Salute to out-going CAG

I salute Vinod Rai on his superannuation. Rai protected the dignity of the institution and worked fearlessly in discharging his duties and responsibilities. Of course he was attacked by many from the Government as well as by political parties. In fact such institutions were established to get the Government working audited and take measures to overcome the shortcomings or mistakes/lapses that has happened without criticizing the individuals or institution. Anyhow CAG only submits the report to Parliament that is debated and forwarded to PAC for further action. There is no compulsion to Govt. to follow unless it is recommended by PAC. The objection can always be replied in positive way. Only Govt. has made such institution for the betterment and to have check and balances in Government working. When such lapses are brought to the notice to Govt. then Govt. can take corrective measures. We should give due respect to the institutions like CAG, Election Commission, CVC etc. not always criticize. Best of luck to new CAG Shashi Kant Sharma.

Post requires specialised knowledge of accounts and audit

The post requires specialised knowledge of accounts and audit which a generalist service like IAS is not expected to possess. We, however, shamelessly continue to follow the British legacy of putting IAS over the head of all departments. The CAG must either be a Chartered or a Cost Accountant.

Declare them as BPL

With creamy layer limit among reserved classes raised to Rs.6 lakhs per year, Government should declare those with income below Rs.6 lakhs per year as BPL and income tax limits raised to Rs.6 lakhs per year.

Abolish all reservations in recruitment

I think that all reservations in recruitment by the government should be abolished as it goes against the fundamental principle of merit in selection. Forget caste , creed and religion, if we select candidates on grounds other than merit then it is tantamount to corrupting the system itself. Is that the object? If so then why hold any examinations at all? We have ended up eroding the governments efficiency by this promiscuous policy of reservation based on caste and not on merit, we have also ended up shoring up caste prejudices by this policy. True the politicians have a vested interest in dividing our society into vote banks along caste lines but that does not give them a right to destroy our country. In 1947 they conspired with the British and divided the country into India and Pakistan and the people of undivided India are still paying the price for that diabolical folly. Was a referendum held in India by the British to decide if Indians wanted Partition? No, because if they had the people of India would have rejected Partition just as the people of India reject reservations in jobs along caste lines. Was there a referendum by the politicians in 1950 when the Constitution was being drafted to know if the people of India wanted reservations? No, the decision was arbitrary by a set of privileged lawyers who arrogated to themselves the right to speak on behalf of 1.2 billion Indians when they declared, We the People of India..... but they were merely opportunistic lawyers turned politicians looking for vote banks.

It was the practice in Vedic period

The ban on education to Shudras was the practice in Vedic period when Varna System was in place. It continued even after collapse of Varna system and Brahminical legal books such as Manu Smriti and other religious book duly define it. So, it is absolutely incorrect to say that there was no ban on Shudras / Dalits in education in earlier times i.e. Vedic times. One cannot mislead by giving examples of Ambedkar and Jagjivan Ram who were born in recent times i.e. modern India and not in Vedic times. I agree with your views that in modern India Dalits were going to schools but were being met out with untouchability by asking them to sit separately and away from class, even the teacher will check homework from distance. There was a great man called 'Ahlawat' last name who retired as Head Master in Sixties in Haryana. He was topper in school. In his own world, his teacher used to check his homework from distance by making faces and commenting his caste, however, the brave boy fought all along with topped the examinations and administration forced to hire him as a teacher in 1940s. However, agony of caste did not stop there, he was ill treated even by his general castes students though he was a known mathematician in his State. After retirement, he opened a school and gave free education to all. I fail to understand whether this practice organized untouchability in schools which you describe as not ban in schools, was an improvement in the behaviour of three varnas i.e. general castes or their degeneration. My point is although in modern India foreign rulers opened doors for education to all, three castes/varnas which were in the habit of availing 'ancestral reservation in education' did not take it lightly and started the social practice of untouchability in schools by certain castes, which was no less than a ban on Dalits. Ban or a ban-like situation in both in old times i.e. Vedic and modern India in educational matter hence cannot be denied. It is quite clear that the reason putting ban on Shudras in vedic times and ban-like situation in modern India i.e. during Muslim and British Rule by way of untouchability in schools, was the result of practice of 'ancestral reservation policy' by and for three varnas because they knew that once education is imparted to all human beings, they will lose their monopoly. A lot has changed since 1950 after the arrival of new Reservation Policy in terms of equality in education. Sincere thanks to all great men who dedicated their lives for spread of education in society and breaking ancestral monopoly.

R K Singh

Reservation is wrong

Whether it is of vedic period or the after Independence period, the reservation is wrong. Why should we support a wrong thing now on the plea that same type of wrong thing was practiced in past. As it is mentioned, there is no reservation for the blacks in USA. If someone is to be helped then he should be given education not reservation. Make all of them educated so that they can earn and live a standard life. Don't reserve a seat for a less qualified and spoil the system.
