Secretary, Defence (1) Orders of Mathur issued but?
As predicted Orders of R K Mathur were issued on Thursday. But not for the post of Secretary, Defence. The 1977 batch Manipur-Tripura cadre IAS officer R K Mathur who is presently Secretary, Defence Production has been given additional charge of Secretary, Defence for three months.

Secretary, Defence (2) Defence is not important for UPA Government?
Is the Defence in low priority of the UPA Government? Never in the past additional charge of Defence Secretary was given to any other Secretary. What is the compulsion of the Government of not appointing R K Mathur the choice of Antony sahib? Mathur is considered to be an honest and upright IAS officer.

Secretary, Defence (3) Vivek Rae
Is Secretary, Petroleum, Vivek Rae is still in for the post of Secretary, Defence. One can only wait and watch. The 1978 batch UT cadre IAS officer Vivek Rae has already held meeting with Defence Minister A K Antony.

Secretary, Defence (4) P K Mishra
Meeting between Cabinet Secretary Ajit Seth and Secretary, DoPT, P K Mishra with Defence Minister A K Antony on Wednesday has fuelled speculations about Mishra's appointment as Secretary, Defence. The 1976 batch IAS officer Mishra who is scheduled to retire on June 30 has a long experience in the Defence Ministry. Insiders, however, maintain that Mishra will become Member of the UPSC.

Secretary, Defence (5) Ratan Watal
Meeting of R P Watal with the Defence Minister A K Antony has also been discussed in the Defence Ministry. The 1978 batch IAS officer of Andhra Pradesh cadre Watal is presently Secretary, Non-Renewable Energy.

Secretary, Defence (6) O P Rawat
In the Defence Ministry name of Secretary, PSE , O P Rawat was also heard for the post of Secretary, Defence. The 1977 batch IAS officer of Madhya Pradesh cadre Rawat has served the Ministry in different capacities .His honesty was not liked by the Arms Suppliers and an attempt was also made to kill him.

Secretary, Defence (7) Sudhir Mittal
Name of Sudhir Mittal is also prominently being discussed in the corridors of power for the post. He is a 1978 batch IAS officer of Punjab cadre.


Vishwanath is new CMD of FCI

C Vishwanath has been appointed new CMD of the Food Corporation of India (FCI). He is a 1981 batch IAS officer of Andhra Pradesh cadre.

Delhi HC's historic judgement in the unique case of 1977 batch IAS officer (UPDATED)
Delhi High Court in its judgement, in Rakesh Behari's case, has directed the Government of India as follows;"We direct the respondents to issue fresh orders empanelling the petitioner for appointment as Secretary to the Govt. of India with effect from June 2010. I.e. that is; when officers of the 1977 batch were empanelled for postings as Secretary GoI". Rakesh Behari is 1977 batch IAS officer, presently serving as Chairman, Delhi State Industrial Development Corporation. He is empanelled as Secy. GoI, in 2012 whereas the court has ordered GoI to empanell Behari w.e.f. year 2010.

Plan to lower retirement age ?

Is there a plan to lower the retirement age to help accommodate the rising unrest due to unemployment. This would also pump prime the economy, as a sort of quantitative easing, to overcome the slow growth phase.

Best naukri in GoI

PPS & Sr. PPS/PSO are the best naukri to work. Reason being, no dictation, as Secretary or any other senior officer would not like to burden them with dictation. Only attending telephone, fixing appointments, transport facilities, reimbursement of telephone bill, newspapers, etc, They prefer to call themselves as US or DS or Director without exposing their efficiency by way of taking sensitive long dictation. For this purpose, they target ignorant PAs who are exploited for this purpose for an ordinary salary. When it comes to late sitting they want PAs as their bodyguards. Hope DOPT will issue necessary instructions to rectify this. But my feeling is DOPT would prefer to send these persons on ISTM training for nothing and may also consider them sending abroad if possible at the cost of sympathetic PAs.

Vinod Rai as CAG has been successful in making people aware that such a post exists in Government just as T N Seshan made people aware of the institution Election Commission. But I feel he got a bit carried away by the attention he received specially from the opposition parties and the media and he started finding skeletons and tons of them in whatever the govt. did. Moreover, he appeared to attach no value to crores, may be because he as CAG was overseeing accounts in millions of crores. I am also in agreement with the suggestion that officers with Accounts Administration should be appointed CAG. If not a CA at least someone from the numerous Accounts Services under the Govt.

