Can CBI be independent body?

It is big surprise that everyone wants CBI should be independent and free from Govt. How it is possible logically, when it is a part of Government. It is beyond any understanding when CBI Director reports to Government bosses how one can expect it is to be free from Government pressure. It is neither possible nor feasible. We should stop saying it should be free from Government unless it is made like CAG or Election Commission body.

Need for positive approach in DoPT

The DoPT frames norms, rules, guidelines etc. for the welfare of the government officials, so the interpretation thereof must be done in the interest of the officials. But in practical, the philosophy-" Show me the face, I will show you the Rule" is prevalent. The rule must be interpreted always in the interest of the officials for whom the rules are enacted. If an officer appointed on central deputation under non-Central staffing Scheme gets pay protection due to Proforma promotion in his/her parent department, then why this benefit is not extended or available to the officers appointed on central deputation under Central Staffing Scheme? Is it not the violation of Article 14 of our Constitution? Why we act as "Lakeer ke Fakeer"? Hope somebody from DoPT would justify this discrimination?

Indian P&T AFS needs Cadre Review

The Indian P&T, Accounts and Finance Service, created by the Government of India in 1972 after recommendations of the World Bank, is badly needed for cadre review. In many services, even the 1996 batch officers have become SAG, but in Indian P&T AFS, there is no SAG promotion after 1993 batch.

H Chaudhary

CSSS restructuring

The CSSS restructuring was done in 2003 & 2008. Naturally it should have been set up in 2013 as has been done in the case of CSS but DoPT does on its whims & fancies. Presently around 150 posts of PSO and more than 200 posts of Sr. PPS are lying vacant due to non completion of residency period by the cadre officers and it will not be out of place to mention that other services are being given relaxation in residency period by Estt. Division up to 2 years whereas this dispensation is being denied to CSS & CSSS. Moreover whenever cadre restructuring takes place its main motive is to remove the stagnation but it is always seen after cadre restructuring residency period is always required to be relaxed upto 50% so that posts created after restructuring actually materialises in removal of stagnation. CSS/CSSS are the two services which are the mainstay of Central Secretariat and by denying them these promotional avenues we are demotivating the officers by applying nonexistent rules to derive sadastic pleasure. DOPT should work in cohesion and when Estt Division of DoPT is granting similar dispensation to other services why it should not be applicable to these cadres. MOS(PP) needs to ask its officers and stop this discrimination immediately. Does civil services day meant for a select few services only and as a model employer Government needs to look into this bias.

Other upper castes should also help poor brethren

It is always argued that the elites among the SC/STs should not be allowed the benefit of reservation in the interest of poor dalits. To extend such an argument a little further, the rich and elitist Brahmins should leave some posts in the general category for the poor Brahmins. Similarly, other upper castes should also help their poor brethren. In this manner, no lawyer should be from the 'family of lawyers' or no judge from the 'family of judges' and doctor from the 'family of rich doctors'. Are the rich and elite among the upper caste not appropriating to themselves all the opportunities available? Poor among them are suffering due to the rich and elites among the upper castes. There are many against the reservation system. But nobody talks of abolition of caste system. Even Gandhi did not promote abolition of caste system.

Partap Singh

On reservation only two opinions come up

Whenever an issue of abolition of caste is raised on any forum such as Whispers or elsewhere, rather than supporting the cause of annihilation of caste from Hinduism, dominantly two opinions come up

(i) elite among SC/ST should be stopped from reservations and
(ii) poorer among SCs/STs are not getting benefits.

It is rarely seen in pre-independent or post independent India that when a SC has become Minister or Secretary, there were million congratulatory messages higher caste Hindu brothers feeling proud of achievement of their own? Maybe, one might quote one or two spiritual leaders at the most. Such opinion makers should realize that it only reflects their age-old hatred towards well to do among SCs/STs and their tendencies to air views against rise of SC/STs which SC/STs view as natural expression given the role played by institution of caste taught by our forefathers and practiced by us in upbringing. Abolition of caste has priority over loopholes, if any, in reservation policy for Dalits and so it should be for all Hindus. Unlike Others, the larger goal of Dalits is not securing govt. job, but it is annihilation of institution of caste. Reservation in jobs is a petty matter to discuss before the monster 'Caste'. Caste existed before implementation of reservation policy, so does it now. Still caste is decided by birth as centuries ago. Thus Caste automatically leads to divisions by birth. The word 'Caste' needs to be replaced with 'Hindu'. Others are not able to visualize that there is life after government job too. What a job gives you bread and butter. But respect, dignity, and social equality is much more important which is connected with the Caste you are born in. Those who enjoy higher castes status by birth argue it is not their fault God has placed us in that caste. It is not their fault but it is their fault to carry on with this system and to support it and not raise voice to abolish caste along with Dalits. After all, social reforms in Hinduism is not the sole responsibility of Dalits alone others should also share the movement and support abolition of caste. All Hindus should unite and rise above petty matters when it comes to social reforms in it. Jai Hind
