Cabinet approved restructuring of Income Tax
Department
The Cabinet has approved restructuring of Income Tax Department by creating
20,751 additional posts which include 1349 additional posts in the IRS
cadre and 19,402 additional posts in the non-IRS cadres. Government
will incur additional expenditure of Rs. 450 crore per annum.
SECI is all set to get two new Directors
As the grapevine has it, Solar Energy Corporation of India (SECI) is
all set to get two new Directors on its Board. Reportedly, the high
powered search-cum-selection committee, under Cabinet Secretary Ajit
Seth and Chairman of SECI, Anil Kakodkar, has completed the selection
process for MD & Dir. HR. The newly constituted central PSU is mandated
to cater to India's futuristic clean energy demands. SECI aims at harvesting
the solar energy to the tune of 22,000 MW per year by the year 2022
in phased manner.
4 Deputy/ Assistant Commissioners shifted
Four Deputy/ Assistant Commissioners of Income Tax have been shifted.
Anchal Khandelwal has been shifted to FT & TR-I, CBDT while Manav
Bansal is being appointed to FT & TR-II, CBDT. Besides, Ms Madhusmita
Sahoo has been transferred to CCA, Delhi and Siva Prasas Reddy was moved
to CCA Karnataka.

HAL leadership development program inaugurated at IIM (UPDATED)
Hindustan Aeronautics Limited's (HAL) comprehensive one year Leadership
Development Program for 30 senior executives was inaugurated by Ashok
Kumar Gupta, Additional Secretary, Defence Production (MoD) at IIM,
Ahmedabad. "It is rare opportunity for HAL executives on one hand
and IIM on the other to understand the needs of the defence sector.
We need to develop leadership in PSUs and competency mapping is vital
factor. HAL's initiative should bring about positive changes in all
aspects of its functioning", he said. Dr R K Tyagi, Chairman, HAL
said, the company is proud to be associated with the country's premium
management institute and both the organizations stand to gain with such
initiatives. "Our aim is to prepare today's generation to take
on the challenges of tomorrow by exposing them to the best international
practices on all operational fronts", he said. IIM Officiating
Director, Prof Ajay Pandey explained diverse activities of the institute
which he says strives for excellence whatever the field and will look
after the special needs of HAL. The participants will have international
exposure and the subjects to be covered include business environment,
individual and organisation, global competitive mindset, innovation
and technology, strategic alliances and JVs, ethics and governance.
One-year program to be conducted in seven phases comprises of training
at IIM-Ahmedabad interspersed with individual and group project work
of topics relevant to HAL.

R K Mathur has taken over as the new Defence Secretary on Monday. He
belongs to the 1977 Batch of the Indian Administrative Service of Manipur-Tripura
Cadre. He did his B.Tech from IIT Kanpur, M. Tech from IIT Delhi and
MBA from International Centre for Public Enterprises, Ljubljana. Mathur
has a rich and varied experience in the field of public administration
and has held many important positions in the Government of Tripura.
He has served as Principal Secretary in the Agriculture, Rural Development
and Finance Departments of the Government of Tripura. He has also held
the position of Chief Secretary of Tripura.During his different stints
at the Centre Mathur has served as Development Commissioner (Handicrafts)
& Joint Secretary in the Ministry of Textile and as Additional Secretary
and Special Secretary in the Department of Defence, Ministry of Defence.
He has held Secretary level postings in the Ministry of Micro, Small
and Medium Enterprises and Department of Defence Production, Ministry
of Defence.

Plan to lower retirement age
Unemployment needs to be addressed with all possible options. While
lowering of retirement age may be one of the options, all contractual
appointments need to be done away with and minimum strength of staff
for each establishment fixed keeping in view of efficiency that IT has
brought in and regular appointments be made. The practice of giving
re-employment also needs to be put on hold, with exceptions of scientific
and technical requirements.

Caste has spread feeling of hatred and inequality
Caste as an institution has spread feeling of hatred and inequality
among all irrespective of lower of higher. The three higher Varnas or
Castes hated each other and even today there are honour killings among
so-called castes when their children indulge in inter-caste i.e. among
three upper. Newspapers are full hatred among three castes. Caste-related
hatred is not confined to lower or upper, it is more practiced among
three upper castes. The so called lower castes were no exception. This
is what Varna and Caste has taught us. We cannot defend either of the
two. On paper casteism has been abolished. But who practices this law
of abolition, you are still born in a particular caste and carry with
age-old bad traditions attached to it. Please tell me why a Brahmin's
children are not called Jatavs or vice-versa. Why a Gupta's kids are
not called Brahmins, why a Rajput's children are called, Guptas. Have
you ever seen such a change in our society? Why all the castes in Hindus
stop using their caste and say with proud We are Hindus. Saying so and
practicising so will bring equality and will remove the stigma the ugly
institution of caste has inflicted on our Hindu religion. It is a matter
of debate what makes people to not to ban using castes and what stops
them just saying 'Hindu'? Or is that this would bring equality among
all which might not be in the interest of the community which are reaping
benefits of social discrimination for centuries. One cannot believe
that they simply are unaware of the fact Hindu religion unites and Caste
break unity and derogates Hinduism. Yet, they are continuing with this
barbarian institution called Caste. We are born in it, practice it,
die in it and then we argue, it is not we, it were our ancestors, why
should we pay for their sins in terms of reservation. People should
try to change society first rather than suggesting changes in reservation
policy. From a broader perspective and in the overall interest of Hinduism
as a religion of equality or to make it a religion of equality and for
its revival, we need to crush caste system which has been hurdle in
growth of Hinduism, (rather it has made leave from its fold), instead
of debating pros and cons of reservation policy. If we can spread word
around through this Forum to eradicate this system, it will be the best
service to mankind or at least to Hinduism. Let us share our views on
how to eradicate the root cause of social evils i.e. Caste.