Elite is Elite, nobody cares for their caste

There is no myth involved in terming Dalits as Shudras of Vedic period. According to Godly version as supported by Hindu Theology, the creation has come from Brahma, his mouth...........legs... and accordingly the four Varnas were created by Lord Brahma, he did not create as such Fifth Varna of Ati-Shudra or to say Dalits. Term Ati-Shudra or to say Dalits is the creation of Brahminical philosophy and not Vedic. Vedas have provision only for four Varnas. But the fact remains that Shudras or Ati-Shudras did not have access to education and to basic human rights as enjoyed by Three Varnas in the form of 'ancestral reservation'. The Old Law Book of Hindus, Manu Smriti and other such holy books totally favour 'ancestral reservation' only to three Varnas. Not only that, the old Hindu law Books have provisions stopping Shudras, later termed as Ati-Shudras, from attaining any kind of knowledge and making it a punishable crime. You cannot compare atrocities of Muslim invaders with those of Varna System and seek sympathy for reservation for General Castes and put ban on Muslims on this ground. This argument has no validity. Why? Because, first of all, Muslims did not start the concept of 'ancestral reservations' nor were they responsible in any way for such a privilege enjoyed by Three Varnas for thousands years in Vedic period. They were not responsible for degradation of Vedic Society and due to Varna System. The reservation policy for SC/STs had nothing to with British regime or Muslim rule, it was a matter within the Hindu communities that is why major signatories to the Poona Pact were Gandhi (representative of higher castes) and Ambedkar (representative of depressed castes). Let me remind you and reiterate that caste Hindus still do have 'ancestral reservations' but now it has come to only "ancestral social reservation" i.e. if you are brahmin by birth and use the title and you get recognition and respect then it is an obvious division in society as used to be in Vedic period. Unless and until, this practice of recognition by birth in a particular caste id done away, it is not possible to say that there is no 'ancestral social reservation' for upper caste Hindus. So far as "man-made reservation" in government jobs is concerned, true, it is for SC/STs whereas one cannot deny general castes enjoy knowingly or unknowingly, Godly 'ancestral social reservation' of being elite by birth. In our society unfortunately elite is not by worth still as is referred to by you, is is by birth. As you time and again refer to "elite among SC/ST" as Vibhakshnas" however, you dont seem to name elite of others in derogatory sense (reasons well known to you)... Kindly tell me the difference between elite between SC/ST and elite among General Castes... Are they from different planets? Do you think elite should have different definition by caste? Thanks for reminding some elite that they are elite among SC/STs and that you recognize them as "Vibhakshans". Generally, it was believed that once you are elite, you are above caste and that all elites are equal by virtue of their standard of living. Term Elite before you used in the above context seemed casteless in itself. But if you strictly believe and justify difference between elite based on caste and describe them "vibhakshans", then would you say elite among general are Raavans because they have not done anything for their castes in which they are born. There is hunger, poverty, hatred by birth among three general castes, and that these elite have not done anything to end it, so would you rate them as Raavans. I leave it upto you. I won't. To me, Elite is Elite, my friend, and that we need to rise above caste when we refer to elite.. Friend, elite irrespective of religion and caste are like an extended family in themselves who will stand by each other unlike commoners. To sum up: Elite is Elite, nobody cares for their caste, nor do they. Reservation Policy for SC/STs give them right to job.' Ancestral Social Reservation practice for General' gives them right to higher status, upper caste by birth. In Vedic Times, 'ancestral reservation policy for general' gave them both job and social high handedness. In comparison, the reservation policy for SC/ST for jobs, stands nowhere to the benefits of 'ancestral social reservation practice'.

Varnas dalits etc

All are getting by natural selection some genetic codes in groups. When epigenetic moulds it, nobody even God cannot stop it. For parochial gains politicians continue secularism and keep caste categorization under the veneer. Genetic differences will remain cannot be made fungible in this millennium. Venkat

Harping back to Vedic times

The apologists for reservations keep harping back to Vedic times i.e. five thousand years back. Most castes in the general category today are actually Shudras, e.g. Kayasthas, Jats etc who are not in the three Varnas. The Shudras were not subjected to untouchability, the "untouchables" were Dalits. The Shudras were caste Hindus and service castes. By and large, the untouchability practiced in India was a result of ignorance and for the purpose of staving off disease. That is why marriage, dining and contact was limited historically to people of the same caste. One must also remember that historical disabilities were not only for Dalits but also for women cutting across caste. For example, Brahmin women fared far worse in traditional India than Dalit women. In India, even among the Dalits, there was a notion of superior caste and inferior caste, e.g. the Chamars thought they were superior to the Jatavs and did not accept food or drink from them. But all these notions are dead and buried. The Constitution makes us all equal and provides equal protection to all. Caste discrimination is banned by law. Then why should reverse discrimination continue forever? Anyway, it was only for ten years. There is a race for backwardness among all castes today all of whom claim to be more backward than the rest in order to partake of the reservation benefits! Even otherwise, why should a reverse caste system be perpetuated forever ? And anyway, the time has come for reservation among SCs and STs to be so defined that children of the creamy layer of third generation IAS officers should not be given the benefit and the children of less lucky and poor, downtrodden Dalits be given the benefits.

Send copy of information to second RTI applicant ?

Common sense and equity demand that the second applicant should not be denied information under RTI. What is the harm if we send a copy of the information to the second applicant?
