Mathur takes over as Secretary, Defence
R K Mathur has taken over as the new Defence Secretary on Monday. He is a 1977 batch of Indian Administrative Service officer of Manipur-Tripura cadre. He did his B.Tech from IIT Kanpur, M. Tech from IIT Delhi and MBA from International Centre for Public Enterprises, Ljubljana. Mathur has a rich and varied experience in the field of public administration and has held many important positions in the Government of Tripura. He has served as Principal Secretary in the Agriculture, Rural Development and Finance Departments of the Government of Tripura. He has also held the position of Chief Secretary of Tripura. During his different stints at the centre, Mathur has served as Development Commissioner (Handicrafts) & Joint Secretary in the Ministry of Textile and as Additional Secretary and Special Secretary in the Department of Defence, Ministry of Defence. He has held Secretary level postings in the Ministry of Micro, Small and Medium Enterprises and Department of Defence Production, Ministry of Defence.

NALCO's sales turnover at Rs.6809 crore (UPDATED)
The National Aluminium Company Limited (NALCO), Navratna PSU under Ministry of Mines, has declared its financial results for 2012-13 fiscal. According to the audited financial results for the year, taken on record by the Board of Directors in a meeting chaired by CMD, Ansuman Das, the NALCO has posted a net sales turnover of Rs.6809 crore, up 4.75%, over Rs.6500 crore achieved in the previous fiscal. The rise in sales turnover is mostly attributed to higher production and sale of alumina. However, the net profit of the company was Rs.593 crore during the year as compared to Rs.850 crore in last fiscal, due to reduced Aluminium prices in London Metal Exchange and high input costs. The company has improved performance in production and sales for the year 2012-13. During the year, the company has achieved highest-ever bauxite production of 54.19 lakh tonnes, against the previous best of 50.03 lakh tonnes achieved in 2011-12. Similarly, NALCO's Alumina Refinery has produced 18.02 lakh tonnes of alumina hydrate, which is an all-time high, against the previous best of 16.87 lakh tonnes achieved in 2011-12. However, during the year, the metal production of the company was reduced marginally from 4.13 lakh tonnes to 4.03 lakh tonnes, due to planned shutdown of pot shells of the smelter. The net power generation by company's Captive Power Plant was 6,076 million units. In terms of sales, during the year, the company sold 9.85 lakh tonnes of alumina hydrate, against 8.43 lakh tonnes in 2011-12. Aluminium export by the company also increased to 1.44 lakh tonnes this year from 0.98 lakh tonnes achieved in the last financial year.

HAL leadership development program inaugurated at IIM

The participants will have international exposure and the subjects to be covered include business environment, individual and organisation, global competitive mindset, innovation and technology, strategic alliances and JVs, ethics and governance. Defective recruitment policy

Such large vacancies in Group 'A' services not only in Government of India but also in all the states all over the country is primarily due to the defective recruitment policy of 1:1 by direct recruitment and by way of promotion. This policy is one of the negative legacies of the British Raj when Indians were initially banned from I.C.S. - the steel frame of the British Empire with a view to maintain its total hold at the apex level. After Independence and also the Partition of the country, the ratio should have been changed to 100% by way of promotion. However in the name of fresh young talents and also to maintain hold of the Elite Class, 1:1 ratio has continued so far to the detriment of the Direct Recruits, Promotees and also the Governments themselves at the Centre as well as States. The occasion demands a fresh look at the existing policies and develop new norms of Recruitment as well as promotion at least for sake of the Country and the respective Departments.

Caste menace growing worse

There was a time when we got our independence, people started removing caste indicators from their names. After 60 years of independence things have changed for the worse, upper castes especially in the professional field are becoming more and more proud of their caste names since they feel public will accept them better since their professional qualifications and jobs are not obtained through an unjustified reservation. I for one will prefer to go to a doctor with an upper caste tag in his name since I know he got his admission to the Medical College through sheer merit. Give every incentive to a student from the so called deprived castes; give them free School and College education at the best schools, give them free hostel stay and other incentives; but base admissions to professional colleges and giving jobs purely on merit. That will remove the inferiority complex among them, especially among the elite who now managed to raise the creamy layer limits to Rs.6 Lakhs per annum.

Covering their inefficiency in administration

To cover their own inefficiency in administration, the convenient excuse is reserved category people are unfit not apt etc. like we blame the politicians for all the ills in the country but run to them for transfers, postings, everything. Let good sense prevail and people should learn to recognize that reserved is not synonymous with inefficiency. My superior officers have always appreciated my work openly and I am a Dalit, would they have done if I was inefficient and unfit.

