caste as an Institution had put on fellow Hindu- Dalits for centuries. Hence, Caste as an institution is casteist i.e. division among society in its goal, the reservation policy for SC/ST is not casteist- its goal being welfare of Dalits, because it does not put ban on general castes as the Caste used to put. One may differ, but my humble analysis concludes that Reservation Policy for SC/STs unites we the Hindus and strengths us socially. Reservation policy for SC/STs unites and strengthens. Jai Hind
