2Orders of Shashi Kant Sharma as new CAG issued
The orders of Shashi Kant Sharma, Secretary Defence, for the appointment as new Comptroller & Auditor General of India (CAG) have been issued. He will take over the charge on May 23, 2013 as the tenure of present incumbent Vinod Rai is ending on May 22, 2013. Sharma is a 1976 batch IAS officer of Bihar cadre.

Who would be the next boss of bureaucracy?
With the supposed appointment of P K Misra as Member, UPSC, the guessing game has gained momentum as who would be the new Secretary, DoPT - the boss of bureaucracy. Misra, a 1976 batch IAS officer of UP cadre, is scheduled to retire in June this year.

Anil Swarup is new Additional Secretary, Labour
Anil Swarup has been appointed as Additional Secretary, Ministry of Labour and Employment in the Government of India. He is a 1981 batch IAS officer of Uttar Pradesh cadre.

Thakral appointed Additional Secretary, Steel
Vinod Kumar Thakral has been appointed as Additional Secretary and Financial Adviser, Ministry of Steel, in the Government of India. He is a 1982 batch IAS officer of Manipur-Tripura cadre.

A K Manocha selected as CMD, IRCTC
A K Manocha, Chief Operations Manager (COM) in the Ministry of Railways (MoR) has been selected for the post of Chairman and Managing Director, Indian Railway Catering & Tourism Corporation Limited (IRCTC) at a Public Enterprises Selection Board (PESB) meeting held on May 21, 2013. As many as 13 persons were interviewed for the same.

Venugopal Rao selected as Director (Fin), HCL
V V Venugopal Rao, Director, Finance, Braithwaite, has been selected for the post of Director (Finance), Hindustan Copper Limited (HCL) at a Public Enterprises Selection Board (PESB) meeting held on May 20, 2013. As many as eight persons were interviewed for the same.

File of CCIT transfer postings reaches to FM
File pertaining to the transfer and posting of CCITs has reportedly reached to the Finance Minister. About 50 IRS officers figure in the list. List of CITs will also be ready in a day or two.


CVO NHAI gets two years extension

Central deputation tenure of Aloke Prasad as Chief Vigilance Officer (CVO) in the National Highways Authority of India (NHAI), New Delhi has been extended for a period of two years beyond June 20, 2013 i.e. up to June 20, 2015. He is a 1984 batch IPS officer of UP cadre.

Punjab and Sindh Bank only ED to retire on May 31
P K Anand who is the only Executive Director of Punjab and Sindh is retiring on May 31, 2013. D P Singh, IAS (1980 batch) of UP cadre, is the CMD of Punjab and Sindh Bank.

Mugdha Sinha is now Director
Ms Mugdha Sinha has been promoted to the rank of Director in the Government of India. She is a 1999 batch IAS officer of Rajasthan cadre.

Four IRAS officer shifted
As many as four officers belonging to Indian Railway Account Service (IRAS) have been transferred and posted at different places. Accordingly, Ms Malbika Ghosh Mohan has been transferred to Northern Railway and posted in the cadre while Lalith Mohan R is being shifted to Northern Railway and posted in the cadre and Manohar Pillai was posted to South Central Railway. Besides, Ms Prema Sripathyrao has been transferred to Southern Railway.

Ravi Prakash proceeds on a two- months leave after he completes his 7 years term on central deputation on May 11. Ravi Prakash, a 1990 batch IPS officer of Rajasthan cadre, served as IG (Personnel) CRPF.

Harsh Agarwal is likely to be appointed as Deputy Registrar in Appellate Tribunal for Electricity (APTEL), New Delhi. He is a member of UP Judicial Service and holding the post of Additional Chief Judicial Magistrate in Allahabad District Court.

Five IAS officers shifted in Tamil Nadu
As many as five officers of Indian Administrative Service (IAS) have been transferred and posted at different places in Tamil Nadu. Accordingly, Dr Niranjan Mardi has been posted as Principal Secretary, Home, Prohibition and Excise Department while Rajeev Ranjan will now be Principal Secretary, Highways and Minor Ports and Gagandeep Singh is Secretary, Revenue Department. Similarly, Dr S Vijay Kumar has been appointed as Secretary, Animal Husbandry, Dairying & Fisheries and Dr Girija Vaidyanathan was made Principal Secretary/Commissioners of Land Administration.

As the grapevine has it CM Nitish Kumar has given his green signal to Malothu Ramulu Naik to move his papers for central deputation. Naik, a 1998 batch IPS officer of Bihar cadre, is DIG Betiah range.