Reply to Judgement


This is in reply to the judgement awarded by D Raju for best job in Government Service i.e. PPS/Sr.PPS/PSO etc. on this forum on 24th instant. In this context, I have a few submission to make (please do not take it as my judgement so as to choose this as career). To some extent he may be right as these senior officers only know to use their rights but when comes to attending duties, they show reluctance and like to part the work with their juniors and for administrative matters to other divisions. However, this theory does not apply for all and only for this line of officials. One can find redundant officials/officers in any service but that is why Government Service is best chosen for where 'all is well'. The hard working officials are always been posted on heavy seats (an earlier quote "sincerity pays" should therefore be replaced as "sincere pays" for these type of people because the person works hard tend to commit mistake and their absence is noticeable). The only disheartening factor in Government of India offices is the factor that there is no reward/appreciation for these lime-lighted officers apart from being recognized and there is no penalty for the people who never come to light. There are two Hindi quotations best suited for this situation is "jo karta hai wohi marta hai" and "Shakkar Khore Shakkar Doondh hi lete hain". But over the years I have also seen that even officers are lacking the ability to dictate (please do not take for all) and for that matter they wish to get the works done by juniors (PAs/PSs) directly on computer so that their weakness in respect of this angle is not Highlighted (cut and paste ka jamana hai). Further, with the lesser promotional avenues in the line of PAs/PSs, they get promotion as PPS/Sr.PPS/PSO at the age of above (average) 50 + years and when their attachment comes with senior officers(younger in age) who use to belong some All India Services, where promotional avenues are better, comfort ability factor may be the driving force to load work to juniors with whom they find better comfort zone. The only solution in my mind comes to the optimum utilization of these people is to post them after the level of PS as Under Secretaries/DS or Director with due training from ISTM but I suppose to which CSS cadre has some reservation. I think the concept of introduction of Executive Assistant by 6th Pay Commission was also the outcome of these problems, seeds of which are yet to be sown in Government of India offices. So let the fraternity of PPS/Sr.PPS/PSO enjoy the time for the hard work they may have done when they were PAs or PSs and for others who avoid work, let their karma decide their destiny and do not be jealous of seeing other happy!

Maoism , Naxalism or Public Reaction

The attack on the Parivartan Yatra of Congress in the area of Bastar (Jagdalpur) of Chattisgarh and death of leading Congress leaders has sent shock waves among all sections of political society, as it may be one of the worst incident ,which has caused death of top political leaders of a leading political party of the country and being condemned by all irrespective of political affiliations. And it has sent a warning bell to all other political parties to resist from entering into those areas which are full of naxalites, as claimed by the government. The so called Naxalism or Maoism needs deep social study, as to what are the cause of so serious public reaction ,who are compelled to take to arms and attack on not only people in uniform or civil service officers but now also political leaders, who tries to enter into strong bastions of so called naxalites. Who are naxalites ? Are they aliens on Indian land or the public in general, who have been deprived of their due share in development, jobs, right to live with dignity and have normal two times meals for themselves and their wards. Are these people victim of political terrorism or feudal forces of the society and now resorted to counter terrorism, needs to be understood by the government. As history is evidence that suppressive society, which is the victim of authoritarian groups of the society, whether political bosses, rich people or ruthless civil services groups, tend to react one day, though in the form of peaceful processions, may be then aggressive processions, by way of democratic process by changing the political parties. And when they feel no substitute available in the form of good governance, they ultimately resorts to aggressive methods of arms attacks or killings, that way they express their anguish, which is finally recognised by the all sections of the society including political bosses, who feels they are above all laws and laws of democratic set up. The government at the state level and National levels, managed and controlled by the public representatives needs to give a serious thought on the issues and problems of reactionaries segment of society, understand their genuine aspirations and needs, excepting, where foreign forces are involved and take good social steps, understanding the root cause of the problems, if they are seriously concerned about bringing social stability in the democratic system instead of exploiting the poor for their political gains, only then such undesired actions and reactions of the oppressed and deprived can be avoided and bring social and political stability in the country like India. I am sure, good sense will prevail over all at last

Dole out from the public funds

The spate of front page 'Bharath Nirman' advertisements in the news media appears to be a dole out from the public funds by the UPA for distracting public attention from its non-performance by giving 24x7 coverage on issue like IPL spot fixing. Was there any orders from upstairs that the GoI didn't want adverse coverage of its non performance on Rajiv Gandhi's death anniversary and particularly so on the 4th anniversary of UPA2 ? Some how it looks likefooling the nation.

Reservation for everything ?

It's ironical that after a person gets reservation despite performing so bad in the competition, he starts demanding further concessions. He wants promotions without being eligible. He doesn't want to perform and if anyone scolds him, he starts the cry "oh I am a Dalit". That's why being Dalit is only a political classification. It's not a license to remain permanently noncompetitive and still get everything on a platter. Politics in India doesn't allow even the most basic realities come to fore otherwise everyone knows inside his heart that reservations are the most brutal, most inhuman and the most ill planned tool in any system. Only a country which intends to commit slow suicide can adopt this policy based on hatred of 5000 year back.
