Yes, you are right. MR Mathur is honest and has highest integrity and same is the situation in Railway Board where honesty and integrity is least considered and seniority has no say .

Why blame SC/ST officers ?

Every one talks about reservation, as if a reserved category officer is unfit to function in bureaucracy. The reality is all important posts in any department are occupied by general category people. So, why blame SC/ST officers when they have no role in policy, administration or anywhere else. I believe reservation is only a FASCADE to cover for inept, inefficient and other maladministration activities.