Three officers belonging to Indian Administrative Service (IAS) have been shifted in Uttarakhand. Accordingly, Dr Ranjit Kumar Sinha has been appointed as Vice chairman of Haridwar Development Authority (HAD) and Secretary of Uttarakhand Public Service Commission while Nidhimani Tripathi will now be Additional Secretary to CM and Chandrashekhar Bhatt is as Additional Commissioner of Uttarakhand Transport Corporation and MD of UTC.

R D Dhiman is PS, Agriculture in HP (UPDATED)

R D Dhiman has been appointed as Principal Secretary, Agriculture in Himachal Pradesh. He is a 1988 batch IAS officer of Himachal Pradesh cadre.

Preeti Saran is new Ambassador to Vietnam (UPDATED)
Ms Preeti Saran has been appointed as the next Ambassador of India to the Socialist Republic of Vietnam. She is a 1982 batch Indian Foreign service officer.

NBCC sets up new Zonal office at Bhubaneshwar (UPDATED)
The Chairman cum Managing Director of National Buildings Construction Corporation (NBCC ) Anoop K Mittal recently inaugurated a new Zonal Office at BMC Bhawan Mall, Bhubaneswar. NBCC, a Mini Ratna Schedule A PSE under the Ministry of Urban Development, Government of India, opened the office with plans for aggressive business and keenness to contribute to the fast developing state of Odisha. To name a few projects, NBCC has recently won a bid with BDA (Bhubaneswar Development Authority) for Real Estate development project at Chandrasekharpur, Bhubaneswar. In the PMC segment, NBCC is all set to start several new projects in Bhubaneswar viz establishing of Mahanadi Institute of Coal Management (MICM) for Mahanadi Coalfields Limited (MCL) costing approx. Rs. 139 Crore, construction of Tier-III Data Centre for NIC and a project for STPI in Bhubaneswar, among others.

American Plagiarism

Let me first quote from the article in the TOI by Arati Jerath:

"...and lyricist and nominated Rajya Sabha MP Javed Akhtar to pen the campaign's signature song: "Meelo hum aa gaye, meelo hamein jaana hai (we have come a long way but we have a long way to go yet)." I don't know why these lines of the lyric remind me of similar lines by the American poet Robert Frost, who perhaps plagiarised decades ago these very lines when he wrote "...I have miles to go before I sleep, and miles to go before I sleep". Perhaps, these Americans being good at science and science fiction, invented some kind of a time machine that could know the flow of poetry in future from the powerful pen of the Indian lyricists and put it in writing in advance as their own! Wonderful people, a'n't they? How could they do so? And how Indians like Jawahar Lal Nehru, if the current breed of court masters haven't forgotten him all together, repeat it almost on a daily basis? Lyricists are great people, but their acolytes are far superior and the new professionals called the Image Makers the best of all. They can make Robert Frost or any other Robert an Indian and any Indian an American. So goes around the whisper this Sunday, May 2013.

It is another myth to call Dalits fourth varna

Actually, the fourth varna was shudras, they were however, not untouchable. The depressed classes, i.e. the dalits were the fifth variety, the "awarna", the untouchables. But the fact remains that for at least a thousand years, since the Muslim rule in India, the "varna" system was practically not in force for the purposes of Persian or English education. Nor for jobs with the Mughal rulers nor with the British. Untouchability was a social phenomenon which has been discarded in independent India. Far worse treatment was given historically by Muslims to Hindus for a thousand years. They were killed, raped, butchered, taxed and dealt with like slaves. Shall we have reservations for all Hindus and deprive Muslims for a thousand years? Certainly not. The truth is that an elite has sprung up in SCs in the past hundred years which wishes to perpetuate itself through reservations and wishes that the downtrodden among them do not get the benefits of reservations.

Railways holding back appointment

Government had earlier decided to name new Chairman atleast two months before vacancy falls due ? It has come in the newspapers that Railways were holding back appointment to favour the chosen few !

CBDT failing in its mission!

CBDT is failing in its mission to make tax laws simpler and increase tax net of high net worth people. It is still devoting its time and man power in issuing amendments like making ITR-1 (SAHAJ) non-applicable to tax payers whose tax exempt income from dividend/interest/agriculture is more than Rs.5000/. One can easily guess in which direction CBDT or Income Tax department is working. Even Govt. has increased creamy layer limit to 6.0 lakhs for getting the reservation benefits but IT department is working in backward direction. Last FY 2011-12 ITR-1 was not applicable for only agriculture income more than 5000/ and now income from dividend and interest has also been included in 5000/. It means if you are salaried or pensioners and having total income more than 5000/ from agriculture, dividend, interest which is tax exempt, you are debarred to fill ITR-1. Is it New Bharat Nirman?
